Experience:
Bachelor’s degree in public health, Development Studies, Social Science, or another relevant discipline from a recognized institution.
Diploma or relevant qualification in a health-related field with substantial relevant experience may also be considered.
Experience – Essential
Minimum 3–4 years of relevant experience in community health, public health, health promotion, community mobilization, or humanitarian programming is a MUST.
Experience supervising, coordinating, mentoring, or managing Community Health Workers, volunteers, or field teams.
Experience in community outreach, household visits, health education, and referral support.
Experience in activity planning, monitoring, data collection, and report preparation.
Demonstrated ability to work effectively with communities and diverse stakeholders.
Desirable
Previous experience working with NGOs, INGOs, or humanitarian organizations.
Previous experience in the Rohingya Response or other camp-based humanitarian settings.
Experience working in primary healthcare, public health, community-based health programmes, or emergency health response.
Experience working with refugee, displaced, or other vulnerable communities.

Working Conditions
The position will be based in the Rohingya Response, Cox’s Bazar, with regular field-based work and supervision within assigned camp communities and PHCC catchment areas.
The role requires frequent movement within the camp and regular household and community visits.
The position holder will supervise assigned Community Health Workers and coordinate closely with PHCC and programme teams.
Working hours may occasionally extend beyond regular office hours depending on programme needs and emergency situations.
The position holder may be required to support operations during disease outbreaks, fires, natural disasters, access restrictions, mass casualty incidents, or other humanitarian emergencies.
Position Summary
The CHW Supervisor will be responsible for planning, coordinating, supervising, and monitoring the activities of Community Health Workers (CHWs) to support community-based health promotion, disease prevention, early identification of health risks, referral, follow-up, and community engagement under the PHCC and Rohingya Response programme.
The position holder will provide day-to-day supervision, technical guidance, mentoring, and capacity-building support to CHWs to ensure that community health activities are implemented effectively, safely, respectfully, and in accordance with approved programme strategies, national guidelines, and organizational policies. The position holder will pay household visits at least 2 days in a week.
The CHW Supervisor will work closely with the Clinical In-Charge, Medical Officers, Nurses, Midwives, MHPSS, Nutrition, Pharmacy, Laboratory, MIS/MEAL, and other relevant teams to strengthen the linkage between the community and PHCC services.

KEY AREAS OF ACCOUNTABILITY:
CHW Team Supervision & Management
Compile data and generate all reports regarding the CHWs visit to the field.
Facilitate area office agendas for the community people.
Meet with the community leaders and be the bridge between the facility and the community.
Develop contents to cascade to the community based on the demand of the facility and disease trend.
Facilitate community to capture lesson learnt, case stories at least 4 in a month.
Develop and maintain CHW work plans, duty schedules, field visit plans, and activity targets.
Ensure CHWs understand and perform their assigned roles and responsibilities effectively.
Monitor attendance, performance, productivity, and adherence to assigned duties.
Conduct regular individual and group supervision sessions with CHWs.
Identify performance gaps and provide supportive feedback and coaching.
Escalate significant performance, disciplinary, safeguarding, or operational concerns to the appropriate supervisor.
Promote teamwork, accountability, professionalism, and respectful behavior among CHWs.
Being the linkage between the community and the facility.
Community Health Promotion & Awareness
Supervise the implementation of community-based health education and health promotion activities.
Ensure CHWs provide accurate and consistent health messages based on approved health education materials and programme guidance.
Support awareness activities on key health issues, including:
o Maternal and newborn health;
o Child health and immunization;
o Nutrition;
o Communicable and non-communicable diseases;
o Hygiene and disease prevention;
o Infection Prevention and Control;
o Mental health and psychosocial well-being;
o Sexual and reproductive health, as appropriate;
o Prevention and early identification of common health risks.
Ensure health promotion messages are culturally appropriate, understandable, and respectful of community needs.
Monitor the quality and consistency of community health education activities.
Community Outreach & Household Visits
Plan and supervise household visits, community outreach sessions, group discussions, and other assigned community-based activities.
Ensure CHWs conduct regular outreach to assigned households and target populations.
Monitor outreach coverage and identify underserved or hard-to-reach groups.
Support CHWs in identifying individuals and families requiring additional health support or referrals.
Ensure community outreach activities are conducted safely, respectfully, and in accordance with approved procedures.
Conduct joint field visits and supportive supervision to assess CHW performance and quality of activities.
Identify community-level barriers affecting access to healthcare services and report them to the relevant team.
Health Risk Identification & Referral
Support CHWs to identify common health risks, danger signs, vulnerable individuals, and cases requiring referral.
