The Sundarbans Coalition is a coalition of 16 local organizations (CBOs and LNGOs) from the southwestern part of Bangladesh adjacent to the Sundarbans, formed in 2022 to build disaster-resilient communities and strengthen local leadership. It partners with the Local Coalition Accelerator (LCA), which is supported by The Share Trust, Warande Advisory Center, Start Fund Bangladesh, and Margaret A. Cargill Philanthropies. LCA aims to empower local organizations to lead large-scale change and access direct funding, reducing reliance on international organizations.
AVAS is a women-led non-profit organization founded in 1998, which has been working for 27 years with itself and numerous partner local organizations to support marginalized communities, especially in the Barisal division. It focuses on human rights, gender equality, disability rights, WASH, disaster risk reduction, and climate adaptation. AVAS believes that ensuring basic needs leads to positive change and community development.
AVAS is looking for a proactive Finance and Admin Specialist (FM) to manage financial operations, ensure compliance, and oversee procurement for the Sundarban coalition. Working closely with the Project Coordinator, the FM will align expenditures with project goals, maintain financial records, and uphold donor and organizational policies to ensure value for money and project success.
This position is accountable to –
1. Financial Oversight & Compliance: Ensure financial compliance with donor regulations, national legal frameworks, and internal financial policies while maintaining full transparency in fund management.
2. Budget Planning & Financial Strategy: Lead coalition-wide financial planning, budget forecasting, and expenditure monitoring to align with organizational objectives and long-term sustainability.
3. Capacity Building & Partnership Support: Strengthen coalition members' financial management capabilities through training, mentoring, and technical assistance in financial reporting and grant management.
4. Risk Management & Internal Controls: Implement robust financial controls and audit mechanisms to mitigate risks related to fraud, fund mismanagement, and financial inefficiencies.
Key Responsibilities
A. Job Responsibilities:
A.1 Financial Management & Budgeting
Oversee financial planning, budgeting, and forecasting for coalition activities.
Ensure budget alignment with program objectives and donor requirements.
Prepare and monitor monthly, quarterly, and annual financial reports for internal and donor review.
Ensure accurate and timely fund disbursement to coalition partners, including CBOs.
A.2 Compliance & Risk Management
Ensure financial compliance with Bangladesh NGO Affairs Bureau (NGOAB) regulations, donor guidelines, and coalition policies.
Implement internal controls to safeguard coalition assets and mitigate financial risks.
Coordinate internal and external audits, frequent field visit to ensure full cooperation and compliance.
Monitor financial risks, including fraud prevention, and recommend mitigation strategies.
A.3 Capacity Building for Coalition Members
Conduct financial training sessions for CBOs and coalition members to improve financial literacy.
Develop simplified financial guidelines and tools to enhance coalition-wide financial accountability.
Provide hands on technical support to the secretariat finance staff and coalition members in preparing budgets and financial reports.
Frequent field visit to assess the financial capacity of the CBOs and provide support on financial management.
A.4 Donor & Stakeholder Engagement
Ensure timely and accurate donor financial reporting in compliance with funding agreements.
Work closely with donors and partners to address financial queries and ensure transparency.
Support fundraising efforts by developing financial projections for grant proposals.
A.5 Fund Management & Financial Sustainability
Explore and implement strategies to diversify funding sources, including institutional grants, CSR partnerships, and community-based funding models.
Establish and maintain a financial sustainability plan for the coalition beyond donor funding cycles.
Monitor cost efficiency and provide recommendations for optimizing coalition expenses.
B. General Responsibilities:
Maintain office entrance time strictly.
Memorize the Vision and mission of AVAS.
Organize one’s own desk regularly.
Turn off all electric switch of your office room when leaving the office.
Take initiative timely for servicing or maintenance of all office vehicles and equipment under your custody.
Read all policy and procedures of AVAS and strictly obey it.
Be careful on zero tolerance policy of AVAS.
Must receive cell phone promptly.
Attend all core activities (Study tour, day observances, coordination meetings, organization Development activities and skill development trainings) of AVAS spontaneously.
Be member of AVAS Staff Welfare Fund.
Willingness to be active member of Different internal committee of AVAS And to perform that duty properly.
Participate in Humanitarian activities performed by AVAS.
Inform authority to leave working Station for personal purpose on any time.
