Experience:
MBBS (medical doctor)/BSc Engineer (Civil),/ Social Science/Environment Science/public health with at least 7 years of supervisory experiences of WASH project in humanitarian or development settings.
Professional requirements: A strong background in public health with experience in training facilitation on WASH and IPC within emergency contexts are valuable assets.
Proficiency in monitoring processes, including hands-on experience with real-time monitoring tools, is highly beneficial.
Experiences in strong coordination with government, implementing agencies, donors and local governmental authorities.
Budget management and excellent computer skills, MS-Office required.
Good knowledge of security management in humanitarian contexts.
Language: Fluent English skills (written and spoken).
Personal requirements: Willingness to accept regular field missions.
Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders.

General context and background:
HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox’s Bazar and field office in camps.
Since 2019 the Humanitarian Aid office based in Cox’s Bazar directly implements projects. The main donors are: Swiss Solidarity (SwS), Swiss Agency for Development and Cooperation (SDC), World Health Organization (WHO) and HEKS funds. The international Organization for Migration (IOM) provides in-kind support. After the outbreak of COVID-19, HEKS/EPER has also initiated projects as a response to the pandemic.
Role purpose:
The Supervisor (WASH & IPC) responsible for planning, implementation, and monitoring of WASH (Water, Sanitation, and Hygiene) and IPC (Infection Prevention and Control) activities. This role encompasses project planning, capacity building, coordination, advocacy, monitoring, and managing project human resources to ensure successful project execution in alignment with HEKS/EPER, Global and National policies and procedures.
Responsibilities :
Project planning, Implementation:
Collaborate closely with the Program Manager to support program planning, development, and effective management.
Provide technical expertise to the PM-WASH in creating high-quality concept notes and proposals.
Assist the PM-WASH in formulating comprehensive country-level WASH strategies.
Conduct needs assessments in coordination with the MEAL team and project personnel.
Develop detailed project improvement plans with guidance and support from the Program Manager.
Offer guidance and support to FPs in facilitating the development of individual facility improvement plans.
Conduct regular follow-ups and provide on-site supportive supervision to targeted healthcare facilities, schools, and host communities, collaborating with government officials, UN agencies, and WASH actors.
Work in coordination with the logistics department to ensure the timely and high-quality distribution of essential items and materials to healthcare facilities and schools
Provide assistance in preparing the project budget and ensure its tracking while maintaining full compliance with guidelines and standards.
Conduct regular field visits, identify areas for improvement, and implement corrective measures with the collaboration of MEAL personnel and PM-WASH.
Compile high-quality, comprehensive, and accurate reports on project activities on a weekly, monthly, and annual basis, including documented challenges and actionable feedback.
Capacity Strengthening :
Developed separate training modules for health service providers in alignment with WHO and UNICEF guidelines, as well as WASH in School, align with the Blue School, 3-Star, and WinS approaches.
Organized and facilitated comprehensive training sessions for health service providers, WASH technical personnel and project stakeholders.
Delivered on-the-job coaching, training, and mentoring for managers and health sector partners to ensure the effective implementation and prioritization of WASH FIT standards.
Led awareness campaigns and celebrations, incorporating IEC/BCC material development and community engagement through themed events/ day celebration and advocacy efforts.
Coordinated supportive supervision and joint monitoring visits with key district- and Upazila-level health and WASH, Education sector agencies, and producing detailed reports and flyers for widespread dissemination.
Conducted annual evaluations for reporting staff, while providing consistent coaching and mentoring to strengthen their skills and support their professional growth.
Building Relationship, Coordination and Advocacy with Government and other agencies :
Collaborated with the PM-WASH to organize learning-sharing and advocacy workshops at both district and national levels.
Established, strengthened, and maintained relationships with Government Administration at the Upazila and District levels, ensuring they were regularly updated on project progress, challenges, and necessary support requirements.
Facilitated the active engagement of Government Administration in project planning and encouraged their participation in various events, including training sessions, workshops, inaugurations, and other key activities.
Provide support in preparing and submitting documentation for project approvals and clearance certificates, while conducting necessary follow-ups to ensure timely processing.
Maintain effective liaison and communication with government departments, WASH sectors, WASH agencies, and other relevant stakeholders.
Represent the organization in meetings, seminars, training sessions, and visits, fostering collaboration and partnership opportunities.
Engage in consistent communication with facility-based healthcare staff, including medical doctors, healthcare providers, IPC focal persons, nurses, and waste management focal persons, to identify and address potential areas for improvement.
Logistics :
Timely prepared and submitted purchase requests and procurement plans by following agreed budget and protocols.
Coordinated with logistics, admin, and finance staff to ensure proper procurement, transportation, storage, management, and accounting of items.
Safety and Security :
Provide timely incident report to the line manager as needed.
Practice, promote and endorse the issues of the safeguarding policy among team members and ensure the implementation of safeguarding for establishing a safe working environment.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
General :
Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
