Responsibilities & Context:

Accountabilities

• Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.

• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.

• Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or trans¬ferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.

• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hy¬giene standards.

• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line ma¬nager or project coordinator about any problem or complication of the patients illness, medical error and moni¬tors the proper functioning of the department, equipment or material.

• Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.

• Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional con¬fidentiality is respected.

• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising

• their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

MSF Section/Context Specific Accountabilities

This position will take care primarily of the medical out patient consultations of the CBTM team and their beneficiaries. The following are the specific tasks.

• Participate in the review and implementation of the health care policy for LRS & CBTM

• Direct medical consultation of CBTM and their beneficiaries.

• Assess the need for referral to a higher level of care.

• Make sure the patients have clarity about their conditions, treatment, risks and possible outcomes allowing them to take informed decisions about their care.

• Participate in induction program of all newly recruited staffs (LRS, CBTM, IMS) on HCP_LRS 2023, CBTM Handbook, Sick leave procedures etc.

• Arrangement of refresher briefing on a regular basis for CBTM & forwarding feedbacks to SHU Supervisor.

• Sick Leave & maternity leave validation through proper medical assessment, revision of medical documents & communi¬cation with respective line manager & HR

• Being flexible while supporting staffs in any staff health related issue [such as Sick Leave validation, medical bill issues] whenever needed.

• Declaring disability [Short term/Long term] & associated benefits, face to face meeting in case of long term Sick leave or frequent Sick leave with significant pattern in collaboration with HR.

• Ensuring people with specific health conditions are well informed and safe about access to available healthcare services and the level of risk taken when accepting a job/position.

• Responsible for ensuring vaccination (Hepatitis B, Td, Covid 19) for all the staffs (LRS, CBTM) of MSF OCA.

• Work in close collaboration with the SHU Psychologists in the implementation of the mental health strat¬egy for the staffs in collaboration with SHU Supervisor.

• Perform regular visits to MSF-validated hospitals to guarantee the quality and harmonization of Staff health services across the mission.

• Maintain regular contact with staff health responsible of other section in order to harmonize health care policy among all OC’s in Bangladesh mission. Particularly the referral of patients to their NCD cohorts (CBTMs and their partners or children)

• Support in the management of specific cases with direct technical medical inputs or with advice from medical department, CXB coordination.

• Assist in developing and updating the Medical contingency plan.

• Active participation in forecasting annual budget on staff health, explanations on any deviation in collabo¬ration with SHU Supervisor. This includes prevention activities but as well estimated cost for referral, drugs and other items needed for the car of CBTM colleagues.

• Assigned to any task on staff health delegated by SHU Supervisor.

    Contract and Benefit

    This is Permanent Position.

    Salary according to level Nine (Level 9) of the internal MSF salary grid (BDT 133500 Gross).

    • Salary is not negotiable.

    • Income tax deduction from salary based on current income tax rule.

    • 2 annual leave days per month worked.

    • Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

    Others

    There is no provisions for relocation.

    • 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
