Responsibilities & Context:

Job Description: Deputy Project Coordinator- Jointly operated by Save the Children & PHD Mother and Child Hospital (MCH).

Position Summary

The Deputy Project Coordinator will support the Project Coordinator in the overall planning, implementation, coordination, monitoring, and management of health programme activities under the Rohingya Response. The position holder will support the effective delivery of quality, timely, and integrated healthcare services through PHCCs, MCHs, and other assigned health facilities.

The Deputy Project Coordinator will provide day-to-day programme and operational support, coordinate multidisciplinary teams, monitor implementation progress, support quality assurance, ensure compliance with organizational and donor requirements, and contribute to programme reporting and decision-making. The position holder will work closely with the Project Coordinator, Clinical Coordinator, Medical Team, Nursing, Pharmacy, Laboratory, MHPSS, Rehabilitation, MEAL, MIS, Surveillance, Admin, Logistics, Procurement, and other relevant teams.

Duty Station: Camp Base

Reports to: Project Coordinator

Accountable to: Hospital Lead

Key Responsibilities

Programme Planning & Implementation

  • Support the Project Coordinator in planning, implementing, and monitoring project activities.

  • Assist in developing work plans, implementation schedules, activity plans, and programme priorities.

  • Ensure timely implementation of health programme activities in accordance with approved project documents and work plans.

  • Monitor programme progress against targets, indicators, and timelines.

  • Identify implementation challenges and support timely corrective actions.

  • Support effective utilization of programme resources to achieve project objectives.

  • Ensure continuity of essential health services across assigned facilities.

Programme Coordination & Management

  • Support the day-to-day coordination of PHCC, MCH, and other programme activities.

  • Coordinate closely with clinical, programme, and support teams to ensure smooth implementation.

  • Facilitate communication and coordination between different departments.

  • Follow up on key action points, programme priorities, and operational issues.

  • Support regular programme review and coordination meetings.

  • Ensure timely resolution or escalation of programme-related challenges.

  • Act on behalf of the Project Coordinator when delegated.

Clinical & Service Delivery Coordination

  • Support coordination of integrated healthcare services, including OPD, emergency care, maternal and child health, nursing, laboratory, pharmacy, MHPSS, rehabilitation, community health, and other services.

  • Monitor service delivery activities to ensure services are available and functioning effectively.

  • Coordinate with Clinical Coordinators and relevant clinical leads regarding service delivery challenges.

  • Support implementation of approved clinical guidelines, protocols, and organizational standards.

  • Identify service gaps and coordinate appropriate actions to improve service delivery.

  • Support continuity of care, referral systems, and coordination between service departments.

Team Supervision & Performance Support

  • Support the supervision and coordination of programme and support staff.

  • Provide guidance and day-to-day support to team leads and relevant staff.

  • Monitor staff performance, attendance, duty coverage, and programme responsibilities.

  • Identify staffing gaps and coordinate with HR and management for appropriate action.

  • Support staff orientation, capacity building, coaching, and professional development.

  • Promote teamwork, accountability, professional conduct, and a positive working environment.

  • Escalate significant staffing or performance concerns to the Project Coordinator.

Programme Monitoring, MEAL & Data Quality

  • Support routine monitoring of programme implementation and performance.

  • Review service delivery data, programme indicators, and activity reports.

  • Coordinate with MEAL, MIS, and Surveillance teams to ensure accurate and timely data.

  • Support data verification and identify data quality gaps.

  • Monitor progress against approved targets and key performance indicators.

  • Support corrective actions based on monitoring findings and programme performance.

  • Participate in internal reviews, assessments, evaluations, and monitoring visits.

Reporting & Documentation

  • Support preparation of daily, weekly, monthly, quarterly, and other programme reports.

  • Review reports submitted by programme teams for completeness and accuracy.

  • Support preparation of management updates, situation reports, and donor reports.

  • Maintain appropriate documentation of meetings, action points, programme activities, and key decisions.

  • Ensure timely submission of required reports.

  • Support the Project Coordinator in responding to information requests from management, donors, and other stakeholders.

Quality Assurance & Compliance

  • Support implementation of organizational policies, programme SOPs, and approved guidelines.

  • Monitor compliance with donor, organizational, and relevant government requirements.

  • Support quality improvement initiatives across programme services.

  • Identify operational, programme, and compliance risks and report them appropriately.

  • Support internal and external audits, monitoring visits, and assessments.

  • Ensure proper documentation and follow-up of recommendations and corrective actions.

  • Promote accountability, transparency, and continuous improvement.

Resource & Operational Management

  • Support coordination with Admin, Finance, Procurement, Logistics, and Supply Chain teams.

  • Assist in monitoring programme resources, supplies, equipment, and operational requirements.

  • Support timely procurement planning and follow-up of programme requirements.

  • Monitor the availability of essential medical and non-medical supplies.

  • Support efficient use of programme resources and identify potential operational gaps.

  • Coordinate follow-up on facility maintenance, equipment, transportation, and other operational requirements.

Budget & Financial Support

  • Support the Project Coordinator in monitoring programme expenditure and budget utilization.

  • Review activity plans and programme requirements against approved budgets.

  • Coordinate with Finance regarding programme expenditure and financial documentation.

  • Support timely identification of budget variances and potential financial risks.

  • Contribute to budget planning, forecasting, and revision processes as required.

  • Promote cost-effective and efficient programme implementation.

Stakeholder & External Coordination

  • Support coordination with relevant government authorities, Health Sector partners, donors, and other stakeholders.

  • Participate in coordination meetings and represent the project when delegated.

  • Support preparation of information and updates for external stakeholders.

  • Maintain effective professional relationships with relevant partners.

  • Support coordination with referral facilities and other healthcare providers.

  • Ensure appropriate communication and follow-up on agreed actions.

Emergency Preparedness & Humanitarian Response

  • Support emergency preparedness and response planning for health programme activities.

  • Coordinate programme activities during disease outbreaks, natural disasters, fires, floods, and other humanitarian emergencies.

  • Support continuity of essential health services during emergencies.

  • Assist in mobilizing staff, supplies, and resources during emergency situations.

  • Support rapid assessments, situation reporting, and emergency response activities.

  • Remain flexible to undertake additional responsibilities based on emergency and programme requirements.

Capacity Building & Team Development

  • Identify capacity-building needs among programme staff.

  • Support the development and implementation of training and refresher plans.

  • Promote on-the-job coaching and knowledge sharing.

  • Support orientation of newly recruited staff.

  • Encourage professional development and continuous learning.

  • Promote adherence to organizational values, professional standards, and humanitarian principles.
