Education:
Minimum Bachelor's degree in Civil Engineering with 2–3 years of relevant work experience.
OR
Diploma in Civil Engineering with 4–6 years of relevant work experience.
Experience and Skills:
3–5 years of relevant professional experience.
Experience in the construction of rural community infrastructure, including WASH, Solid Waste Management (SWM), Desalination Plant (DSP), and Faecal Sludge Management (FSM) Plant.
Good understanding of the Rohingya camp context.
Ability to work effectively under pressure.
Demonstrated ability to supervise and support WASH field teams to ensure quality implementation of project activities.
Strong facilitation, analytical, negotiation, coordination, communication, and management skills.
Sound knowledge of rural and Rohingya WASH infrastructure.
Good understanding of Rohingya camp operations and context.
Ability to work effectively under pressure.
Experience in survey, data collection, and IT applications.
Excellent writing and reporting skills.
Experience in community conflict management.Ability and willingness to work in a team.
Experience of working in multicultural environments is an advantage.

Mandatory written and spoken languages:

AutoCAD Drawing and Bill of Quantity (BoQ) Preparation
Implement WASH project interventions in accordance with approved project documents, work plans, budgets, technical standards, and sector guidelines.
Design, implement, monitor, and supervise WASH infrastructure, including emergency structures, barrel composting, solid waste drying beds, incinerators, drains, garbage bins, latrines, bathing cubicles, and other WASH facilities.
Prepare AutoCAD drawings, technical designs, Bills of Quantities (BoQ), and supervise construction and rehabilitation works.
Plan and oversee the distribution of hygiene kits and support the procurement of WASH non-food items (NFIs).
Develop and distribute Information, Education and Communication (IEC) materials to support hygiene promotion and awareness.
Monitor project implementation and prepare regular technical, weekly, monthly, quarterly, and sector reports.
Maintain project records, stock registers, and meeting minutes.
Participate in technical meetings, training sessions, and orientations within Tdh and the WASH Sector.
Coordination and Support
Establish and maintain effective working relationships with WASH team members, Tdh departments, government authorities, partners, community leaders, and other stakeholders.
Coordinate with plastic waste recycling partners and scrap dealers for plastic waste management.
Participate in WASH sector coordination meetings and liaise with relevant government authorities and partners as requested by the line manager.
Provide regular updates to the line manager on project implementation, progress, challenges, and support needs.
Data Collection and Assessment
Collect qualitative and quantitative data on WASH activities, including solid waste management, faecal sludge management plant operations, hygiene conditions, and community-based interventions.
Conduct technical assessments and monitor WASH facilities to ensure compliance with technical standards and project requirements.
Maintain and update technical and monitoring data to support programme implementation and reporting.
Project Support and Coordination
Supervise WASH Infrastructure Assistants, volunteers, daily workers, and other field staff to ensure quality and timely implementation of activities.
Provide technical guidance and supervision to ensure quality, cost-effectiveness, sustainability, and compliance with technical standards.
Prepare technical specifications and supervise construction, renovation, decommissioning, disinfection, operation, and maintenance of WASH facilities.
Support project planning by preparing work plans, prioritizing activities, and ensuring effective implementation of field operations.
Documentation and Communication
Prepare and submit technical reports and implementation updates on a regular basis.
Maintain organized documentation of project activities, technical records, stock registers, and meeting minutes.
Communicate regularly with the WASH Programme Manager on implementation progress, operational challenges, and technical support requirements.
Security and Child Safety
Ensure staff visibility and the availability of appropriate personal protective equipment (PPE) during field activities.
Perform additional responsibilities assigned by the line manager as required.
