 Project Summary

The RMNCAH Project aims to strengthen equitable access to quality reproductive, maternal, newborn, child, and adolescent health services at community and facility levels. The programme supports health system strengthening, demand generation, referral pathway improvement, safeguarding integration, and community accountability mechanisms in alignment with national health strategies and donor compliance frameworks. The project emphasizes results-based management, data-driven decision-making, gender equality, and accountability to affected populations.

 Position Summary

The MEAL Officer will lead the implementation and continuous strengthening of the Monitoring, Evaluation, Accountability and Learning (MEAL) system in line with donor contractual requirements and international best practices. The role will ensure high-quality data collection, verification, analysis, and reporting to measure performance against logframe indicators and ensure compliance with donor visibility, safeguarding, and accountability standards. The MEAL Officer will support adaptive management by generating evidence, identifying implementation gaps, and promoting learning across project components.

 Key Duties and Responsibilities

 1. Monitoring & Results Management

  • Develop and operationalize the project MEAL Plan aligned with the approved logframe and Results Framework.

  • Maintain Indicator Performance Tracking Tables (IPTT) and ensure systematic tracking of output, outcome, and impact indicators.

  • Design data collection tools, guidelines, and reporting templates in compliance with donor requirements.

  • Conduct regular field monitoring visits to assess quality, relevance, coverage, and adherence to technical standards.

  • Lead routine Data Quality Assessments (DQA) and verification exercises.

 2. Evaluation & Research

  • Support baseline, midline, endline, KAP surveys, and operational research initiatives.

  • Develop Terms of Reference (ToR) for evaluations and coordinate external consultants when required.

  • Ensure ethical standards, informed consent, and safeguarding compliance in all data processes.

 3. Accountability to Affected Populations (AAP)

  • Establish and manage Complaint and Response Mechanisms (CRM).

  • Ensure community feedback is documented, analyzed, and responded to in a timely manner.

  • Monitor safeguarding reporting channels and ensure confidential handling of sensitive information.

 4. Reporting & Compliance

  • Contribute to high-quality donor reports (monthly, quarterly, annual) with robust data analysis and evidence.

  • Ensure compliance with donor visibility, documentation, and audit requirements.

  • Maintain organized digital and physical documentation systems for audit readiness.

 5. Learning & Knowledge Management

  • Facilitate reflection sessions, After-Action Reviews (AAR), and learning workshops.

  • Document best practices, case studies, and lessons learned.

  • Promote data visualization and dashboard reporting for management decision-making.

 

Academic Qualifications

  • Master of Social Science (MSS), Masters in information Systems Security (MISS), Master’s degree in Public Health, Epidemiology, Statistics, Development Studies, Demography, or related discipline.

  • Formal training in Monitoring & Evaluation, Results-Based Management (RBM), or data analytics preferred.

 

Experience

  • Minimum 4–6 years of progressive experience in MEAL within donor-funded health or development programmes.

  • Proven experience managing MEAL systems for large institutional donors

  • Experience in RMNCAH or health systems strengthening projects highly desirable.

  • Demonstrated experience in survey design, quantitative and qualitative analysis, and evaluation management.

 

Technical Competencies

  • Strong knowledge of Logframe, Theory of Change, RBM, and performance monitoring frameworks.

  • Advanced proficiency in MS Excel and data analysis software (SPSS, STATA, R, or similar).

  • Experience with digital data collection platforms (KoboToolbox, ODK, CommCare).

  • Familiarity with Power BI/Tableau or other data visualization tools preferred.

  • Strong analytical writing and evidence-based reporting skills.
