Experience:
4–6 years of relevant experience in programme management, grants management, donor reporting, knowledge management, or humanitarian programme coordination.
Proven experience working with institutional donors such as DFAT, FCDO, ECHO, USAID, GAC, UN agencies, or similar organizations.
Experience in implementing or coordinating humanitarian and/or development programmes.
Excellent written communication skills in English.
Experience in multi-sector programming will be considered an added advantage.
Sound knowledge of MEAL principles, results-based management, and performance measurement frameworks.
Strong analytical skills, with the ability to interpret programme data, identify trends, and develop evidence-based recommendations.
Excellent report writing, documentation, and editing skills, including experience in preparing donor reports, technical briefs, and knowledge products.
Proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint) and data analysis tools such as SPSS, Power BI, KoboToolbox, ODK, or other digital data collection and data visualization platforms.
Experience in designing monitoring tools, indicator tracking systems, and digital data collection questionnaires.
Strong understanding of data quality assurance (DQA), data validation, and information management practices.

The Deputy Manager- Learning and Documentation will support the Project Coordinator in strengthening the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the DFAT-funded Bangladesh Rohingya and Host Communities Humanitarian Response Programme. The role will lead the coordination and quality assurance of programme monitoring systems, indicator tracking, data analysis, reporting, and evidence generation to support adaptive programme management and donor compliance. Working closely with programme sectors and the MEAL team, the position will facilitate results measurement, learning, and quality assessments while supporting the preparation of donor reports, maintaining programme documentation, and promoting evidence-based decision-making across the programme.
MAJOR RESPONSIBILITIES:
Operational : The Deputy Manager will support the programme's Monitoring, Evaluation, Accountability, and Learning (MEAL) functions by:
Tracking programme progress against approved DIPs, workplans, logframes, and indicator targets.
Collect, consolidate, analyse, and validate monitoring data received from programme sectors.
Support the implementation and periodic review of the programme's MEAL framework to ensure alignment with donor requirements, organisational priorities, and programme objectives.
Support the development and refinement of programme indicators, results frameworks, and performance measurement plans.
Coordinate cross-sector performance reviews and facilitate evidence-based discussions to inform programme planning and decision-making.
Conduct routine data quality assurance (DQA), data verification, and consistency checks across programme databases.
Maintain programme quality trackers, indicator matrices, dashboards, and MEAL databases.
Prepare routine programme performance summaries, dashboards, factsheets, newsletters, and analytical reports for management and donors.
Identify implementation bottlenecks, data gaps, quality issues, and operational risks through regular monitoring.
Follow up on agreed action points arising from programme review meetings, monitoring visits, donor recommendations, and management decisions.
Coordinate monitoring visits, field verification exercises, assessments, surveys, and evaluation activities.
Document lessons learned, good practices, needs and gap analysis, programme innovations, and evidence generated through implementation.
Monitor accountability mechanisms, including community feedback, complaints, and response tracking.
Maintain supporting evidence and documentation required for programme monitoring, audits, evaluations, and donor reporting.
Provide logistical support in capacity development initiatives.
People skills:
Foster effective collaboration among programme sectors and support units to strengthen integrated programme implementation.
Coordinate with sector teams to ensure timely submission of quality monitoring data, reports, and supporting documentation.
Provide technical support to programme teams on donor reporting requirements, indicator definitions, and documentation standards.
Learning and Knowledge Management:
Coordinate the preparation of donor reports, including quarterly reports, annual reports, executive summaries, programme briefs, one-pagers, concept notes, donor visit briefs, and presentations.
Ensure consistency and quality of information across all programme reports and communication products.
Maintain the programme reporting calendar and monitor timely submission of reporting deliverables.
Develop and maintain programme knowledge management systems, including programme repositories, evidence databases, research repositories, learning archives, and documentation libraries.
Coordinate documentation of lessons learned, best practices, success stories, case studies, programme snapshots, and humanitarian updates.
Organise learning workshops, reflection sessions, after-action reviews, and knowledge-sharing events to promote continuous programme improvement.
Safeguarding:
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
