Education:
    • Bachelor of Science (BSc) in Civil Engineering
  • B.Sc. in Civil Engineering with at least 3 years of experience in Shelter and Settlement activities within the SCCCM sector, including around 7 years of experience working in the Rohingya refugee camps. Previous experience with INGO for at least 2 years will be considered an added advantage.

  • Demonstrated knowledge and skills in writing analytical and descriptive reports in English.

  • Strong training and facilitation skills.

  • Experience with NGOs in management including but not limited to construction management.

  • Sound knowledge and experience in rehabilitation/reconstruction/retrofitting and design, direct construction supervision, contract administration, Site Planning

  • Good knowledge and experience in disaster risk reduction, emergency preparedness and response context are a plus.

  • Coordination and negotiation skills with a range of different stakeholders including local authorities, UN agencies, NGOs, Clusters/Sectors.

  • Previous experience of project implementation and management.

  • Experience of and commitment to working through systems of community participation and accountability.

  • Knowledge of monitoring and evaluation.

  • Experience of training and capacity building staff.

  • Some experience of representation and ability to represent HEKS/EPER effectively in external forums.

  • Ability to write clear and well-argued assessments and project reports.

HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people. HEKS/EPER is a member of the ACT Alliance.

GENERAL CONTEXT AND BACKGROUND: HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox’s Bazar and field offices in Ukhiya.

ROLE PURPOSE: Under the direct supervision of the Shelter Program Manager based in Cox's Bazar, the Project Supervisor (Shelter) will be responsible for overseeing shelter and settlement interventions at the field level (camps). This includes planning, coordinating, developing, implementing, and supervising all Shelter, Settlement, and NFI interventions in collaboration with the HEKS/EPER Shelter team, camp authorities, and local stakeholders. The Project Supervisor (Shelter) will ensure the efficient and timely implementation of projects in alignment with AoR Agency, ISCG, Government, Partners and SCCCM sector standards and guidelines.

MAIN RESPONSIBILITIES AND TASKS:

Tasks

  • Project Management and Implementation
  • Oversee the Shelter, Settlement and NFI Interventions at Camp Level.
  • Regular visits to project areas to closely monitor and verify the quality and quantity of the activities being carried out and achieved.
  • Guide Project Officer, Assistant Project Officer (APO), Site Engineer, Field Facilitator for implementation of shelter, site improvement, NFI, Energy and Environment and community mobilization related activities at camps.
  • Review drawing, design, cost estimate and analyze of rates for shelter, site development and other infrastructure construction works prepared by Shelter Technical Team.
  • Guide field team to perform the Project activities in community Led approach (as & when needed) ensuring quality, quantity & procedure.
  • Guide field team for overall activities implementation and immediate changes i;e the Site Improvement, Shelter & Other activities as per the specified situation or instruction provided by the authority with the coordination of relevant stakeholder & other concern authority.
  • Maintain team spirit among the staff members and keep linkage with other operational areas. And identify potential problems, formulate recommendations, solutions and reports.
  • Working closely with the Shelter Program Manager, Shelter Team and stakeholders in developing and implementing high-quality programs.
  • Assist Program Manager for the expansion of program in Cox’s Bazar by providing technical support and contribute to develop country level humanitarian strategies.
  • Working with Program Manager and Teams to develop Shelter Sector Response plans, Details implementation Plan (DIP), budgets, implementation, and management strategies.
  • Review of monthly sectorial various reports which is shared by PO and team
  • Provide detailed, accurate and timely daily, weekly, monthly reports to supervisor on activities, challenges, and areas in need of improvement including operational data.
  • The Project Supervisor will ensure that the assigned projects meet the objectives and are completed within agreed time frame, budget and set quality.
  • Ensure activity wise documentation (information, photographs, Case Studies, meeting minutes etc).
  • Coordination, Representation and Advocacy
  • Maintain ISCG Ukhiya level Shelter-CCCM Sector related coordination and meeting participation.
  • Represent in SCCCM working groups along with program manager.
  • Responsible for taking need assessment approval of FD7 related activities and completion report from CIC, CMO and authorities.
  • Maintain effective liaison/coordination related to Camp & Ukhiya level Government Officials & Other Partners and also participate all CIC Office arranged meetings particularly shelter sector and camp coordination related.
  • When necessary and assigned, attend sector meetings, working group sessions, and other coordination platforms alongside the Program Manager to align activities with organizational and sector objectives.
  • Represent HEKS as and when needed for various meetings, seminars, workshops arranged by various NGOs and Government (ad-hoc)
  • Collaborate closely with the MEAL team to ensure the program adheres to established standards, lesson learned, good practices and compliance requirements.
  • Financial Management
  • Work closely with Program Manager to develop and manage budget for the Shelter Projects and ensure all expenses are according to budget and meet organizational standards regarding financial management, including accountability and good governance.
  • Guide and support field team to the cash-for-work payment documentation and processes for volunteers, ensuring alignment with financial policies and full compliance with project requirements
  • Capacity Strengthening
  • Provide on-the-job training, mentorship and guidance to project staffs, Volunteers and partners, to ensure best practice, Sphere standards and prioritizes the accountability to affected population.
  • Identify the training needs of team members at various levels to ensure high-quality project outcomes, and propose requirements to management based on identified gaps.
  • Logistics
  • Work closely with Program Manager for preparation Procurement Plan and Procurement Requests on time. Continue liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
  • Safety and Security
  • Share any security information with the Shelter Program Manager and organizational Security Focal point.
  • Provide timely incident report to the Shelter Program Manager and security focal point as needed.
  • Follow safety and security guidelines of HEKS/EPER and contribute to strengthen the security policy, guidelines, SOPs, etc.
  • General
  • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
  • Comply with organization policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
