Working Conditions

Responsibilities & Context:

Position Summary

The Assistant CHW Supervisor will support the supervision, coordination, and day-to-day management of Community Health Workers (CHWs) working under the Primary Health Care Centre (PHCC) in the Rohingya Response, Cox’s Bazar.

The position holder will support the implementation of community-based health activities, including health promotion, disease prevention, health education, community mobilization, identification and referral of vulnerable and sick individuals, follow-up of referred cases, and dissemination of key health messages.

The Assistant CHW Supervisor will provide day-to-day guidance, mentoring, and supportive supervision to assign CHWs and support the CHW Supervisor/Community Health Officer in planning, monitoring, reporting, and coordinating community health activities. The position holder needs to visit houses at least 3 days a week.

The position holder will work closely with the CHW Supervisor, Clinical Coordinator, Medical Officer Lead, Medical Officers, Nursing Team, Midwifery Team, IPC, Surveillance, Nutrition, MHPSS, Protection, WASH, and other relevant teams to strengthen the link between the community and PHCC services and promote timely access to healthcare.

Accountable to: Deputy Project Coordinator

KEY AREAS OF ACCOUNTABILITY:

CHW Supervision & Team Support

  • Provide day-to-day supervision and support to assigned Community Health Workers (CHWs).

  • Support the implementation of CHW work plans and daily activities.

  • Conduct regular supportive supervision and field monitoring.

  • Provide guidance and practical support to CHWs during community activities.

  • Monitor CHW attendance, punctuality, and assigned responsibilities.

  • Facilitate community to capture lesson learnt, case stories.

  • Support appropriate allocation of CHWs to designated communities or areas.

  • Escalate significant performance or operational concerns to the CHW Supervisor.

  • Promote teamwork, accountability, professionalism, and respectful behaviour among CHWs.

Community Health Education & Promotion

  • Build capacity of the CHWs on the messages to share with the community.

  • Support CHWs in conducting community health education and awareness activities.

  • Ensure CHWs provide accurate, approved, and culturally appropriate health messages.

  • Promote key health topics, including:

o Personal hygiene and handwashing.

o Safe water and sanitation.

o Communicable disease prevention.

o Maternal and child health.

o Nutrition.

o Immunization awareness.

o Prevention and early identification of common diseases.

o Infection Prevention and Control (IPC).

o Health-seeking behaviour.

o Appropriate use of PHCC services.

  • Support community awareness sessions and group discussions.

  • Ensure health education messages are consistent with approved organizational and health sector guidance.

Community Mobilization & PHCC Linkage

  • Support community mobilization to promote access to PHCC services.

  • Strengthen communication between the community and PHCC.

  • Support CHWs in identifying barriers to healthcare access.

  • Encourage appropriate and timely health-seeking behaviour.

  • Promote awareness of available PHCC services.

  • Support dissemination of information regarding service availability and schedules.

  • Support community mobilization during health campaigns and special activities.

  • Communicate community concerns and feedback to relevant PHCC teams.

Identification & Referral of Patients

  • Support CHWs in identifying individuals with health concerns requiring further assessment.

  • Ensure CHWs recognize basic danger signs and referral criteria according to approved guidance.

  • Support timely referral of sick or vulnerable individuals to the PHCC or other appropriate services.

  • Ensure CHWs do not provide clinical diagnosis or treatment beyond their approved scope.

  • Support communication between CHWs and PHCC teams regarding urgent referrals.

  • Follow up on referred individuals where appropriate.

  • Monitor referral completion and identify barriers.

  • Ensure appropriate documentation of referrals.

Follow-Up of Referred Cases

  • Support CHWs in following up on individuals referred to PHCC services.

  • Encourage patients and caregivers to complete recommended referrals.

  • Identify barriers preventing individuals from accessing healthcare.

  • Communicate significant follow-up concerns to the relevant supervisor or clinical team.

  • Maintain appropriate referral and follow-up records.

  • Support continuity of care through appropriate community-level follow-up.

  • Ensure patient confidentiality during follow-up activities.

Disease Surveillance & Community Alerts

  • Support CHWs in identifying and reporting unusual health events.

  • Promote timely reporting of suspected disease outbreaks and unusual health concerns.

  • Support CHWs in identifying potential clusters of illness or unusual increases in cases.

  • Ensure community health alerts are communicated promptly to the CHW Supervisor and Surveillance team.

  • Support event-based and community-based surveillance activities as assigned.

  • Assist with community-level follow-up during public health alerts.

  • Maintain confidentiality and avoid spreading unverified information.

