Experience

• Minimum 7–10 years of progressively responsible experience in institutional fundraising, grant acquisition, business development, or resource mobilization within national or international NGOs, development organizations, or donor-funded institutions.

• Demonstrated experience securing grants from bilateral, multilateral, philanthropic, and institutional donors.

• Proven experience in leading successful proposal development processes.

• Experience managing donor relationships throughout the grant lifecycle.

• Familiarity with climate finance, environmental conservation, renewable energy, biodiversity, water governance, human rights, and sustainable development programming is highly desirable.

Job Purpose:

The Resource Mobilization and Development Manager will lead Blue Planet Initiative (BPI)'s institutional and philanthropic fundraising efforts by developing and implementing a comprehensive resource mobilization strategy. The position is responsible for identifying, cultivating, securing, and managing funding opportunities from bilateral and multilateral development agencies, international foundations, philanthropic organizations, corporate foundations, UN agencies, international NGOs, development finance institutions, government donors, and high-net-worth individuals.

The Manager will build long-term strategic partnerships, coordinate proposal development across technical teams, strengthen donor engagement, and contribute to the financial sustainability and growth of BPI's programs in climate change, renewable energy, biodiversity conservation, environmental justice, river protection, water governance, sustainable livelihoods, community resilience, and human rights.

Key Responsibilities

1. Strategic Resource Mobilization

• Develop, implement, and periodically update BPI's institutional and philanthropic Resource Mobilization Strategy aligned with the organization's Strategic Plan.

• Establish annual fundraising targets, donor engagement plans, and funding pipelines.

• Diversify BPI's funding portfolio by expanding relationships with institutional, philanthropic, corporate, and individual donors.

• Identify opportunities for unrestricted funding, core institutional support, multi-year grants, and endowment-building initiatives.

• Develop strategies to increase long-term organizational sustainability and reduce dependency on limited funding sources.

2. Donor Intelligence and Opportunity Identification

• Conduct continuous donor mapping and market intelligence to identify new funding opportunities.

• Monitor funding announcements from:

  • Bilateral development agencies

  • Multilateral organizations

  • UN agencies

  • International foundations

  • Philanthropic trusts

  • Climate funds

  • Corporate foundations

  • International NGOs

  • Government development agencies

• Analyze donor priorities, thematic interests, funding windows, eligibility criteria, and geographic focus.

• Maintain an updated donor intelligence and funding opportunity database.

3. Proposal Development and Grant Acquisition

• Lead the preparation of high-quality concept notes, Expressions of Interest (EOIs), grant proposals, project documents, and full funding applications.

• Coordinate proposal development with program, finance, monitoring and evaluation, communications, and technical teams.

• Ensure proposals are evidence-based, technically sound, donor-compliant, gender-responsive, and results-oriented.

• Develop realistic project budgets in collaboration with the finance department.

• Ensure timely submission of competitive funding proposals.

4. Philanthropic and Institutional Donor Engagement

• Develop and maintain strong relationships with:

  • Philanthropic foundations

  • Institutional donors

  • International development agencies

  • UN organizations

  • Embassies

  • Development banks

  • Corporate foundations

  • Family foundations

  • High-net-worth philanthropists

• Organize donor meetings, presentations, field visits, and networking events.

• Prepare donor briefing materials, organizational profiles, investment cases, and partnership packages.

• Represent BPI in donor consultations, conferences, and partnership forums.

5. Partnership Development

• Build strategic collaborations with national and international NGOs, INGOs, research institutions, universities, think tanks, private sector organizations, and government agencies.

• Facilitate consortium building for large-scale national and regional funding opportunities.

• Negotiate partnership arrangements and contribute to the development of Memoranda of Understanding (MoUs) and partnership agreements.

6. Corporate and Private Sector Engagement

• Develop corporate partnership strategies aligned with Corporate Social Responsibility (CSR) and Environmental, Social and Governance (ESG) priorities.

• Design sponsorship packages for campaigns, events, research initiatives, and community programs.

• Identify opportunities for cause-related marketing and strategic corporate collaborations.

7. Donor Stewardship and Grant Management Support

• Maintain regular communication with existing and prospective donors.

• Coordinate donor reporting schedules and ensure timely submission of narrative reports.

• Support grant compliance by ensuring adherence to donor requirements, contractual obligations, and reporting standards.

• Monitor grant performance and maintain strong donor confidence through transparent communication.

8. Knowledge Management and Resource Development

• Maintain an updated repository of organizational profiles, project summaries, donor reports, proposal templates, organizational credentials, success stories, impact data, and fundraising materials.

• Develop case statements, investment briefs, capability statements, and institutional presentations.

• Capture lessons learned and best practices from successful fundraising initiatives.

• 9. Communications and Visibility

• Collaborate with the communications team to develop donor-focused communication materials.

• Prepare fundraising brochures, annual fundraising reports, impact stories, newsletters, and digital fundraising content.

• Strengthen BPI's visibility among funding agencies through strategic communications and networking.

10. Monitoring and Performance

• Track fundraising performance against annual targets.

• Monitor proposal success rates and donor engagement indicators.

• Prepare periodic fundraising performance reports for senior management and the Board.

• Recommend strategic improvements based on fundraising trends and donor feedback.
