Professional requirements:

• Keep strong coordination with other implementing agencies and local governmental authorities at field level.

• Knowledge on different standards (Sphere, Core Humanitarian Standards, WASH etc).

• Good communication and leadership skills.

• Knowledge and experience of design, planning and supervision of construction and humanitarian projects.

Professional experience:

• Prior knowledge of Bangladesh/Cox’s bazar humanitarian contexts especially in WASH, DRR activities in Host/camps is required.

• Ability to work on word, Excel, and PowerPoint

• Experience to work on AutoCAD treated advantage.

Language:

• Good understanding of Local language treated strong

• Good/Average English skills (written and spoken).

• Fluency on Cox’s Bazar/Rohingya Local dialect is an asset.

Personal requirements:

Contract duration: 04 Months

Contract type: Part-time – 62.5% Employment (25 hours/week)

Reports to: Assistant Project Officer-SE

Coordinates with: WASH team, Finance & Admin team, Logistics team

Main responsibilities and tasks:

• Project implementation

  • Conduct detailed field assessments and identify technical requirements for WASH infrastructure interventions in facilities or other project locations.

  • Prepare and/or review technical drawings, designs, specifications, BoQs, cost estimates, and technical scopes of work for WASH infrastructure interventions.

  • Ensure implementation of WASH infrastructure works in accordance with approved drawings, designs, BoQs, specifications, project guidelines, and relevant technical standards.

  • Provide day-to-day technical supervision and guidance to contractors, masons, carpenters, plumbers, and other skilled workers during construction, rehabilitation, repair, and maintenance works.

  • Monitor construction progress against approved work plans, schedules, and milestones and identify delays or implementation gaps for timely corrective action.

  • Conduct regular site inspections to ensure quality, quantity, dimensions, materials, and construction methods comply with approved technical requirements.

  • Verify construction materials and workmanship and ensure that materials used at site meet the required quality and specifications.

  • Identify technical problems during implementation and propose practical and cost-effective solutions in consultation with the supervisor/Project Engineer.

  • Support the measurement and verification of completed works and provide technical inputs for contractor/supplier payment verification where applicable.

  • Ensure proper implementation of WASH facilities, including water supply, sanitation, drainage, handwashing facilities, bathing facilities, wastewater management, and other related infrastructure.

  • Ensure WASH facilities are designed and implemented considering gender, disability inclusion, accessibility, child protection, safety, DRR, and climate resilience.

  • Coordinate with Field Promoters, Project Officers, HCF/school authorities, community representatives, contractors, suppliers, and local government authorities during implementation.

  • Support site handover, completion inspection, snag-list preparation, correction of defects, and final acceptance of completed infrastructure.

  • Ensure proper documentation of site activities, including site inspection reports, measurements, progress photographs, test results, material verification, and completion records.

  • Monitor operation and maintenance requirements of completed WASH facilities and provide technical recommendations to ensure sustainability.

  • Ensure construction sites follow appropriate health, safety, environmental, and safeguarding requirements throughout the implementation period.

  • Support emergency WASH infrastructure interventions and rehabilitation work whenever required.

  • Provide technical mentoring and on-site guidance to Community Mobilizers, and other field staff on WASH infrastructure implementation.

  • Perform any other technical responsibilities assigned by the line manager.

• Information management and reporting

  • Prepare Reports, documentation, case studies based on project demand in consultation with Line Manager i.e, Daily, Weekly, Monthly etc

  • Lead data collection, record keeping and update the project database to measure the progress of planned activities.

  • Prepare activity wise documentation (photographs, Case Studies, meeting minutes, SOP etc).

• Capacity Strengthening

  • Manage and build technical capacities of the field facilitators, volunteers to build or repair the identified locations

  • Assist in organizing and implementing technical training on WASH.

  • Facilitate field level technical training and orientation sessions to the beneficiaries, committees, contractors, masons, carpenters, etc.

  • Participate in different trainings, meetings nominated by the line manager.

• Safety and Security

  • Conduct regular safety and security risk assessments of project locations, construction sites, and field activities and recommend appropriate mitigation measures.

  • Ensure all construction and WASH activities comply with relevant occupational health and safety requirements, organizational policies, and applicable standards.

  • Ensure construction sites are properly secured, barricaded, signposted, and restricted to authorized personnel.

  • Ensure workers use appropriate PPE and follow established safety procedures during construction and field activities.

  • Regularly inspect sites and identify hazards related to excavation, working at height, electrical works, machinery, tools, open pits, boreholes, and other construction activities.

  • Ensure appropriate safety measures are in place to protect beneficiaries, children, patients, students, healthcare workers, workers, and community members during project implementation.

  • Ensure safe handling, storage, and disposal of construction materials, hazardous substances, construction waste, and debris.

  • Immediately report accidents, injuries, near misses, security incidents, and other safety concerns to the line manager and ensure appropriate follow-up actions.

  • Coordinate with the relevant Safety/Security focal person, contractors, authorities, and project team to address safety and security concerns and ensure timely corrective actions.

• PSEAH and other organizational compliance

  • Strictly comply with HEKS/EPER's Code of Conduct, PSEAH, safeguarding, protection, and confidentiality requirements.

  • Maintain strict confidentiality of all personal and household Data of Beneficiaries

  • Do not share respondent information, photographs, recordings, case details, or data with unauthorized people.

  • Do not collect unnecessary personal or sensitive information.

  • Immediately report any safeguarding, PSEA, fraud, misconduct, or confidentiality concern through the approved reporting mechanism.

  • Ensure that all interactions with women, children, persons with disabilities, and other vulnerable groups are conducted safely and respectfully.

  • Proactively support organization commitments to gender equality, child protection and disability sensitivity: i) Implement all work-related activities with a gender, disability and child protection lens, considering the different needs, concerns and ideas of our staff and beneficiaries ii)Ensure the incorporation of gender equity principles in all policies and activities iii) Encourage the participation of all genders in meeting and on committees iv)Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

• General