Support for Outbreak Response

  • Support community health activities during disease outbreaks and public health emergencies.

  • Assist in disseminating approved outbreak prevention and control messages.

  • Support community mobilization during outbreak response activities.

  • Coordinate with Surveillance and IPC teams as required.

  • Support CHWs in identifying and reporting suspected cases according to approved procedures.

  • Assist in promoting appropriate health-seeking and referral behaviour.

  • Participate in emergency response activities as assigned.

Community-Based Infection Prevention & Control

  • Support CHWs in promoting key community-level IPC practices.

  • Promote hand hygiene and respiratory hygiene.

  • Support health education on prevention of communicable diseases.

  • Disseminate approved information regarding infection prevention.

  • Coordinate with the IPC team regarding community IPC messages.

  • Support community awareness activities during outbreaks.

  • Ensure CHWs provide consistent and accurate IPC information.

Community Feedback & Accountability

  • Support the collection of community feedback regarding health services.

  • Identify common concerns, barriers, and suggestions from community members.

  • Communicate relevant feedback to the CHW Supervisor and appropriate PHCC teams.

  • Support appropriate follow-up of community concerns.

  • Promote respectful and responsive communication with community members.

  • Support awareness of available feedback and complaint mechanisms.

  • Ensure sensitive concerns are handled according to organizational procedures.

Coordination with Multidisciplinary Teams

  • Work closely with the CHW Supervisor and relevant PHCC teams.

  • Coordinate with Medical, Nursing, Midwifery, Nutrition, MHPSS, IPC, Surveillance, WASH, and Protection teams.

  • Support integrated health promotion and community outreach activities.

  • Communicate community-level health concerns to relevant service providers.

  • Participate in coordination meetings when required.

  • Support referral and follow-up between community and facility services.

  • Promote effective teamwork and communication.

CHW Training & Capacity Building

  • Support orientation of newly recruited CHWs.

  • Assist in organizing refresher training sessions.

  • Provide regular on-the-job coaching and mentoring.

  • Support training on:

o Health promotion.

o Community engagement.

o Referral procedures.

o Recognition of danger signs.

o Basic disease prevention.

o IPC.

o Community surveillance.

o Confidentiality and professional conduct.

o Safeguarding and PSEA.

  • Identify CHW knowledge and skills gaps.

  • Maintain training and coaching records.

Monitoring & Field Supervision

  • Conduct regular field monitoring of CHW activities.

  • Observe health education sessions and community engagement activities.

  • Monitor the quality and accuracy of health messages.

  • Review CHW activity records and reports.

  • Verify selected reported activities where required.

  • Provide constructive feedback to CHWs.

  • Document monitoring findings and follow up on improvement actions.

  • Report significant issues to the CHW Supervisor.

Data Collection, Documentation & Reporting

  • Support CHWs in maintaining accurate activity records.

  • Collect and review CHW activity reports.

  • Check reports for completeness and consistency.

  • Support compilation of daily, weekly, and monthly CHW activity data.

  • Maintain records of referrals, follow-up, health education sessions, and community activities.

  • Support preparation of routine reports.

  • Report significant community health concerns promptly.

  • Maintain confidentiality of community and patient information.

Supplies & Materials Management

  • Support monitoring of CHW supplies and health education materials.

  • Ensure CHWs have access to approved IEC/BCC materials.

  • Monitor the appropriate use and distribution of materials.

  • Maintain basic records of materials issued to CHWs.

  • Identify shortages and report them promptly.

  • Support replenishment of approved materials.

  • Ensure proper accountability of organizational resources.

Safeguarding, PSEA & Protection

  • Promote safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA) among CHWs.

  • Ensure CHWs understand and follow organizational safeguarding policies.

  • Promote respectful and non-discriminatory engagement with community members.

  • Ensure CHWs maintain confidentiality and professional boundaries.

  • Identify and report safeguarding concerns through approved reporting mechanisms.

  • Promote awareness of available complaint and feedback mechanisms.

  • Ensure community activities are conducted safely and respectfully.

Emergency Preparedness & Humanitarian Response

  • Support CHW preparedness for humanitarian emergencies.

  • Assist in mobilizing CHWs during disease outbreaks, fires, natural disasters, or other emergencies.

  • Support rapid dissemination of approved emergency health messages.

  • Assist in identifying vulnerable individuals requiring support.

  • Support community-level emergency preparedness activities.

  • Participate in emergency response activities as assigned.

  • Remain flexible to undertake additional responsibilities based on programme requirements.
