Education: Required Qualifications
- MBBS degree from a recognized medical college.
- BMDC registration must be valid and updated.
- Additional training in EmONC, IMCI, ENC, SAM/MAM management, infection prevention, or emergency response will be considered an advantage.

- Minimum 2–3 years of experience in clinical service delivery in hospital or Upazila Health Complex settings.

- Experience working with Government health facilities, UN agencies, NGOs, or donor-funded projects preferred.
Skills and Competencies

- Strong interpersonal, communication, and coordination skills.
- Ability to work under pressure in emergency and resource-constrained settings.

MOMENTUM Integrated Health Resilience (MIHR) Project

Project Background
Partners in Health and Development is implementing the MOMENTUM Integrated Health Resilience (MIHR) initiative in Cox’s Bazar Sadar, Ukhiya, and Teknaf to strengthen resilient Maternal, Newborn, Child Health and Nutrition (MNCH-N) services in fragile and emergency-prone settings. The project supports Government health systems to improve lifesaving MNCH-N services, strengthen referral mechanisms, enhance evidence-based decision-making, and ensure continuity of essential health services during outbreaks and disasters.
The Medical Officers will play a critical role in strengthening quality clinical services at facilities situated in remote as well as hard to reach areas in Teknaf Upazila through providing clinical support.
Position Purpose
The Medical Officer will provide quality clinical support for maternal, newborn, child health and nutrition services at assigned facilities. The incumbent will support EmONC, newborn care, IMCI, SAM/MAM management, referral coordination, infection prevention and outbreak response activities in alignment with national protocols and MIHR objectives. The position will contribute to strengthening service readiness, improving clinical practices, and ensuring continuity of essential MNCH-N services in fragile and emergency settings.
Key Responsibilities
Clinical Service Delivery
- Provide consistent care to the patients admitted performing roster duties as and when needed to cover 24/7 services
- Provide quality clinical services related to maternal, newborn, child health and nutrition (MNCH-N) following national protocols and standards.
- Support provision of ANC, PNC, normal delivery, emergency obstetric care, newborn stabilization, IMCI, and nutrition-related services.
- Manage and stabilize emergency obstetric and neonatal complications including PPH, eclampsia, neonatal sepsis, birth asphyxia, dehydration, and severe childhood illnesses.
- Ensure appropriate identification, management, referral, and follow-up of high-risk pregnancies, sick newborns, SAM/MAM cases, and under-five children with complications.
- Participate in clinical rounds, bedside management, and emergency duty rosters as assigned by facility authority.
- Work as a medical doctor in managing Paediatrics/Neonatal cases/Gynecological and Obstetric cases
- Life-saving Medical/Surgical support in all emergency cases, with No Official Delay, in medico-legally applicable cases, wherever the portal of entry to the health facility
- Prescribe medicine as required to optimize the clinical condition and provide necessary information and counselling to the patient or affected family members as well as organize follow up of the patients where necessary
Referral System Strengthening
- Coordinate timely referral and back-referral of complicated maternal, newborn, and child cases.
- Ensure proper documentation and use of standardized referral tools and registers.
- Liaise with SCANU, NSU, emergency units, ambulances, and referral facilities to facilitate continuity of care.
- Support referral tracking and feedback mechanisms.
Data Recording, Reporting and Quality Improvement
- Maintain accurate clinical records, registers, and reporting formats.
- Support routine HMIS/DHIS2 reporting and ensure quality documentation of MNCH-N indicators.
- Participate in data review meetings, clinical audits, maternal and perinatal death reviews, and quality improvement initiatives.
- Support implementation of data quality assurance activities at facility level.
Emergency Preparedness and Response
- Participate in Rapid Response Team (RRT) activities during outbreaks, disasters, and humanitarian emergencies.
- Support continuity of essential MNCH-N services during emergencies, disease outbreaks, floods, storms, or other crises.
- Assist in emergency preparedness planning, triage, outbreak response, and surge clinical support when required.
- Coordination and Collaboration
- Work closely with Civil Surgeon Office, District Hospital, UHC authorities and other stakeholders.
- Coordinate with project teams, community workers, NGOs, and referral actors for improved service delivery.
- Participate in relevant coordination meetings, trainings, and review sessions.
Working Conditions
- The Medical Officer may be required to work in hard-to-reach and disaster-prone locations, including remote health facilities and communities.
The position may require:
- Shift, evening, weekend and public-holiday duties according to facility requirements.
- Working during emergencies, disease outbreaks and natural disasters.
- Temporary deployment to remote project locations.
- Staying at or near assigned facilities where required.
- Working under difficult transportation and communication conditions.
- Close coordination with government and humanitarian health actors.
Duty and Working Conditions
- The position requires working in District Hospital or Upazila Health Complex.
- Frequent travel within Cox’s Bazar district may be required.
- The Medical Officer must comply with organizational safeguarding, PSEA, infection prevention, and safety policies.
