Responsibilities & Context:

Job Context:

Breaking the Silence (BTS) is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037; Date: 17 October 2000) and the NGO Affairs Bureau (NGOAB) (Registration No. 1642; Date: 20 May 2001). The organization works to promote and protect child rights, prevent child abuse and child sexual abuse, eliminate child marriage, strengthen child-friendly governance, improve the quality of primary and pre-primary education, prevent violence against women, and empower children and women. BTS is implementing a project titled "RISE- Responding to Climate Challenges in Satkhira through Inclusive WASH, Sustainable Livelihoods, and Empowerment" with the support of the Terre des hommes Foundation (Tdh Foundation). To support the implementation of this project, BTS is seeking to recruit a Field Coordinator. The duty station for this position will be at Satkhira Municipality in Satkhira District.

Job Location: Satkhira Municipality, Satkhira District

Job Purpose

The Field Coordinator will lead and coordinate day-to-day field implementation of the project, ensuring quality, timely, and effective delivery of project activities. The position is responsible for beneficiary selection, community mobilization, group formation, livelihood support, coordination with local stakeholders, activity monitoring, documentation, and reporting while ensuring compliance with organizational and donor requirements.

Key Responsibilities

Coordination & Communication

  • Coordinate day-to-day field operations in close collaboration with Terre des hommes (Tdh), Satkhira Municipality, the Mayor, the Chief Executive Officer (CEO), the Social Development Officer, Ward Councilors of Satkhira Municipality, community leaders, WASH Committees, Women’s Climate Champion Circles, youth groups, and other relevant stakeholders. Maintain effective communication with project participants, implementing partners, community-based organizations, and service providers.
  • Facilitate community meetings, beneficiary consultations, awareness sessions, and coordination meetings at field level.
  • Build and maintain positive relationships with government departments, NGOs, and local stakeholders to ensure smooth project implementation.
  • Support the Project Team in planning and organizing coordination meetings, field visits, donor monitoring missions, and project events.
  • Coordinate and maintain effective communication with Satkhira Municipality, municipal engineers, ward councilors, and other relevant authorities for planning and implementation of climate-resilient small-scale infrastructure activities.
  • Coordinate with community representatives, WASH Committees, and other stakeholders to identify priority infrastructure needs and facilitate community participation throughout implementation.

Project Implementation

  • Facilitate site identification, technical assessment, and final site selection for project-supported small-scale infrastructure in consultation with communities and municipal authorities.
  • Support the design finalization of small-scale infrastructure in collaboration with the Sustainable Infrastructure & WASH Supervisor, municipal engineers, and technical experts.
  • Prepare or support the preparation of Bills of Quantities (BoQs), cost estimates, and technical specifications for approved infrastructure activities.
  • Coordinate with suppliers, contractors, and service providers to ensure timely procurement and delivery of quality construction materials.
  • Supervise the construction, rehabilitation, and installation of project-supported small-scale infrastructure, ensuring quality standards and approved designs are followed.
  • Lead and supervise day-to-day implementation of project activities at community level according to the approved work plan and project timeline.
  • Coordinate beneficiary identification, verification, selection, registration, and documentation following project criteria.
  • Facilitate formation, strengthening, and regular monitoring of:
  • Youth Groups;
  • Women's Climate Champion Circles;
  • Community WASH Committees;
  • Other community-based groups established under the project.
  • Coordinate implementation of climate-resilient livelihood activities, entrepreneurship training, business mentoring, start-up kit distribution, and market linkage support.
  • Support implementation of climate-resilient WASH, awareness campaigns, community mobilization, sports-based youth engagement, and climate adaptation activities.
  • Ensure meaningful participation of women, youth, persons with disabilities, and climate-affected vulnerable households in all project activities.
  • Monitor daily field activities and ensure quality implementation in accordance with donor and organizational standards.
  • Identify implementation challenges and recommend practical solutions to the Project Coordinator.

