Responsibilities & Context:
∎ Supervision and Reporting: Reports to the Chief of Party
∎ Location of Assignment: The location of assignment is in Dhaka, Bangladesh, with travel nationally when required.
∎ USAID funded Higher Secondary Education Activity (HSEA), implemented by the Chemonics International Inc, will support the Ministry of Education’s DSHE, its higher secondary teacher training institutes, and the National Academy for Educational Management (NAEM) to improve the quality of HSE teaching. The project’s objectives are 1) Teachers’ instructional and management skills enhanced 2) Leadership and supervision capacity of principals and education officers strengthened 3) Coordinated and harmonized training for teachers/principals/education officers introduced in HSE.
∎ The MEL director, reporting to the Chief of Party, oversees the Activity’s MEL and research interventions, including indicator reporting, managing research and studies, and capacity building the team in embedding MEL into the project cycle.
∎ Leads the Activity’s MEL plan design and management, ensuring the incorporation of gender-sensitive and socially inclusive indicators and results.
∎ Leads the reporting process to USAID, collecting information from team members and compiling reports, including Quarterly and Annual reports.
∎ Leads the annual work planning process in coordination with field and home office teams.
∎ Produces high-quality information and evidence on inputs, outputs, outcomes, and impact in formats tailored to diverse user groups for maximum dissemination, learning, and uptake.
∎ Collaborates with the DCOP and other team members to ensure that technical design, project implementation in schools at scale, and MERL activities are functioning effectively together and informing project adaptation and evolution.
∎ Contributes to planning and presenting information at high-level GOB and USAID meetings.
∎ Collaborates with the GOB to foster ownership and sustainability.
∎ Supervises the MEL Manager and Research Specialist.
∎ Develops and maintains HSEA’s data collection systems and uploads data to DevResults and DIS.
∎ Provides guidance and support to project staff to gather and analyze partner data and feedback, discuss MEL data improvement plans, and suggest MEL process improvements.
∎ Acts as a resource for staff, sub-grantees, and stakeholder personnel for MEL-focused mentoring and training.
∎ Coordinates regularly with the regional technical staff to ensure that data collection and reporting is consistent and accurate across regional offices.
∎ Works closely with the chief of party, deputy chief of party, technical leads, and project partners to support CLA, adaptive management, and efficient implementation.
∎ Plays an active part in the Senior Management Team in strategic decision making, team building and relationship building with stakeholders.