Ensure CHWs follow approved referral pathways and do not perform activities beyond their scope of responsibility.
Coordinate with PHCC clinical teams to strengthen referral and follow-up mechanisms.
Support the tracking and follow-up of referred patients, where appropriate and in accordance with confidentiality procedures.
Monitor referral completion and identify barriers to accessing health services.
Ensure urgent or high-risk cases are immediately communicated through established referral and escalation mechanisms.
Support community awareness regarding available PHCC and referral services.
Linkage Between Community & PHCC Services
Strengthen communication and coordination between CHWs, communities, and PHCC service providers.
Support community mobilization and appropriate utilization of available PHCC services.
Coordinate with clinical teams regarding community-identified health concerns and referral needs.
Support follow-up activities for patients or beneficiaries as assigned by relevant clinical or programme teams.
Ensure community feedback and concerns are communicated to the appropriate programme focal points.
Support activities aimed at improving access to healthcare services for vulnerable and underserved populations.
Training, Mentoring & Capacity Building
Support the orientation and induction of newly recruited CHWs.
Conduct regular refresher sessions, briefings, and on-the-job coaching.
Identify CHW knowledge and skills gaps and recommend appropriate training or capacity-building activities.
Ensure CHWs are updated on approved health messages, referral pathways, reporting formats, and programme procedures.
Support practical demonstrations and field-based learning activities.
Maintain records of training, mentoring, and capacity-building activities.
Monitoring & Quality Assurance
Conduct routine field supervision and monitoring of CHW activities.
Assess the quality, coverage, and effectiveness of community health activities.
Use approved supervision checklists and monitoring tools.
Review CHW registers, reports, household visit records, referral records, and other relevant documentation.
Identify gaps, challenges, and areas requiring improvement.
Develop and follow up on corrective actions in coordination with relevant supervisors.
Participate in programme monitoring, supportive supervision, and quality improvement activities.
Data Collection, Documentation & Reporting
Ensure CHWs maintain accurate, complete, and timely records of assigned activities.
Review CHW reports, registers, household visit records, referrals, and other relevant documentation before submission.
Compile and consolidate data from CHWs for daily, weekly, monthly, and other required reports.
Ensure data quality, completeness, consistency, and timely submission.
Coordinate with the MIS/MEAL team regarding data collection tools, reporting formats, and data quality issues.
Maintain records of CHW attendance, activities, supervision, training, referrals, and performance.
Prepare summary reports highlighting achievements, challenges, gaps, and recommendations.
Community Engagement & Feedback
Support effective engagement with community members, leaders, volunteers, and other relevant stakeholders.
Identify community concerns, barriers, misconceptions, and feedback related to healthcare services.
Ensure appropriate communication of community feedback to the relevant programme or clinical teams.
Support community participation in health promotion and programme activities.
Promote respectful communication and strengthen trust between the community and healthcare providers.
Support appropriate referral of complaints or sensitive concerns through established organizational mechanisms.
Coordination & Stakeholder Engagement
Work closely with the Clinical In-Charge, Project Coordinator, Medical Officers, Nurses, Midwives, MHPSS, Nutrition, MIS/MEAL, and other relevant programme teams.
Participate in programme, health, community, and coordination meetings as required.
Coordinate community health activities with relevant programme components to avoid duplication and ensure effective service delivery.
Communicate emerging community health concerns, disease trends, access barriers, and operational challenges to the appropriate supervisor.
Support coordination with relevant camp-based stakeholders and community structures within the scope of the role.
Safeguarding, Protection & Accountability
Ensure CHWs understand and comply with organizational safeguarding, PSEA, child safeguarding, code of conduct, and other relevant policies.
Promote safe, respectful, inclusive, and non-discriminatory engagement with community members.
Ensure confidentiality and appropriate handling of sensitive beneficiary information.
Identify and immediately report safeguarding concerns through approved reporting mechanisms.
Promote accountability to affected populations and support appropriate community feedback mechanisms.
Ensure CHWs do not engage in exploitation, abuse, harassment, discrimination, or other prohibited behaviour.
Emergency Preparedness & Humanitarian Response
Support community-based preparedness and response activities during disease outbreaks, fires, natural disasters, mass casualty incidents, and other humanitarian emergencies.
Coordinate CHW mobilization and deployment during emergency response activities.
Support rapid dissemination of approved public health messages during emergencies.
Ensure timely collection and reporting of relevant community-level information.
Participate in emergency preparedness planning, simulations, drills, and response activities.
Support continuity of essential community health activities during changing camp conditions or access restrictions.