Data Management and Data Protection Principles

  • Ensure accurate collection, verification, entry, and maintenance of beneficiary and activity data.
  • Maintain participant registration databases, attendance records, field monitoring records, referral documentation, and community profiles.
  • Ensure confidentiality of beneficiary information in accordance with BTS, Tdh, and donor data protection policies.
  • Maintain proper documentation and secure filing of all field-level records and reports.
  • Support digital data collection and regular data quality verification.
  • Conduct regular site visits to monitor construction quality, certify work progress, and ensure compliance with technical specifications, health and safety standards, and project timelines.

Field Operations

  • Lead the implementation of all project activities at the community level.
  • Prepare detailed field implementation plans and ensure timely execution.
  • Supervise Community Facilitators and other field staff.
  • Ensure quality standards in all field interventions.
  • Conduct regular field visits to monitor project progress.

Beneficiary Identification and Selection

  • Coordinate beneficiary identification, verification, and selection following approved criteria.
  • Ensure transparent, inclusive, and gender-sensitive beneficiary selection processes.
  • Maintain beneficiary databases and required documentation.
  • Coordinate with community leaders, local government, and project stakeholders during beneficiary selection.
  • Facilitate the formation and strengthening of community groups, youth groups, WASH Committees, Women's Climate Champion Circles, and Self-Help Groups.
  • Mobilize community members for participation in project activities.
  • Promote community ownership and sustainability of project interventions.
  • Strengthen participation of women, youth, persons with disabilities, and marginalized groups.

Livelihood and Business Development Support

  • Coordinate entrepreneurship and livelihood development activities.
  • Provide business mentoring and coaching to project participants.
  • Support beneficiaries in developing business plans and utilizing start-up kits effectively.
  • Facilitate market linkage and networking opportunities for women entrepreneurs.
  • Monitor livelihood progress and provide technical follow-up support.
  • Community Engagement and Coordination
  • Maintain strong relationships with local government institutions, community leaders, and partner organizations.
  • Organize community meetings, awareness sessions, consultations, and coordination meetings.
  • Represent BTS in field-level coordination forums when assigned.
  • Promote community participation and accountability throughout project implementation.
  • Facilitate coordination meetings with municipality representatives, community leaders, and WASH Committees regarding infrastructure implementation, operation, and maintenance.

Monitoring, Documentation and Reporting

  • Track implementation progress against approved work plans.
  • Maintain accurate field records, attendance sheets, beneficiary profiles, and activity documentation.
  • Prepare weekly, monthly, and quarterly progress reports.
  • Document success stories, case studies, lessons learned, and best practices.
  • Support monitoring visits, donor visits, and evaluation activities.
  • Maintain proper documentation, work progress records, completion reports, and handover documents for all small-scale infrastructure interventions.

Coordination with Project Team

  • Work closely with the Programme Manager, Finance Officer, WASH Supervisor, MEAL team, and Tdh project staff.
  • Participate in project planning, review, and coordination meetings.
  • Share implementation challenges and recommend appropriate solutions.

Safeguarding and Compliance

  • Ensure compliance with BTS policies, donor requirements, safeguarding standards, child protection policies, and code of conduct.
  • Promote gender equality, disability inclusion, accountability, and protection mainstreaming across all activities.
  • Ensure project activities are implemented in line with organizational policies and approved implementation plans.
  • Support the formation and strengthening of Repair and Maintenance Committees/WASH Committees and regularly follow up on the operation and maintenance of project-supported infrastructure to ensure sustainability.

Job Other Benifits:
    Gross: Taka 60,000.00 (Taka Sixty Thousand) Per Month 2-day weekend Bonus (One-month equivalent salary) 5% salary deduction from Basic salary for depositing the BTS Staff welfare fund. Office time, Annual Leave, Increment & other facilities will be applicable as per `Recruitment and Human Resource Management Policy` of Breaking the Silence.
