Samaj Kalyan O Unnayan Shangstha (SKUS) envisions a peaceful, prosperous, and poverty-free society that ensures everyone's basic needs and rights. SKUS has since the 2017 Rohingya refugee influx worked in Cox's Bazar district with children and adolescents. SKUS works to provide access to learning opportunities in a safe and protective environment, offer quality teaching/learning and increase refugee/host community participation and engagement in children's education. Based on children’s and adolescents’ rights, SKUS has established quality learning and protection centers with support from different international donors, including UN agencies.  SKUS will implement SBF project with technical support from Plan International Bangladesh for Rohingya communities at Rohingya Camps, at Ukhia and Teknaf Upazila under Cox's Bazar District.  The aim of this project is to advance the quality education for Rohniya children in all their diversity in Cox’s Bazar Rohingya refugee camps.

The Project Coordinator will be responsible for the overall management of the project in compliance with the SKUS policies and procedures. S/he will be overall responsible for the delivery of commitments, reporting and managing resources (HR, Monetary, physical asset) and relation with local administration. S/He will support project staff and take initiatives to build their capacity for effective implementation of project activities. S/He will closely work and maintain effective coordination with Technical Officers, Admin and Logistics Officer, Finance Officer, M&E Officer of the Project. S/he will also work closely with other component team members of the project, other project teams, stakeholders, relevant government officials, private sector, non-government, and civil society organizations. S/He will also ensure project implementation meets the global/organizational standards of emergency responses and donors’ compliance aspects; ensure project monitoring mechanism is established and functional to ensure quality implementation and downwards accountability

Duration of contract: Up to May 31, 2028, and contingent on donor extension and government approval.

Key Responsibilities:

  • Oversee project implementation in line with agreements, budget, and plans.

  • Manage risks, documentation, and escalate challenges to Plan International Bangladesh.

  • Represent SKUS with donors and agencies at Ukhiya/Teknaf/Cox’s Bazar.

  • Support and guide project staff.

  • Lead activities to achieve project outcomes.

  • Prepare and share progress and analytical reports.

  • Facilitate required GoB approvals with Plan International Bangladesh.

  • Lead project interventions focused on Education in Emergencies (ECD, MC, ALP, PSCD) for Rohingya and host communities.

  • Ensure compliance with Plan/SBT standards, humanitarian principles, safeguarding, accountability, and donor visibility.

  • Develop and monitor DIP with Plan International & SKUS senior management.

  • Manage budget and ensure timely, quality delivery of activities with satisfactory expenditure.

  • Coordinate with HR, Finance, Admin, and Logistics for resources and smooth operations.

  • Support development/review of guidelines/manuals for partner operations.

  • Ensure quality documentation, evidence generation, case studies, and learning products in collaboration with project and technical teams.

  • Hold regular review and coordination meetings with project team.

  • Support timely, quality program delivery and build staff capacity.

  • Organize meetings, trainings, and workshops with government and stakeholders; maintain coordination with CiCs, local administration, and sector platforms.

  • Provide technical support for purchase orders, record-keeping, and tracking with relevant departments.

  • Facilitate internal communication with HR, Finance, and support services for smooth operations.

  • Ensure adoption of Safeguarding and PSEA policies and promote gender equality with partners.

  • Support development of training materials and tools for inclusive, gender-responsive education programs.

  • Initiate staff capacity building through needs assessments and facilitate training sessions with technical team support.

  • Follow guidance from Programme Specialist and technical team on quality inputs, monitoring, expenditure, and donor compliance.

  • Build and maintain relationships with district/Upazila officials and CICs.

  • Attend coordination meetings at camps and UNO office.

  • Support regular reviews of project progress, challenges, and learning for adaptive implementation.

  • Create and support inclusive, gender-responsive education training programs and tools.

  • Drive staff capacity building by assessing needs and facilitating training sessions with technical teams.

Supervise and monitor project activities, providing essential support through the use of designated tools and a monitoring framework.

  • Develop and implement robust methods for measuring impact and results, ensuring alignment with reporting obligations.

  • Orient staff on project monitoring tools and guidelines, ensuring their proficient application in data collection.

  • Generate punctual monthly/quarterly financial and narrative reports (including FD7), adhering to Plan, donor, and government requirements, with assistance from the M&E Officer.

  •  Drive the early and rigorous implementation of quality and accountability mechanisms, supporting regular progress reviews and adaptive learning.

  • Capture and document best practices and success stories, promoting opportunities for shared learning across teams.

  • Collaborate with Project Focal Points to guarantee the timely submission of high-quality reports.
