Additional Requirements:

  • The Technical Officer-Education is based on the camp/host located at Ukhiya of Cox's Bazar district.

  • She/he will spend approximately 80% of his/her time in the field.

  • She/he may have contact with dissatisfied or abusive individuals        

  • Being capable of working on individual bases with minimum supervision.

  • A strong commitment to gender-sensitive, inclusive and humanitarian works

  • Ability to work with the multi-disciplinary team. Consultative,  initiative and empowering working style and willingness to learn from others

  • Willingness to travel as required

  • Flexibility to adapt to new roles, tasks, and situations

  • Good organisational skills to work autonomously and plan meetings as per the project design

  • Empathy combined with a genuine desire to improve the quality of the lives of service users is essential, as is the ability to think on your feet and make difficult decisions under pressure. An interest or participation in some aspects of the local community is useful.

  • General administrative skills are also needed.



Responsibilities & Context:

Samaj Kalyan O Unnayan Shangstha (SKUS) is a non-governmental, non-profit organization established in 1995 and registered with the NGO Affairs Bureau of Bangladesh. SKUS works to improve the lives of marginalized and underprivileged communities through programs in education, livelihood, women’s empowerment, protection, health, and humanitarian response. With a strong presence in Cox’s Bazar and partnerships with government and international agencies, SKUS promotes gender equality, inclusion, and community resilience.

Role Purpose:

The Technical Officer – Education is responsible for providing technical support, guidance, and supervision to learning facilities at the camp level to ensure the quality implementation of education activities. The position oversees day-to-day teaching and learning, mentors Programme Organizers and facilitators, supports capacity strengthening, and ensures compliance with approved curricula and project standards. S/he works closely with the Project Coordinator to monitor implementation, address technical challenges, and maintain effective coordination with communities, the Camp-in-Charge (CiC), government authorities, and other education stakeholders. The role also promotes safeguarding, accountability, gender equality, disability inclusion, and protection-sensitive education to ensure safe, inclusive, and quality learning environments.

Duration of contract: Up to May 31, 2028, and contingent on donor extension and government approval.

Key Responsibilities

Program Implementation & Quality

  • Oversee daily operations of ECD/PSCD/MC/ALP centres, supervising and evaluating Programme Organizers and facilitators

  • Ensure accurate attendance records and availability of teaching-learning materials

  • Maintain safe, standard-compliant learning facilities (sanitation, safety, fire regulations)

  • Develop long- and short-term lesson plans aligned with the approved curriculum

  • Provide technical guidance and coaching to promote child-centred learning

  • Conduct classroom observations and performance feedback to improve teaching quality

Capacity Building

  • Coach, mentor, and provide on-the-job support to Programme Organizers and Learning Facilitators

  • Identify staff capacity gaps and recommend development interventions

  • Organize orientation sessions, refresher trainings, and workshops on teaching methodologies, classroom management, and child safeguarding

  • Develop or adapt training materials, job aids, and facilitator guides

 Community & Stakeholder Coordination

  • Build relationships with community leaders, parents, and School Management Committees to promote participation

  • Coordinate with Camp-in-Charge (CiC), RRRC representatives, and government authorities

  • Represent SKUS in camp-level education coordination meetings and technical working groups

  • Collaborate with Education Sector partners, UN agencies, and NGOs to avoid duplication and improve coverage

  • Support outreach to encourage enrolment and attendance, particularly for girls and children with disabilities

  • Address community feedback in line with AAP and safeguarding mechanisms

Monitoring, Documentation & Reporting

  • Conduct monitoring visits to assess teaching quality and compliance with project standards

  • Observe classrooms and provide coaching and technical feedback

  • Monitor attendance, retention, and learning outcomes; recommend corrective actions

  • Maintain accurate programme data and documentation (training records, reports, case studies)

  • Prepare and submit weekly, monthly, and quarterly progress reports

  • Track indicators against targets and support baseline/endline assessments and evaluations

Safeguarding, Accountability & Inclusion

  • Ensure disability inclusion and gender-responsive teaching

  • Monitor learners' safety and wellbeing; report suspected child abuse cases to the Safeguarding Focal Point

  • Uphold Safeguarding, Child Protection, PSEAH, and Code of Conduct policies

  • Promote safe, inclusive, child-friendly learning environments

  • Ensure equal access and participation for all learners, including girls and children with disabilities.
