Education:

Required Qualifications

  • Diploma/Certificate in Medical Assistance, Medical Technology, Medical Assistant Training or an equivalent recognized qualification.
  • Valid registration/certification from the relevant Bangladesh regulatory/professional authority, where applicable.
  • Additional training in primary health care, emergency care, IMCI/IMNCI, maternal and child health or community health will be an advantage.

Experience:

  • Preferably 2–3 years of relevant experience in a hospital, Upazila Health Complex, NGO/INGO health project, primary health-care facility or humanitarian setting.

  • Previous experience working in Cox's Bazar, Rohingya response, hard-to-reach or disaster-prone areas will be an advantage.
  • Experience working with government health facilities and frontline health workers will be an added advantage.

Required Knowledge and Skills:

  • Basic clinical assessment and patient management.
  • Knowledge of common primary health-care conditions.
  • Basic knowledge of MNCAH, IMCI/IMNCI and nutrition.
  • Ability to identify danger signs and initiate timely referral.
  • Basic emergency response and first-aid skills.

MOMENTUM Integrated Health Resilience (MIHR) Project

Duty Station: Project-supported health facilities, Cox’s Bazar District / Teknaf, including hard-to-reach areas

Reports To: Medical Officer / Facility In-Charge / Project Coordinator

Job Purpose

Partners in Health and Development is implementing the MOMENTUM Integrated Health Resilience (MIHR) initiative in Cox’s Bazar Sadar, Ukhiya, and Teknaf to strengthen resilient Maternal, Newborn, Child Health and Nutrition (MNCH-N) services in fragile and emergency-prone settings. The Medical Assistant will support the provision of quality, accessible, safe and patient-centered primary health care services at project-supported health facilities. The position will provide basic clinical assessment and management within the scope of practice, support MNCAH and child health services, identify danger signs, facilitate timely referral of complicated cases, maintain accurate patient records, and contribute to infection prevention, community linkage, health education and emergency preparedness.

The Medical Assistant will work closely with Medical Officers, Midwives, Nurses, Community Health Workers and other frontline health workers to ensure continuity and quality of essential health services, particularly in hard-to-reach and vulnerable communities.

Key Responsibilities

Clinical and Primary Health Care Services

  • Provide basic outpatient consultation and clinical support within approved scope of practice and organizational protocols.
  • Conduct initial assessment of patients, including history taking, vital signs and basic clinical examination.
  • Identify common illnesses and provide appropriate first-line management according to national guidelines and facility protocols.
  • Recognize danger signs and complicated cases requiring immediate medical attention or referral.
  • Support management of common childhood illnesses under IMCI/IMNCI protocols, as applicable.
  • Support screening and initial management/referral of malnutrition among children and other vulnerable groups.
  • Provide basic health education and counseling to patients and caregivers.
  • Ensure respectful, confidential and non-discriminatory care for all clients.

MNCAH and Maternal Health Support

  • Support ANC, PNC and other maternal health services as assigned.
  • Identify pregnant women with high-risk conditions and facilitate timely referral.
  • Support identification of maternal danger signs, including severe bleeding, hypertension, pre-eclampsia/eclampsia, prolonged/obstructed labour and suspected infection.
  • Assist Midwives, Nurses and Medical Officers in emergency stabilization and referral of obstetric cases.
  • Support essential newborn care and identification of newborn danger signs.
  • Facilitate referral and follow-up of sick newborns and children.

Child Health and Nutrition

  • Support screening and identification of sick children under five years of age.
  • Assist with IMCI/IMNCI service delivery according to assigned responsibilities.
  • Screen children for acute malnutrition and refer SAM/MAM cases according to protocol.
  • Provide counseling to caregivers on breastfeeding, complementary feeding, hygiene, immunization and appropriate care-seeking.
  • Follow up referred children where required.

Referral and Continuity of Care

  • Identify patients requiring higher-level care and initiate referral according to established referral pathways.
  • Coordinate with referral facilities and designated referral focal persons.
  • Ensure proper completion of referral forms and documentation.
  • Support tracking and follow-up of referred patients.
  • Maintain referral records and report referral-related challenges to the supervisor.
  • Support emergency referrals during service disruptions, outbreaks and disasters.

Community Health and Mobilization

  • Work with Community Health Workers, Health Assistants and other community-level personnel.
  • Support community identification of high-risk pregnant women, newborns, sick children and malnourished children.
  • Participate in community outreach, health education and awareness sessions.
  • Promote appropriate care-seeking, facility delivery, immunization, nutrition and maternal/newborn/child health practices.
  • Support community feedback and accountability mechanisms.

Infection Prevention and Control (IPC)

  • Follow standard infection prevention and control procedures at all times.
  • Ensure appropriate hand hygiene, use of PPE and safe handling of medical equipment.
  • Support appropriate segregation and disposal of healthcare waste.
  • Maintain cleanliness and safety of consultation and treatment areas.
  • Report infection-control risks or incidents promptly to the supervisor.

Documentation, HMIS and Reporting

  • Maintain accurate and complete patient records and service registers.
  • Ensure timely recording of clinical and service-delivery information.
  • Support data entry into relevant HMIS/DHIS2 or project information systems as applicable.
  • Ensure confidentiality and security of patient information.
  • Participate in data quality improvement activities, audits and review meetings.
  • Prepare routine reports as assigned by the supervisor.

Emergency Preparedness and Response

  • Support continuity of essential health services during outbreaks, cyclones, floods, landslides and other emergencies.
  • Participate in emergency preparedness and response activities.
  • Support rapid identification and referral of emergency cases.
  • Follow facility emergency response plans and instructions.
  • Remain prepared for deployment to hard-to-reach areas when required.

Quality Improvement and Coordination

  • Participate in facility-level Quality Improvement (QI) activities.
  • Attend clinical mentoring, case review, training and refresher sessions.
  • Support implementation of recommendations from supervisory visits and quality assessments.
  • Coordinate effectively with government health and family planning staff and project personnel.
  • Maintain professional relationships with patients, caregivers, colleagues and community representatives.

Safeguarding, PSEA and Accountability

  • Maintain professional conduct and respect the dignity, rights and confidentiality of all clients.
  • Follow PHD's safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Code of Conduct and accountability requirements.
  • Report safeguarding concerns through established reporting mechanisms.
  • Ensure that services are accessible without discrimination based on gender, age, disability, socioeconomic status or other characteristics.
  • Support client feedback, complaints and response mechanisms.

Working Conditions

  • The Medical Assistant may be required to work in hard-to-reach and disaster-prone locations, including remote health facilities and communities. The position may require:
  • Shift, evening, weekend and public-holiday duties according to facility requirements.
  • Working during emergencies, disease outbreaks and natural disasters.
  • Temporary deployment to remote project locations.
  • Staying at or near assigned facilities where required.
  • Working under difficult transportation and communication conditions.
  • Close coordination with government and humanitarian health actors.

Other Responsibilities

The Medical Assistant will perform any other reasonable duties related to the project and assigned by the Medical Officer, Facility In-Charge, Upazila Coordinator or Project Coordinator to ensure effective implementation of MIHR activities.
