Education:
  • Academic: Bachelor’s Degree in any discipline, preferably in Social Science domain - Anthropology, Social Work, Social Welfare, Sociology, Political Science, Psychology, Development Studies, Law & any other relevant subject.
  • Additional professional certificates: Training in Basic Case Management, Training in CAFAAG Case Management, Training in Child Protection Case Management and Training in CPIMS+ and CP core concepts and relevant training etc.

Working Experience: At least 3 years’ experience in Child protection and Case Management including CAFAAG in Rohingya Response Program.

Most relevant areas of experience to this position include:

  • Strong technical understanding of child protection, Case Management and Community based approaches in the Rohingya response program.
  • Mandatory understanding of software-based case management data input i.e. CPIMS+, Primeur, ComCare, Kobo and MS Excel
  • Ability to work in a team, capable of working under pressure and be able to work in a sensitive manner.
  • Previous experience supervising and coordinating a team in a cross-cultural setting preferred
  • Fluency in Chittagong is desirable.

Responsibilities & Context:

Job Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is implementing a project named ‘Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar [PCLDRR] in Ukhiya and Teknaf Rohigya Camp under Cox’s Bazar district. The project is implemented by the support of ‘International Rescue Committee (IRC)’ and financed by ‘DFAT’. BTS is going to recruit the ‘Officer - Case Work’ for the mentioned project and the position’s desk office will be at Ukhiya Upazila in Cox’s Bazar.

Project Name : Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar [PCLDRR]

Job Description/Responsibilities: 

This position is responsible for implementation of child protection case management activities as part of the Rohingya refugee response, for children vulnerable to abuse, exploitation, neglect, and violence, including unaccompanied and separated children and CAFAAG, and other vulnerable and at-risk children.

Position Objectives:

Ensure timely identification, risk analysis, assessment, planning and case management of children harmed or at risk of harm, including unaccompanied & separated children and CAFAAG.

To ensure quality case management, quality service delivery and adherence to global child protection minimum standards - CPMS & Inter Agency Case Management Guideline.

Collaborate and Coordination with CiC office, CP actors, CP Case management actors, Service providers to effectively manage caseloads, ensure timely referrals, and strengthen inter-agency coordination.

Role Dimensions:

The Officer - Case Worker is responsible for ensuring the identification, registration, risk analysis, assessment, case plan, plan implementation & referral, and follow up for children in accordance with their needs and vulnerabilities in line with Data Protection Information Sharing Protocols. She/he will also provide direct support, alternative care support, family tracing, CAFAAG - CM support, GST session support to caregiver(parents) and reunification support in line with internal standards and Inter-agency guidelines.

Job Location: Ukhiya and Teknaf Rohigya Camp under Cox’s Bazar district

KEY AREAS OF RESPONSIBILITIES:

Direct Case Management Support:

  • Provide case management services and psychosocial support to vulnerable children which include children experienced or at risk of abuse, exploitation, neglect, violence, and unaccompanied or separated children including CAFFAG.
  • Ensure children receive individual case management support following the standard process from registration, risk analysis, detail assessments, case plans, direct service provision, referrals and effective follow up support for the assigned caseload.
  • Provide needs-based support or emergency support to children, according to case plan to meet the identified need in the assessment.
  • Conduct follow-up and monitoring visits according to standard timeline (inter agency guideline) and based on the child’s individual needs.
  • Understanding of the IASC Guidelines on PFA, PSS, Mental Health and Psychosocial Support (MHPSS) and conduct PFA & PSS to CM - Children
  • Establish and maintain positive relationships with service providers to facilitate case management referrals, under the supervision of the Technical Officer - Case Management and Project Coordinator
  • Work closely with the MPCC, CBCPC and community mobilization teams to ensure the effective identification of vulnerable and at-risk children and referral between the services.
  • Ensure that confidentiality, informed consent, the best interests of the child, Do No Harm, and other case management principles and best practices are adhered to throughout the case management process, including the utilization of appropriate tools and case management forms.
  • Conduct case conference for critical case service delivery and ensure case management referral services to risk at children or CM children.

Community Based Child Protection Mechanism:

  • Support community-based mechanisms, including selection, training and mentoring committee members, as required.
  • Keep close communication with the CBCPC bodies, NIS Groups and Adolescents Club.

Unaccompanied and Separated Children – FTR and Alternative Care including CAFAAG – CM:

  • In case of separated and unaccompanied children and CAFAAG, document and follow up according to the standard family tracing and reunification procedures.
  • Provide reintegration support and follow up to reunified cases.
  • Monitor and support temporary care arrangements and arrange foster care for separated/unaccompanied children in line with internal procedures and standards.

Administration, Documentation and Reports:

  • Maintain accurate and up-to-date case files for all child protection cases.
  • Participate in case conferences and case management meetings as required.
  • Adhere to strict confidentiality and information management standards and protocols, sharing information only in compliance with these standards

Monitoring Responsibilities:

  • Regular field visits to ensure CP-CM activities are implemented as planned and modifications are made as needed.
  • Collaborate with the MEAL & MIS team (BTS & IRC) to maintain and update data for case management activities.
  • Provide regular CP-CM activity reports and analyze case management trends to improve program delivery.

Key Working Relationships:

Position Reports to: Technical Officer – Case Management Position directly supervises: Volunteers & Mobilizers.

Others: Be able and willing to respond to Child Protection or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.

Tenure of Services Contract:

3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.



Job Other Benifits:
    Gross: Taka 50,000/= (Taka Fifty Thousand Only) 2 days weekend Bonus (Included with the monthly salary) 5% salary deduction from Basic salary for depositing BTS Staff welfare fund. Office time, Annual Leave, Increment & other facilities will be applicable as per `Recruitment and Human Resource Management Policy` of Breaking the Silence and the facilities will be applicable also based on available resources in the project budget.
