The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

In Bangladesh, the IFRC maintains a Provident and Gratuity Fund (GPF) for its national employees as a fringe benefit, in accordance with the labor laws of Bangladesh and the fund’s approved Trust Deed and By-laws. The GPF Trust is registered with the National Board of Revenue (NBR) and managed under the oversight of a Board of Trustees, chaired by a designated IFRC official.

To ensure transparent, efficient, and compliant management of the Fund, the IFRC seeks to engage a qualified and experienced accounting/finance management  professional to provide end-to-end management support to the GPF Trust, covering finance, accounting, reporting, compliance, and member support functions.

Duration of the contract: 12 months, with possible extension

Reporting to: Treasurer , IFRC Gratuity & Provident Fund (GPF)

Job Purpose:

  • Accurate accounting and timely reporting of all financial activities.

  • Transparent processing of contributions, withdrawals, settlements, and loans.

  • Compliance with NBR and other regulatory requirements.

  • Efficient fund investment management and documentation.

  • Effective and responsive communication with fund members.

Job Duties and Responsibilities:

Financial Management & Accounting:

  • Maintain full and accurate books of accounts for the GPF Trust using approved accounting software.

  • Record all employee and employer contributions, withdrawals, investments, and returns.

  • Ensure all transactions are properly documented and entered into the general ledger, bank book, and member ledger.

  • Prepare monthly and annual financial statements, including balance sheet, income statement, and notes to accounts.

  • Conduct monthly bank reconciliations for all GPF accounts.

  • Prepare and support the annual statutory and external audit processes.

Member Account Management and Loan Administration

  • Maintain individual member accounts showing monthly contributions, withdrawals, loans, interest, and closing balances.

  • Process temporary and permanent withdrawal requests and ensure compliance with GPF By-laws and income tax regulations.

  • Handle member loan applications:

  • Verify eligibility and member balance for loan requests.

  • Process loans only upon formal Trustee approval.

  • Record loan disbursement and create monthly EMI repayment schedules.

  • Record monthly EMI deductions and update loan ledgers.

  • Send monthly reminders to members regarding due EMI payments and overdue instalments.

  • Follow up with IFRC HR/Finance units (as applicable) for collection of missed EMIs.

  • Respond promptly to all member inquiries regarding balances, statements, or loan-related matters through email, phone, or in-person communication.

  • Issue annual member statements showing contributions, interest, loan status, and final balances.

  • Send Quarterly individual statements to all concern staff (basic statement).

Compliance, Tax, and VAT Management

  • Ensure full compliance with GPF Trust By-laws, NBR requirements, and relevant financial regulations.

  • Calculate and deduct applicable income tax or withholding tax as per government rules.

  • Prepare and file all necessary tax and VAT returns or reports to the NBR on time if necessary.

  • Maintain updated records of all tax deductions, deposits, and acknowledgments.

  • Support the Trust during tax audits or queries raised by NBR or other authorities.

Investment Management

  • Support the Board of Trustees in identifying, evaluating, and monitoring investment options for GPF Trust funds in accordance with the Trust Deed and By-laws.

  • Maintain accurate and up-to-date records of all Fund investments with credit rating update of Bank/FI, including fixed deposits, government securities, and other Trustee-approved instruments.

  • Track investment maturities, renewal dates, and returns/interest earned, ensuring timely reinvestment or disbursement as directed by the Trustees.

  • Prepare periodic investment performance summaries and reports for review by the Board of Trustees.

  • Maintain safe custody of all investment-related documents (certificates, contracts, confirmations, renewal notices).

Reporting and Communication

  • Prepare and submit monthly, quarterly, and annual financial and member reports to the Trustees.

  • Prepare working documents, resolutions, and financial summaries for Trustee meetings.

  • Maintain records and minutes of Trustee meetings and resolutions.

  • Ensure timely communication and coordination with IFRC HR and Finance teams for contribution updates and reconciliations.

  • Provide telephone and email response services for member inquiries and ensure members receive timely updates regarding their accounts, statements, or loan issues.

Secretariat and Administrative Support

  • Facilitate quarterly Trustee meetings, prepare background papers, and assist in drafting resolutions.

  • Maintain safe custody (physical and digital) of all Trust documents — including Trust Deed, resolutions, audit reports, vouchers, and investment papers.

  • Support preparation and conduct of the Annual General Meeting (AGM) and submission of annual reports to relevant authorities.

  • Coordinate with the GPF software provider for troubleshooting, updates, and data integrity assurance.
