Responsibilities & Context:
BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.
The Emergency Preparedness and Response Officer (EPRO) will lead camp-level contingency planning and implementation, collaborating with the Camp Manager and other camp actors. The EPRO will oversee the management, supervision, and training of the Site Management Support (SMS) Volunteers, ensuring that they are equipped with the necessary skills and tools to fulfill their duties. The EPRO will also conduct regular disaster risk assessments focusing on shelters, WASH installations, and other camp infrastructure. Additionally, the EPRO will be responsible for designing and implementing community-based disaster risk initiatives and exploring innovative interventions. This role requires advanced utilization of incident reporting tools such as MHIRT, VMT, and CAIPP, and will spearhead disaster risk management (DRM) measures across camp settings.
MAJOR RESPONSIBILITIES:
Development and Implementation of EPR Strategy:
Take a leading role in developing and implementing an Emergency Preparedness and Response (EPR) strategy.
Collaborate with the SMS team, Camp in Charge (CiC), community members, and other camp actors to ensure a comprehensive approach.
Contingency Planning and Implementation:
Conduct contingency planning for natural disasters such as cyclones, flooding, landslides, and fires.
Use participatory methods to involve the community in planning processes.
Facilitate standard process and quality implementation of various projects/schemes and timely reporting.
Necessary logistical arrangement and management of stock and record keeping.
Disaster Risk Vulnerability Mapping:
Perform disaster risk vulnerability mapping in camps managed by BRAC.
Share findings with relevant sector leads.
Provide advice on preparedness actions based on vulnerability assessments.
Coordination of Disaster Drills:
Organize and coordinate regular disaster drills at the camp level.
Work in coordination with the fire department, Cyclone Preparedness Programme (CPP), and the CiC.
Necessary coordination and collaboration with different partners working in the camp.
Volunteer Management:
Maintain updated lists of all volunteer groups in the camp.
Ensure volunteer groups are prepared to respond during disasters.
Support any emergency response and lead the team to reduce the negative impact.
Facilitate management of mobile firefighting units (MFFU) and necessary guidance to the volunteers for its 24/7 functioning.
Capacity Building and Training:
Conduct capacity building and training sessions for various partners on EPR.
Develop and implement strategies to enhance staff and volunteer’s capabilities in disaster preparedness and response.
Organize and facilitate various events including meetings, training workshops and reporting.
Manage and train Site Management Volunteers and Volunteer Block Leaders.
Ensure SMS volunteers are equipped with the necessary tools and equipment’s to perform their duties effectively.
Representation and Coordination:
Attend and represent BRAC in sectoral coordination meetings at both Cox’s Bazar and camp levels.
Ensure effective communication and coordination with all stakeholders.
Reporting and Organizational Learning:
Produce periodic reports on DRR activities and outcomes.
Contribute to BRAC’s organizational learning by sharing insights and best practices from field experiences.
Participate in DMC meetings and any other ad hoc meetings, take notes, and produce high quality meeting minutes and forward them to Camp Managers for final editing and dissemination
Ensure a monitoring and evaluation system is developed to include indicators, tools, and methods of data collection and analysis as well as frequency of data collection.
Ensure updated service mapping, site profiles and any other rapid assessments as may be required.
To lead enumerators/volunteers or project assistants during data collection including for surveys, needs assessments, service gap analysis, or any other relevant processes.
Maintain Trackers, identifying existing gaps, ways and tools of information gathering, data entry, storage, and data analysis techniques.
Ensuring VMT submission from volunteers, and update and track volunteer related database and trackers.
Accountability to Affected Populations (AAP):
Ensure all Emergency Preparedness and Response (EPR) activities are inclusive, addressing the needs and voices of vulnerable groups within the community.
Design and implement feedback and response mechanisms, allowing camp residents to report needs, concerns, and issues regarding safety and EPR measures.
Facilitate community awareness sessions to keep the camp population informed of EPR activities, anticipated risks, and response actions, enhancing transparency and trust.
Work closely with community leaders and volunteers to integrate feedback from affected populations into EPR planning and adjustments.
Anticipatory Action:
Facilitate Early Warning Systems in coordination with Camp Administration, the Cyclone Preparedness Programme (CPP) Camp Focal Relevant Partners, and Camp Management.
Conduct scenario planning and simulation exercises for likely hazards, such as cyclones, fires, landslides, and floods, to assess and improve response capabilities.
Establish pre-positioned supplies and conduct readiness assessments for rapid deployment of resources and teams.
Ensure that anticipatory actions, such as household relocations and strengthening of critical infrastructure, are initiated based on hazard forecasts.
Emergency Response Planning:
Develop a comprehensive Emergency Response Plan tailored to the primary hazards in camps, including fire, cyclone, landslide, and flood risks.
Implement fire safety protocols, including mobile firefighting units (MFFU) training, evacuation planning, and fire risk awareness for camp residents.
Coordinate with relevant actors, including the camp administration, community, volunteers, and humanitarian partners, during all emergency situations.
Establish designated safe zones and emergency shelters for cyclone and flood evacuation.
Map landslide-prone areas, and initiate slope stabilization measures and early warning systems.
Prepare and maintain an inventory of emergency supplies, ensuring materials are on hand for immediate response to post-disaster.
Regularly update the Emergency Response Plan in consultation with camp residents, CiC, and other stakeholders, ensuring alignment with local and national DRM protocols.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation.
Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
