Working Conditions

Responsibilities & Context:

Job Description: Midwife Lead– PHCC, Camp 5 & 12, Ukhiya, Cox’s Bazar

Position Summary

The Midwife Lead will be responsible for providing technical and operational leadership for midwifery and maternal, newborn, reproductive, and sexual health services at the Primary Health Care Centre (PHCC) in the Rohingya Response. The position holder will ensure the delivery of safe, high-quality, respectful, timely, and patient-centred care in accordance with approved national guidelines, organizational protocols, and relevant health sector standards.

The Midwife Lead will supervise and support Midwives and relevant maternity care staff, ensuring effective service delivery, appropriate clinical assessment and management, timely identification and referral of high-risk cases, quality documentation, patient safety, and continuity of care. The position holder will work closely with the Clinical In-Charge, Medical Officers, Nurses, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, and other relevant teams.

Duty Station: Camp 5 & 12, Ukhiya, Cox’s Bazar

Reports to: Senior Medical Officer

Accountable to: Clinical Coordinator

Key Responsibilities

1. Technical Leadership & Supervision

• Provide technical leadership, guidance, and supportive supervision to Midwives and relevant maternity care staff.

• Ensure that maternal, newborn, reproductive, and sexual health services are delivered according to approved clinical guidelines, protocols, and standards.

• Develop and maintain duty rosters and support effective allocation of Midwifery staff based on service needs.

• Conduct regular supportive supervision, observation, case review, and performance monitoring.

• Identify technical gaps and provide on-the-job coaching and mentoring to Midwives.

• Support orientation and capacity building of newly recruited Midwives and relevant clinical staff.

• Promote teamwork, accountability, professional ethics, and respectful maternity care.

2. Maternal & Newborn Health Services

• Ensure the provision of high-quality antenatal, intrapartum, postnatal, and essential newborn care within the PHCC service package.

• Ensure appropriate assessment, monitoring, counselling, and follow-up of pregnant women and newborns.

• Support the identification and management of common maternal and newborn health conditions within the capacity of the facility.

• Ensure timely identification of high-risk pregnancies, maternal complications, newborn danger signs, and other emergency conditions.

• Ensure appropriate stabilization and timely referral of complicated maternal and newborn cases.

• Promote continuity of care through appropriate follow-up and coordination with referral facilities.

• Ensure respectful, dignified, confidential, and non-discriminatory care for women and newborns.

3. Labour, Delivery & Emergency Obstetric Care

• Lead and support Midwives in the provision of safe and respectful labour and delivery care, where delivery services are included within the PHCC service package.

• Ensure appropriate monitoring of labour and timely identification of abnormal labour or maternal and fetal distress.

• Ensure the appropriate use of relevant clinical tools and documentation during labour and delivery.

• Support the initial management and stabilization of obstetric and newborn emergencies within the scope and capacity of the facility.

• Ensure timely escalation, consultation, and referral of cases requiring higher-level care.

• Participate in emergency drills, preparedness activities, and review of maternal and newborn emergencies.

• Ensure appropriate documentation of emergency management, referrals, and outcomes.

4. Sexual & Reproductive Health and Family Planning

• Ensure the delivery of appropriate sexual and reproductive health services within the approved PHCC service package.

• Provide technical support for family planning counselling and service provision.

• Ensure clients receive informed, voluntary, confidential, and non-discriminatory family planning services.

• Support counselling on available family planning methods, benefits, potential side effects, and follow-up requirements.

• Ensure appropriate referral for services that are not available at the PHCC.

• Promote informed decision-making and respect for clients` choices and reproductive rights.

5. Clinical Assessment, Triage & Referral

• Ensure appropriate assessment and prioritization of pregnant women, mothers, newborns, and other clients requiring Midwifery services.

• Identify danger signs, high-risk pregnancies, obstetric complications, and newborn emergencies.

• Ensure immediate attention and appropriate stabilization of emergency cases within the facility`s capacity.

• Coordinate with the Clinical In-Charge, Medical Officers, and other relevant staff for complicated cases.

• Ensure timely referral to appropriate higher-level facilities when required.

• Ensure accurate completion of referral documentation and communication of relevant clinical information.

• Support follow-up of referred patients where applicable.

6. Clinical Quality & Patient Safety

• Ensure Midwifery services comply with approved national treatment guidelines, standard operating procedures, and organizational clinical protocols.

