Education
Essential: Bachelors in any of the following fields of study is essential: public health, social sciences, social work, behavioral sciences, community health, nursing, anthropology or any other relevant field of study.
Experience
• Essential: At least 4 years of experience in health promotion and outreach activities.
• Essential: At least 2 years’ experience in supervisory position, with demonstrable experience in managing large teams
• Essential: At least 2 years’ experience working in the mega-camp context.
• Desirable: Experience in international NGO or MSF is preferred.
• Desirable: Qualitative methodology in program implementation experience is highly desirable.
Language
• Essential: Fluency in Bangla, English; Chittagonian or Rohingya dialect.
Knowledge
• Essential: Advanced computer literacy in Word and excel.
Accountabilities:
HPCE strategy, activities, and monitoring:
• Actively contribute to the design/adaptation of the HPCE strategy / workplan.
• Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
• Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
• Organizing health awareness sessions for MSF's medical and non-medical staff
• Support in the design of health education materials and participatory methods, applying the right process
(pretesting, validation of content, translation).
• Contribute to rapid assessments and surveys.
• Actively support in the systematic collection, encoding and reporting of community feedback and rumours.
• Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
• Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
• Contribute to the community mapping.
• Monitoring: Ensure the availability of the data collection tools; the data encoding in the database and the quality check.
• Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep).
Team management:
• Contribute to evaluations of the HPCE team (with the HPCE manager).
• Contribute to the development plan for the HPCE team.
• Training: Contribute to the needs assessment, design and implementation of training for the HPCE team, in collaboration with the HPCE manager.
• Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
• Ensure the planning and practical organization of the activities for the HP team (HP roster).
• Ensure the organization of regular HPCE team meetings.
MSF Section/Context Specific Accountabilities
• Implement the HPCE strategy including integrating any new components.
• Assist in defining and developing engagement narratives and materials.
• Create guidelines and tools to support HPCE activities.
• Ensure a smooth collaboration with other departments, particularly medical and logistics departments, to achieve the project’s objectives.
• Contribute to the development and maintenance of a network of key community people and actors in HOH’s catchment area, with the PC Support, through participation in community engagement activities, actors mapping, etc.
• Assist the medical team in assessing patient support needs.
• Help the medico-operational team to understand the context and health cultural practices and beliefs through supporting the organization and implementation of qualitative and/or quantitative assessments within the community or health facility, as required.
• Support HPCE teams to collect accurate data, and prepare the monthly report and analysis (sitrep) in collaboration with the HPCE Manager.
• Contribute to identifying the monthly priorities for the HPCE department with the HPCE Manager.
• Alongside the HPCE Manager, participate in different meetings with other OCs for experience sharing and intersectional collaboration.
• Ensure prompt communication to the medical team on any unusual epidemiological situation in the camps.
• Collaborate with the Ops team on the security/risk analysis of the catchment area.
• Directly supervise the HCHW, give them the required support (monitoring, training, orientation, etc.) and carry out their BILAN.
• Plan the monthly roster of the HP team (HCHW, CHPV, TBA) and make the meal contribution sheet.
• Organize and plan the team’s leave with the HR team and manage any day-to-day absences.
• Assess the needs of the HP team in terms of materials and equipment for the smooth running of health promotion activities with the support of the HCHW. Make the monthly IR according to these needs.
• Ensure continuous monitoring of the activities with the support of the HCHWs through regular field visits.
• Identify and communicate any HR issues within the team and suggest potential solutions.
• Plan the blood donation campaign in close collaboration with the laboratory and focal points
• Ensure the compliance of the MSF processes by the HP team, in collaboration with the HPCE Manager
• Ensure the quality and the participative approach of the HPCE activities (awareness sessions, home visits, patient follow up, community orientation, etc.)
• Report issues, complaints, questions to the line manager

• Salary according to MSF salary grid (Level 7) BDT 95000 Salary (not negotiable). Income tax deduction from salary will be applicable based on the current income tax rule.
