Education:

Bachelor’s degree in civil engineering, Infrastructure Engineering, Structural Engineering, Construction Management, Architecture, Urban Planning, Disaster Risk Reduction (DRR).

Minimum 5 years of progressively responsible professional experience, including at least 3 years in a supervisory or technical leadership role within Rohingya refugee camp settings, humanitarian operations, or large-scale infrastructure development programmes.



Responsibilities & Context:

a) Technical Leadership, Design and Quality Assurance

  • Lead the technical planning, design review, and implementation strategy for all Site Development interventions, including slope stabilization, drainage systems, pathways, stairways, retaining structures, erosion control measures, and other camp infrastructure activities.

  • Conduct or oversee engineering, geotechnical, topographical, drainage, hydrological, accessibility, and hazard assessments to inform infrastructure design and prioritization.

  • Review, validate, and approve engineering drawings, technical specifications, Bills of Quantities (BoQs), cost estimates, construction methodologies, implementation schedules, and quality assurance plans prepared by Project Officers and technical teams.

  • Ensure all infrastructure interventions comply with approved engineering standards, technical specifications, donor requirements, safety protocols, and Acted procedures.

  • Provide technical guidance on construction materials, engineering techniques, disaster risk reduction approaches, and infrastructure resilience measures.

  • Ensure slope stabilization, drainage, and access infrastructure interventions are designed and implemented to mitigate landslide, erosion, flooding, and accessibility risks.

  • Conduct regular technical site inspections and quality assurance reviews to verify workmanship, material quality, progress, measurements, and compliance with approved designs.

  • Identify engineering risks, implementation challenges, design deficiencies, or quality concerns and recommend appropriate corrective actions.

  • Provide technical inputs and recommendations to the Project Manager on engineering priorities, resource requirements, implementation challenges, and adaptive management measures.
