  • Highly motivated, self-driven and committed to working in the disability inclusion and DRR sector.

  • Strong interpersonal, communication and relationship-building skills; ability to work effectively with diverse community members, OPDs, VSLAs, Apex Body’s SHGs and UDMC members.

  • Experience or familiarity with GEDSI mainstreaming in programming is desirable.

  • Basic facilitation, report writing and documentation skills in both Bangla and English.

  • Ability to work independently in a Union and Upazila-based, field-intensive role with limited day-to-day supervision.

  • Basic proficiency in MS Office tools; familiarity with data collection is desirable.

  • Willingness to undertake regular field travel within the assigned locations, including remote and hard-to-reach areas, and occasional travel to other project districts or Dhaka.

  • Must be willing to reside in Shyamnagar Upazila throughout the project period.

Knowledge & Professional Experience

  • Minimum 2 years of professional experience in disability inclusion, community development, disaster risk reduction, or NGO project implementation.

  • Demonstrated experience or exposure to working with Organizations of Persons with Disabilities (OPDs), Village Savings and Loan Association (VSLA), Apex Body and Self-Help Groups (SHGs).

  • Practical experience in facilitating training sessions, courtyard sessions, community meetings and participatory workshops.

  • Working knowledge of disability rights frameworks, including the CRPD, SDGs and national disability laws and policies of Bangladesh.

  • Basic understanding of disaster risk reduction (DRR), climate resilience, and inclusive early warning systems is an advantage.



Responsibilities & Context:

Access Bangladesh Foundation is a leading national NGO dedicated to building an inclusive society where persons with disabilities and marginalized people can participate equally. The organization has been working over the last 18 years to promote equity for persons with disabilities and other marginalized people in all spheres of life through education, training, employment, arts and culture, sports, legal services, health care, climate change and information and communication technology.

The organization is urgently looking for a qualified, dynamic, motivated and committed “Assistant Disability Inclusion Officer” to engage in the following Project:

Project Title: Establishing Disaster Resilient Communities in Satkhira (EDRCS) project Phase II, Supported by Nabolok Parishad and CBM Global

Duration: Till 30 June 2029

Employment: Contractual (Fixed-term)

Target Districts: Satkhira

Location: Atulia, Padmapukur, Burigoalini, Munshigonj, Ramjannagar and Bhurulia Union of Shyamnagar Upazila under Satkhira District

Reporting to: Disability Inclusion Officer/ Project Coordinator

Main Duties and Responsibilities:

  • OPD Capacity Strengthening & Organizational Development

    • Assist in conducting capacity-strengthening training for OPDs on influencing local government to promote disability-inclusive disaster risk reduction (DRR).

    • Conduct organizational development training for OPDs to strengthen their governance, leadership and project management.

    • Support the engagement of OPD Facilitators to support outreach, activities, capacity building training and advocacy on inclusive DRR.

  • Self-Help Group (SHG), VSLA Groups, Apex Body Formation & Community Mobilization

    • Facilitate the formation of Self-Help Group (SHG), VSLA Groups, Apex Body of persons with disabilities and assist in arranging bi-monthly courtyard sessions on disability rights, DIDRR, DICCA and related information.

    • Support local OPDs to lead community awareness sessions on inclusive DRR using participatory communication methods such as pot songs, street drama, and inclusive simulation drills, through DRR Day and International Day of Persons with Disabilities.

  • Disability Inclusive DRR & UDMC Engagement

    • Support bi-monthly meetings with UDMC members on developing Union-based contingency plans, orientation on disaster-related policies and plans, the disability inclusive development toolkit, inclusive disaster risk management and budget allocation for persons with disabilities.

    • Organize training for UDMC members, CPP Volunteers and OPD members on inclusive First Aid, Search, Rescue and Evacuation.

    • Support OPDs to conduct advocacy meetings with local government to strengthen inclusive DRR approaches (CRAs, RRAP, etc.).

  • Mobilization of Underrepresented Groups of disabilities

    • Support to identify barriers faced by underrepresented groups of persons with disabilities and ensure their reasonable accommodation.

    • Assist in developing and testing accessible preparedness plans and early warning approaches for underrepresented groups of persons with disabilities.

    • Facilitate referrals for assistive devices, MHPSS and other support services.

  • Advocacy & Policy Influencing

    • Capture learnings on how to influence local government to strengthen inclusive DRR practices for national level knowledge-sharing events.

    • Support OPDs to conduct advocacy campaigns at local and national level to ensure budget allocation to retrofit cyclone shelters to be accessible, using learning from earlier phases as evidence of good practice.

  • Climate Resilient Livelihoods Support

    • Support livelihood and market assessments to identify climate-resilient, green, digital and formal employment opportunities.

    • Assist in co-facilitating training on climate-resilient livelihoods, financial literacy, leadership and group development for project participants, VSLAs and Apex Bodies.

    • Support the delivery of livelihood inputs and linkages to government services, social protection and market opportunities.

    • Document and promote good practices through case stories, accessible communication materials and multimedia.

  • Monitoring, Evaluation, Accountability & Learning (MEAL)

    • Collect and document data on OPD, SHG and community activities, progress and learning in line with project MEAL frameworks.

    • Prepare regular field visit reports, monthly updates and progress notes for submission to the Disability Inclusion Officer/Project Coordinator.

    • Participate in Monthly Coordination Meetings, quarterly monitoring visits and Annual Lessons Learned Workshops.

  • Safeguarding & PSEAH

    • Champion safeguarding and PSEA standards in all interactions with OPD, Apex Body, VSLA, SHG members, community participants and stakeholders.

    • Ensure Safeguarding orientations are provided to OPD staff and members and that accessible reporting mechanisms are known and used.

    • Support the workshop on developing an accessible complaint & feedback mechanism, and ensure accessible reporting mechanisms are known and used.

    • Uphold Access Bangladesh's Code of Conduct and all relevant safeguarding policies in all project activities.
