Association of Voluntary Actions for Society (AVAS) is a development organization working with coastal communities in the Barishal region of Bangladesh. AVAS is implementing two projects in Kalapara Upazila of Patuakhali District.
Climate Resilience, Livelihoods and Local Governance Project: a 48-month project in Nilganj, Dhulasar, Latachapoli and Dalbuganj Unions. It supports climate-resilient livelihoods, early warning and preparedness, and inclusive climate governance for women, smallholder farmers, fisherfolk and persons with disabilities.
Transforming Women's Economic Lives in Kalapara (Women Transforming Economies Programme): a 4-year project in Mohipur and Latachapoli Unions. It supports women and adolescent girls working in fish commission agent shops (Arats) through livelihoods, decent work and women's collective voice.
The Technical Officer will provide field-level technical support for both projects. The role covers livelihood and skills training, community group formation, disaster preparedness, decent work awareness, and monitoring and reporting. The Technical Officer will work with community groups, local government, government line departments and Arat owners, and will report to the Project Manager / Project Coordinator.
1. Climate-Resilient Livelihoods and Enterprise Support
Organize and facilitate field-based training and demonstrations on climate-resilient agriculture, including salinity-tolerant crops, floating gardens and homestead cultivation.
Provide technical guidance on climate-resilient livestock and poultry rearing and renewable-energy-based livelihood options.
Support skills development, small enterprise support and digital market linkage for women, youth and vulnerable households.
Coordinate with the Upazila Agriculture, Livestock and Fisheries offices and other technical service providers.
2. Women's Economic Empowerment
Support the formation and strengthening of women-led producer groups, savings groups and Women's Economic Hubs (WEHs).
Conduct training on financial literacy, bookkeeping, business planning, mobile banking and small business management.
Assist with participant selection, micro-grant and input distribution, and follow-up of revolving fund management and repayment.
Facilitate market-day sessions and link women entrepreneurs to buyers, cooperatives and service providers.
3. Decent Work and Gender Equality
Assist in participatory assessments of working conditions in fish Arats.
Facilitate training on labour rights and decent work, and awareness sessions for Arat owners and association leaders.
Organize employer-worker dialogues, support the Decent Work Pledge, and distribute protective equipment (gloves and aprons).
Facilitate community dialogues and household sessions with men on women's economic rights and the sharing of unpaid care work.
4. Disaster Preparedness and Early Warning
Support community risk assessments, preparedness planning and disaster simulation exercises.
Strengthen community-based early warning dissemination and climate information systems.
Train volunteers and disaster management committees on evacuation, shelter management, safeguarding, inclusion and emergency response.
Support shock-responsive emergency assistance and linkages with government social protection services.
5. Governance, Advocacy and Networking
Support awareness and advocacy sessions on climate finance, Loss & Damage and climate justice.
Help women leaders and marginalized groups participate in Union Parishad, Upazila and disaster management committees.
Assist in collecting evidence, testimonies and case studies for situation reports, the evidence library and advocacy briefs.
Maintain regular coordination with local government, line departments, CBOs and other stakeholders.
6. Monitoring, Reporting and Safeguarding
Collect and maintain participant data, disaggregated by sex, age, disability and union.
Assist in baseline, endline and mid-term surveys, community scorecards and change stories.
Prepare activity reports, monthly progress reports and case studies on time.
Follow the safeguarding policy and Complaint Response Mechanism (CRM), and report any concerns immediately.
Carry out other project-related duties assigned by the supervisor.
Bachelor's degree (Honours/Master's preferred) in Agriculture, Social Science, Development Studies, Women and Gender Studies, Economics, Sociology, Disaster Management, Fisheries or a related discipline from a recognized institution.
At least 3 years of relevant field experience in an NGO or development project. Fresh graduates with strong field exposure may also be considered.
Experience in livelihood, women's empowerment, climate adaptation or disaster risk reduction programmes in coastal areas is preferred.
Experience in community mobilization, group formation and facilitating training is an advantage.
Good communication and facilitation skills in Bangla. Working knowledge of English for reporting.
Good skills in MS Word, Excel and email. Experience with mobile data collection tools (KoBo/ODK) is a plus.
Knowledge of gender, inclusion, disability and safeguarding principles.
Ability to work with women, adolescent girls, persons with disabilities and local leaders in a respectful way.
Good report writing and documentation skills.
Ability to work independently and as part of a team, and to manage time under field conditions.
Willingness to travel and work in remote coastal areas, including on weekends or after hours when required.
