Qualification and Experience:

  • Strong communication, report writing, and presentation skills in both English and Bangla.

  • Minimum 5 years of experience in information management, data analysis, reporting, and humanitarian coordination.

  • Strong understanding of Need Assessment Working Group (NAWG) and Joint Needs Assessment Processes.

  • Earlier exposure of working with the different streams NAWG, JNA and Situation Overview preparations.

  • Demonstrated experience in online data collection tools such as KOBO, ODK, or similar platforms.

  • Prior experience in emergency needs assessments (preferably JNA/MIRA) is highly desirable.

  • Proven skills in data analysis, visualization, and dashboard development using Excel, Power BI, Tableau, and similar tools.

  • Experience in GIS software (ArcGIS or QGIS) and statistical tools such as SPSS or Stata.

  • Familiarity with humanitarian data platforms such as HDX and ReliefWeb is preferred.

  • Experience working with UN agencies, INGOs, or NGOs in humanitarian or development contexts.

  • Knowledge and experience in anticipatory analysis will be considered an advantage.

  • The Supporting Bangladesh Rapid Needs Assessment (SUBARNA III) project has been hosting the Needs Assessment Working Group (NAWG), which is instrumental in ensuring timely, joint and coordinated emergency needs assessments and evidence-based decision-making for humanitarian response. In this context, SUBARNA Phase III Year 4 builds on the established role of NAWG as the central platform for joint needs assessments, while advancing closer integration with the Information Management Working Group (IMWG). This integration promotes a harmonized approach to data standards, analysis, and unified publication workflows through national coordination mechanisms such as the Inter-Cluster Coordination Group (ICCG) and the Humanitarian Coordination Task Team (HCTT).

  • The position will support the integration of the Needs Assessment Working Group (NAWG) with the Information Management Working Group (IMWG), contributing to a unified evidence pipeline that enables timely, analysis-ready information for humanitarian decision-making. The role will support the generation, analysis, and dissemination of assessment outputs and joint analytical products, while facilitating coordination, capacity strengthening, and preparedness for joint needs assessments, anticipatory analysis, and emergency response.

II. Responsibilities and Tasks:

Responsibility # 1: Information Management & Analysis - 35% of Time

  • Lead the design, maintenance, and continuous improvement of information management systems, ensuring alignment across data collection, processing, analysis, visualization, and dissemination.

  • Maintain and update pre-crisis and in-crisis datasets, including census-based baselines, geocodes, shapefiles, vulnerability profiles, and assessment databases.

  • Coordinate the production of Joint Needs Assessments (JNAs), situation reports, anticipatory impact analyses, and analytical briefs ensuring alignment with inter-agency standards and workflows.

  • Develop and maintain data visualization products using Power BI, Tableau, GIS, Excel, and other analytical tools.

  • Ensure information products are timely, accurate, analysis-ready, and aligned with unified NAWG–IMWG evidence pipeline and decision-making needs.

Responsibility# 2: Coordination & Stakeholder Engagement - 30% of Time

  • Maintain close coordination with all relevant stakeholders including Government, UN agencies, clusters, working groups, INGOs, and national NGOs to ensure timely information flow during pre-crisis and crisis periods.

  • Support the operational integration of NAWG and IMWG, including implementation of a unified assessment, analysis, and publication workflow.

  • Facilitate coordination meetings, workshops, technical consultations, simulation exercises, and other stakeholder engagement platforms to strengthen preparedness and response capacity.

  • Facilitate capacity building of NAWG regional hub members and relevant stakeholders on information management systems, JNA methodologies, and reporting for effective real-time assessment operations.

  • Contribute to the development, revision, harmonization, and dissemination of assessment guidelines, SOPs, templates, tools, and technical standards to strengthen coordinated assessment and information management practices.

Responsibility# 3: Assessment Tools, Quality Assurance & Accountability - 10% of Time

  • Review and update Joint Needs Assessment tools, indicators, analytical frameworks, and assessment methodologies in consultation with stakeholders.

  • Ensure integration of gender, age, disability, and protection considerations (SADD, inclusion) into assessment tools and analysis.

  • Promote the use of digital data collection and assessment platforms, including Kobo Toolbox, ODK, and mobile-based systems.

  • Monitor the quality, consistency, and usability of assessment outputs across NAWG–IMWG processes and workflows.

Responsibility # 4: Knowledge Management & Learning - 10% of Time

  • Manage dissemination of reports, dashboards, and analytical outputs through inter-agency platforms and coordination channels (e.g., ReliefWeb Response, shared repositories).

  • Regularly share information on the NAWG page of relief web response website.

  • Support the cluster-wide information management repository i.e. share-point and related platforms.

  • Establish and maintain feedback mechanisms (surveys, consultations) to improve tools, systems, and coordination processes.

Responsibility # 5: Project Monitoring, Reporting & Progress Tracking - 10% of Time

  • Monitor project implementation progress against approved work plans, deliverables, and reporting requirements.

  • Keep track of project activities, expenditures, and implementation status in coordination with project management and finance teams.

  • Prepare donor reports, technical briefs, presentations, communication materials, and knowledge products.

  • Adhere to program M&E systems to track progress and support learning and adaptive management.

Responsibility # 6: Other Responsibilities as Assigned - 5% of Time
