Responsibilities & Context

Association of Voluntary Actions for Society (AVAS) is a national non-profit, rights-based development organization working since 1998 to improve the lives of vulnerable and marginalized communities across Bangladesh. AVAS implements programs in health, gender equality, child protection, climate resilience, livelihood development, education and humanitarian response through strong community engagement and partnerships with government and international development agencies. The organization is committed to accountability, safeguarding, inclusion and sustainable community development.

Project Summary

AVAS is implementing the ECO-RESOLVE project in Bhola district, one of Bangladesh's most climate-exposed coastal districts, in partnership with Plan International Bangladesh. The 10-month project (September 26 to June 2026) aims to reduce climate and disaster-induced risks for vulnerable communities by strengthening locally led, ecosystem-based adaptation (EbA) systems. The project works across three interlinked outcomes: (1) establishing community- and youth-led institutional platforms for EbA - including EbA Action Groups (EAGs), school-based MetClubs and youth DRR volunteers - at union and school level; (2) supporting households to adopt diversified, climate-resilient and biodiversity-positive livelihood practices such as organic sack gardening, integrated fish-fruit-vegetable-duck (2FVD) models, vermicomposting, biochar and bio-digesters, alongside entrepreneurship and market linkage support; and (3) strengthening local disaster risk governance - Union and Upazila Disaster Management Committees (UDMC/UzDMC) - to integrate EbA into Community Risk Assessments (CRA) and Risk Reduction Action Plans (RRAP), early warning systems and cyclone shelter rehabilitation. The project places strong emphasis on MEAL, community accountability, safeguarding and gender-responsive, youth-centred programming, anchored within Plan Bangladesh's Programme Quality and Innovation (PQI)/PMERL system.

Position Summary

The Technical Officer (CCA/DRR) will lead implementation of the project's community and youth-led ecosystem-based adaptation (EbA) platforms and local disaster risk governance components. The role covers formation and strengthening of EbA Action Groups and MetClubs, youth DRR volunteer training, and support to Union and Upazila Disaster Management Committees (UDMC/UzDMC) in integrating EbA into Community Risk Assessments (CRA), Risk Reduction Action Plans (RRAP), and early warning systems.

Experience

• Minimum 4-6 years of experience in climate change adaptation (CCA) and/or disaster risk reduction (DRR) programming, preferably in coastal/hazard-prone contexts.

• Demonstrated experience working with community-based organizations, youth groups, and local disaster management committees.

• Experience facilitating CRA/RRAP processes and coordinating with government departments such as DDM, BMD or FSCD is highly desirable.

Academic Qualifications

• Master's degree in Disaster Management, Environmental Science, Climate Change, Social Science, or a related discipline.

Requirements

Technical Competencies

• Strong knowledge of ecosystem-based adaptation (EbA), CRA/RRAP methodologies, and multi-hazard early warning systems (BAMIS, VMS, Bulk SMS).

• Experience in community mobilization, group formation, and participatory facilitation.

• Understanding of school-based programming and youth engagement approaches.

• Familiarity with local government disaster management structures (UDMC/UzDMC) and coordination processes.

Key Duties and Responsibilities

1. Community & Youth EbA Platform Development

• Lead formation and capacity building of union-level EbA Action Groups (EAGs), including development of training modules and facilitation of foundational training and quarterly meetings.

• Establish and support school-based MetClubs, including capacity building on EbA and facilitation of regular school learning sessions.

• Organize youth (18-25 years) DRR and rescue training in collaboration with the Fire Service and Civil Defence (FSCD).

• Support participatory ecosystem monitoring, the Community EbA Scorecard, and climate-informed EbA clinics at community level.

2. DRR Governance Strengthening

• Facilitate Community Risk Assessment (CRA) training for UDMC members and support conduct of CRA and development of Risk Reduction Action Plans (RRAP).

• Support implementation of prioritized RRAP interventions and community-led ecosystem restoration micro-pilots.

• Facilitate coordination and review meetings with UDMCs and UzDMCs, and seasonal EbA action planning with local government.

3. Early Warning & Preparedness

• Support multi-channel early warning dissemination (BAMIS, VMS, Bulk SMS) to ensure timely and accessible hazard information reaches communities.

• Support assessment and coordination of cyclone shelter reconstruction/rehabilitation activities with local government.

4. Community Engagement & Events

• Organize the EbA Fair, field days, street film shows, cross-learning visits, and school-based EbA innovation grant pilots.

• Support organization of the EbA Conference in Bhola with government, practitioners and academia.

5. Coordination, Monitoring & Reporting

• Coordinate closely with the Union Supervisor and Technical Officer (MEAL) to ensure quality field implementation and data flow.

• Contribute technical inputs and evidence for donor reports, case studies, and knowledge products.
