• Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
• Professional qualification (CA-CC and CA partly qualified)
Experience:
• Essential previous working experience of at least 3–5 years of relevant finance and compliance experience.
• Experience in MSF or other NGOs in developing countries is desirable
• Experience with a CA firm, auditing INGOs and local NGOs, and managing or auditing Provident Fund compliance is highly desirable.
• Experience with Provident Fund management/compliance is highly desirable.
• Experience with:

Main Purpose: Assisting the Finance Coordinator in the implementation and follow-up of the finance activities of the mission, while executing the accountancy and payment related tasks for the capital, according to MSF policies, standards and procedures in order to ensure documentary traceability as well as compliance with local labour and fiscal regulations.
Accountabilities:
• Supporting the Finance Coordinator with delegated tasks to ensure proper management in the mission (budget, accounting, treasury, reporting, donors, auditing procedures, legal financial obligations, etc.) including the translation of documents and assisting in meetings upon request
• Keeping updated on local laws and regulations and informing the FinCo of any changes or misalignment with the practices in place. Ensuring respect and strict compliance to MSF standards (chart of accounts, quality of documents, guidelines, expense validation procedures, cash security rules, etc.)
• Carrying out delegated accounting tasks and activities for the capital, ensuring confidentiality on all finance issues related to MSF as well as the strict control of all expenditures and the reliability of statements and documentation.
• Processing payments, ensuring that receipts and supporting documents meet the necessary quality standards.
• Filing and/or scanning hard copies of documents, entering information in the accounting software and performing monthly closing procedures for the journals under his/her responsibility
• Following up on rental/service contracts and insurances dates and informing the FinCo on time to organize payments and renewals.
• When requested, replacing other members of the Finance/Accounting Manager or Project Administration Assistants during their absence
MSF Section/Context Specific Accountabilities:
1. General Objective of the Position
The Finance Coordinator Assistant supports the Finance Coordinator (FinCo) in ensuring financial compliance, statutory reporting, donor compliance, budget monitoring, financial control, and audit readiness, and coordination with internal and external stakeholders for MSF activities in Bangladesh.
Together with the FinCo and Finance and Compliance Manager, this position contributes to maintaining compliance with Bangladesh regulatory requirements, MSF financial policies, donor regulations, and operational finance needs across projects and sections.
The FinCo Assist also supports the establishment and management of Provident Fund (PF) compliance systems and contributes to strengthening internal financial systems, reporting quality, risk management.
2. Main Responsibilities
A. Financial Compliance & Regulatory Management
In addition to above accountabilities:
• Support the Finco to implementation and monitoring of financial compliance requirements for all Operational Centers (OCs).
• Assist in preparation, review, reconciliation, and follow-up of FD-4, FD-5, FD-6 and NGOAB financial reports
• Maintain project-wise and section-wise compliance and financial reporting tracking tools.
• Support the FinCo with:
o VAT returns
o Withholding Tax (WHT) returns
o Annual Tax Returns
o Schedule Ca
o Schedule Cha
o Other statutory submissions
• Support Finco compliance with Bangladesh Finance Act and NGO Affairs Bureau regulations.
• Monitor changes in local laws and advise finance management on compliance implications.
• Support implementation of corrective actions following audits and regulator observations.
• Work and assist FINCO for IMIT project assessment and establishment.
B. Provident Fund (PF) Compliance & Establishment
• Together with the HR Team, support the implementation of MSF Provident Fund systems in compliance with Bangladesh Labour Law, Provident Fund Act and Income Tax regulations.
• Support FinCo on the PF registration, approvals, and required documentation with relevant authorities.
• Assist in developing:
o Contribution guidelines
o PF accounting and reconciliation procedures
o PF payment tracking mechanisms
• Ensure monthly reconciliation of employee and employer PF contributions.
• Asist in preparation of Financial Statement of Provident Fund
• Coordinate with HR, payroll, auditors, tax consultants, and banks regarding PF compliance matters.
• Maintain proper PF records and audit-ready documentation.
• Support annual PF audit and statutory reporting requirements.
• Monitor compliance risks related to employee benefits and social security obligations.
C. Budget Follow-up & Financial Reporting
• Assist Finance Coordinator in preparation and consolidation of:
o Annual budgets
o MYR
o 8M forecasts
o Budget revisions
o Budget Followup each month
• Asist Finco to track in Budget Control Reports (BCR) and variance analysis.
• Support project fund-flow monitoring and cash forecasting.
• Assist Finance Coordinator in donor budget monitoring and reporting requirements.
D. Audit & Risk Management
• Support preparation for:
o External audits
o Internal audits
o NGOAB audits
o Donor audits
o NBR audits (if any)
• Ensure audit-ready filing and documentation systems.
• Follow up audit recommendations and action plans.
• Identify financial and compliance risks and propose mitigation measures.
• Support strengthening of internal controls and finance procedures.
E. Banking & Treasury Support
• Support bank relationship management and online banking operations.
• Assist Finance Coordinator in foreign currency management, and exchange rate monitoring and monthly exchange rate determination with mother bank.
• Support implementation of cashless and secure payment systems.
• Reconciliation of foreign currency account if require.
F. Documentation & Systems Management
• Update finance documentation, BKK references, SOPs, and trackers.
• Support improvement of finance systems, reporting tools, and automation initiatives.
G. Team Support
• Support training of finance staff of sections on:
o Compliance requirements
o VAT & Tax
o NGOAB procedures
o Financial systems
o Reporting tools
• Assist Finance Coordinator and contribute to development of finance guidelines, policies and procedures.
• Promote collaboration and knowledge sharing within finance and non-finance teams.
3. Specific Tasks
• Monthly reconciliation of statutory liabilities.
• Preparation of compliance calendars and trackers.
• Review of supporting documents for statutory compliance.
• Preparation of audit schedules and reconciliations.
• Support year-end closing activities.
• Maintain donor and project financial files.
• Assist in policy drafting and finance strategy initiatives.
• Support emergency finance preparedness activities.
• Perform as a backup of ACMA and Finance Manager.
Contract and Benefit:
• Fixed term contract for 06 months. Salary according to level Seven (7) of the internal MSF salary grid (BDT 95,000 Gross). Salary is non-negotiable. Income tax deduction from salary based on current income tax rule.
• 2 annual leave days per month worked.
• Medical Reimbursement for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
Others: There will be no provisions for relocation.