• Promote evidence-based practices and high standards of maternal and newborn care.

• Participate in clinical audits, maternal and newborn death reviews, case reviews, and quality improvement activities, where applicable.

• Identify clinical risks, patient safety concerns, or gaps in service delivery and report them to the appropriate supervisor.

• Support the development and implementation of corrective actions and quality improvement initiatives.

• Promote respectful maternity care and protect the dignity, privacy, and rights of women and newborns.

• Support measures to prevent medical errors and improve patient safety.

7. Infection Prevention & Control (IPC)

• Ensure adherence to Infection Prevention and Control procedures within maternity and Midwifery service areas.

• Promote appropriate hand hygiene, standard precautions, and use of Personal Protective Equipment (PPE).

• Ensure safe and clean practices during maternal, newborn, and reproductive health service delivery.

• Identify and report IPC risks, gaps, or incidents.

• Support the implementation of IPC measures during disease outbreaks and other public health emergencies.

• Ensure appropriate coordination with relevant teams regarding waste management and environmental cleanliness.

8. Medicines, Medical Supplies & Equipment

• Ensure the appropriate use of medicines, medical supplies, and equipment related to Midwifery and maternal-newborn health services.

• Work closely with the Pharmacy and Supply Chain teams to monitor the availability of essential medicines and reproductive health commodities.

• Report shortages, stock-outs, near-expiry items, or equipment gaps that may affect service delivery.

• Ensure appropriate use and basic maintenance of relevant Midwifery and newborn care equipment.

• Report damaged, malfunctioning, or unsafe equipment to the appropriate department.

• Support the rational use of medicines and medical supplies.

9. Clinical Documentation & Patient Records

• Ensure accurate, complete, confidential, and timely documentation of maternal, newborn, and reproductive health services.

• Ensure appropriate maintenance of antenatal, postnatal, delivery, family planning, referral, and other relevant registers.

• Review documentation practices and address gaps through supportive supervision.

• Ensure accurate recording of assessments, treatment, counselling, referrals, and follow-up.

• Maintain patient confidentiality and comply with organizational data protection procedures.

• Support the accurate recording of service delivery information for reporting purposes.

10. Health Information, Reporting & Surveillance

• Ensure accurate and timely recording of maternal, newborn, and reproductive health service data.

• Review relevant registers and reports to ensure completeness and accuracy.

• Support the preparation of daily, weekly, monthly, and other required reports.

• Work closely with the MIS and programme teams to ensure data quality, completeness, and timely submission.

• Report maternal, newborn, or public health events according to applicable reporting procedures.

• Identify trends, service gaps, or quality concerns and communicate them to the appropriate supervisor.

• Maintain confidentiality of patient and programme information.

11. Coordination & Multidisciplinary Teamwork

• Work closely with the Clinical In-Charge, Medical Officers, Nurses, Pharmacy, Laboratory, Nutrition, MHPSS, Community Health, and other relevant teams.

• Coordinate patient care, referrals, follow-up, and continuity of maternal and newborn health services.

• Participate in clinical meetings, case discussions, programme review meetings, and coordination meetings.

• Coordinate with referral facilities and relevant service providers when required.

• Communicate technical concerns, staffing challenges, service delivery gaps, and patient safety issues to the supervisor.

• Promote effective communication and collaboration among maternity and other healthcare teams.

12. Capacity Building & Professional Development

• Identify training and capacity-building needs among Midwives and relevant maternity care staff.

• Conduct or support on-the-job coaching, mentoring, refresher sessions, and clinical orientation.

• Support knowledge sharing and continuous learning within the Midwifery team.

• Maintain updated knowledge of relevant maternal, newborn, reproductive health, and humanitarian health guidelines.

• Participate in relevant training, workshops, clinical meetings, and professional development activities.

• Promote a culture of continuous quality improvement and professional accountability.

13. Emergency Preparedness & Humanitarian Response

• Maintain readiness to ensure continuity of maternal, newborn, and reproductive health services during disease outbreaks, fires, natural disasters, mass casualty incidents, and other humanitarian emergencies.

• Support preparedness planning for maternal and newborn emergencies.

• Participate in emergency drills and response activities.

• Ensure appropriate availability and readiness of essential Midwifery equipment and emergency supplies.

• Support the continuation of essential services during emergencies and operational disruptions.

• Remain flexible to undertake additional responsibilities based on emergency and programme requirements.
