Master of Development Studies (MDS), Masters in Information Systems Security (MISS), Masters degree in any discipline
The M&E Officer is based at the Project Office in Ukhiya of Cox's Bazar district.
Will spend approximately 70% of his/her time in the field.

Background:
Samaj Kalyan O Unnayan Shangstha (SKUS) envisions a peaceful, prosperous, and poverty-free society that ensures everyone's basic needs and rights. SKUS has, since the 2017 Rohingya refugee influx, worked in Cox's Bazar district with children and adolescents. SKUS works to provide access to learning opportunities in a safe and protective environment, offer quality teaching/learning, and increase refugee/host community participation and engagement in children's education. Based on children’s and adolescents’ rights, SKUS has established quality learning and protection centers with support from different international donors, including UN agencies. SKUS will implement the SBF project with technical support from Plan International Bangladesh for the Rohingya communities at the Rohingya Camps, at Ukhia and Teknaf Upazila under Cox's Bazar District. The aim of this project is to advance the quality education for Rohniya children in all their diversity in Cox’s Bazar Rohingya refugee camps.
Duration of contract: Up to May 31, 2028, and contingent on donor extension and government approval.
Key Responsibilities:
Monitoring System Development
Develop and update the M&E framework, indicator tracking matrix, and data management plan
Design standardized data collection tools, reporting templates, and beneficiary tracking systems
Establish clear data flow and reporting pathways for timely collection and verification
Maintain SOPs and guidelines aligned with donor and organizational requirements
Align indicators, targets, and methodologies with project objectives
Support integration of accountability and learning into the monitoring system
Data Collection and Management
Ensure timely, accurate collection of quantitative and qualitative field data
Provide technical guidance to staff on data collection methodologies
Maintain project databases, beneficiary records, and attendance/activity tracking systems
Conduct routine data verification, validation, and cleaning
Ensure secure, confidential filing and storage of monitoring data
Support the use of digital data collection platforms where applicable
Data Analysis and Reporting
Compile monthly, quarterly, and final reports for management and donors
Analyze performance data against targets and indicators
Identify gaps and challenges, and recommend improvements
Share findings and lessons learned to improve project effectiveness
Ensure timely, compliant submission of all reports.
Assessments, Surveys, and Evaluations
Support design and implementation of baseline, midline, and end-line assessments
Coordinate beneficiary satisfaction surveys, needs assessments, and post-distribution monitoring
Analyze and disseminate findings and recommendations to stakeholders
Ensure lessons learned inform future project planning
Documentation and Knowledge Management
Prepare case studies, beneficiary stories, and success stories
Document best practices, innovations, and challenges
Support production of visibility materials with communication/program teams
Maintain an organized archive of reports, datasets, and documentation
Support presentations and briefing notes for management, donors, and partners
Promote knowledge sharing and institutional learning
Capacity Building and Technical Support
Conduct training and orientation on monitoring tools, indicators, and reporting
Mentor field teams on M&E concepts and practices
Build staff capacity in data quality, analysis, and evidence-based programming
Facilitate workshops and learning events on M&E and accountability
Support teams in using data for adaptive management
Promote a culture of learning and continuous improvement
Coordination and Representation
Provide progress updates in internal coordination meetings
Present monitoring findings and recommendations at forums and workshops
Coordinate with program teams and stakeholders to improve intervention quality
Support donor visits, monitoring missions, and audits
Liaise with external stakeholders and sector coordination groups
Represent the M&E function as assigned by management
Additional Responsibilities
Carry out additional tasks assigned by the Project Coordinator or management
Support emergency responses and rapid assessments as needed
Contribute to organizational learning and strategic planning
Ensure compliance with donor regulations and organizational policies
Promote teamwork and effective communication across departments
