Experience:
Master's degree in Social Sciences, Development Studies, Disability Studies, B.Sc in Occupational Therapy, Physiotherapy, Speech and Language Therapy or any relevant discipline
Minimum 5 years of proven professional experience in the disability field
Proven experience in disability inclusive DRR, CCA as well as working with Organisations of Persons with Disabilities (OPDs), Self-help groups and Apex bodies
Strong understanding of disability rights frameworks, including CRPD, SDGs and national disability laws of Bangladesh
Familiarity with the local context of Dacope or Koyra Upazila is an advantage.

Experience with GEDSI (Gender Equality, Disability and Social Inclusion) mainstreaming in programming
Strong leadership, facilitation and people management skills; ability to lead a multidisciplinary project team

Excellent written and spoken English and Bangla; strong report writing and presentation skills
High proficiency in MS Office tools; experience with M&E systems and logframe management

Main Duties and Responsibilities
Technical leadership and quality assurance
Provide technical guidance on Disability Inclusive Disaster Risk Reduction (DiDRR) and Climate Change Adaptation (CCA) to the project team, grounded in the UNCRPD, the Sendai Framework, and Bangladesh's Disaster Management Act 2012 and Standing Orders on Disaster (SOD).
Guide the design and delivery of disability inclusive, gender responsive Community Risk Assessments (CRA) and Risk Reduction Action Plans (RRAP).
Lead development of the project's gender strategy and ensure it is applied across training, community, and system level activities.
Review and quality assure training curricula, IEC materials, and facilitator guidelines developed for SHGs, Apex bodies, DMCs, CPP volunteers, and service providers from a disability inclusion lens.
Provide technical input and support piloting of accessible community based Early Warning Systems (EWS).
Lead local and national level advocacy on inclusive EWs, advocacy agenda.
Programme management and coordination
Supervise field-based Disability Inclusion Officers, and coordinate day to day technical implementation with them.
Represent Access Bangladesh in project coordination meetings with Caritas and CBM Global, including staff coordination and reflection workshops.
Coordinate with Union and Upazila level Disaster Management Committees (DMCs) to link DMCs with Self-Help Groups (SHGs).
Support linkage between the project and existing Networking Forums involving government, NGOs, private sector, and local leaders.
Capacity building
Lead orientation of project staff on implementation modalities and support development of the detailed implementation plan.
Lead or oversee Training of Trainers (ToT) on IDRR tools and refresher training for project staff on DRR, CCA, DIDRR, and social protection.
Oversee capacity development of the Apex Body of SHGs and of Disaster Management Committees on DIDRR, climate adaptation, and social protection linkages.
Advocacy, knowledge management and MEAL
Coordinate with Disaster Management and relevant government agencies for conducting evidence-based advocacy
Lead national-level advocacy workshop with Disaster Management and relevant government agencies
Represent Access Bangladesh in national or international seminars on DIDRR and climate change.
Contribute technical content to knowledge products, including case studies, position papers, and process documentation.
Support the project's MEAL system and Inclusive Complaint Feedback Mechanism (ICFM), ensuring disability disaggregated data quality.
Contribute to donor reporting by providing technical narrative on DiDRR and CCA results.
Partnership management & Reporting
Manage collaboration with Caritas and CBM Global Bangladesh, including coordinating joint activities and complementary roles.
Monitor project budget utilization against the approved plan, flag variances to Finance and the Head of Program, and ensure timely programmatic reporting to Caritas and CBM Global.
Liaise with government bodies and represent Access Bangladesh in relevant forums.
Safeguarding and PSEA
Lead implementation of safeguarding and PSEA standards across project activities and partner engagements, and report concerns through Access Bangladesh's safeguarding reporting mechanism.
Embed gender sensitive and disability inclusive approaches at every stage, in line with Access Bangladesh's Code of Conduct.
Ensure safeguarding orientation for all staff and OPD members, and maintain accessible reporting mechanisms.
Ensure all project activities apply reasonable accommodation and accessibility standards.
Promote a gender-sensitive, disability-inclusive, and rights-based approach throughout all stages of project implementation.
Comply with and promote safeguarding principles, including the Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), and ensure the dignity, safety, and well-being of all participants.
Promptly report any safeguarding concerns or incidents through the appropriate organizational reporting mechanisms and support appropriate follow-up actions.
