Expertise in WASH-FIT, Medical Waste Management, WASH in community, Emergency, Health, Community and Disaster Risk Reduction (DRR), climate change & adaptation is considered an added advantage.
Ability to align WASH activities with organizational goals, community needs and strong understanding of WASH standards, guidelines, and best practices.
A strong background in public health and a minimum of five years of experience in training facilitation within emergency contexts is preferred.
Proficiency in monitoring processes, including hands-on experience with real-time monitoring tools, is highly beneficial.
Keep strong coordination with government, implementing agencies, donors and local governmental authorities.
Budget management and excellent computer skills, MS-Office required.
Good knowledge of security management in humanitarian contexts.

GENERAL CONTEXT AND BACKGROUND:
HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people. HEKS/EPER is a member of the ACT Alliance.
HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Office based at Cox’s Bazar with field offices located in the camps and Ukhiya upazila.
ROLE PURPOSE:
Project Supervisor – WASH responsible for leading the day to day planning, implementation, and management of WASH interventions in host communities, targeted healthcare facilities, schools/madrasa and in the selected communities in Ukhiya. The role ensures high quality delivery of WASH in Community, WASH in Schools, WASH in Health facilities. That position reporting to the Program Manager-WASH, the incumbent collaborates closely with logistics, finance, and human resources teams. The position requires field presence in Ukhiya upazila and strong technical and managerial expertise in humanitarian context. Core duties include project planning, capacity building, coordination, advocacy, monitoring, and management of project staff to achieve timely, effective, and compliant implementation in line with HEKS/EPER standards and relevant global and national policies and procedures.
Main Responsibilities:
Project planning, implementation and management.
- Lead the planning, implementation, and coordination of WASH activities across communities, healthcare facilities, and selected schools/madrasas.
- Ensure activities meet technical standards, beneficiaries need and donor requirements.
- Provide technical support and guidance to the Assistant Project Officers for planning, implementation, and monitoring.
- Provide technical support and information to the PM-WASH for high-quality concept notes and proposals development.
- Assist the PM-WASH in formulating comprehensive country-level WASH strategies.
- Facilitate the MEAL team to ensure adequate support for needs assessment, baseline, endline, PDM and regular timely monitoring of WASH activities.
- Develop detailed project improvement plans with guidance and support from the Program Manager.
- Conduct regular follow-ups and provide on-site supportive supervision to targeted healthcare facilities, schools/madrasa, and host communities, collaborating with MEAL team, government officials, UN agencies, and WASH actors.
- Work in coordination with the logistics department to ensure the timely procurements, high-quality distribution of essential items and materials to healthcare facilities, schools and communities.
- Provide assistance in preparing the project budget and ensure its tracking while maintaining full compliance with guidelines and standards.
- Compile high-quality, comprehensive, and accurate reports on project activities on a weekly, monthly, and annual basis, including documented challenges and actionable feedback.
Capacity Strengthening
- In coordination with PM and WASH team, develop/revise training modules for health service providers, students, community groups in alignment with WHO and UNICEF guidelines, as well as WASH in School, align with the Blue School, and CLTS approaches.
- Organize and facilitate comprehensive training sessions for health service providers, teachers and stakeholders on WASH, IPC, MHM, Medical waste management.
- Deliver on-the-job coaching, training, and mentoring for WASH team to ensure the effective implementation and prioritization of WASH FIT and Blue school, and CLTS standards.
- Lead awareness campaigns and day observations/celebrations, incorporating IEC/BCC material development and community engagement through themed events and advocacy efforts.
- Coordinate supportive supervision and joint monitoring visits with key district- and Upazila-level health and WASH, Education department, and produce detailed reports.
- Prepare a Training Need Assessment (TNA) to strengthening the capacity of project staffs including capacity building initiatives.
- Conduct annual evaluations for reporting staff, while providing consistent coaching and mentoring to strengthen their skills and support their professional growth.
Strengthening relationship, Coordination and Advocacy with Authorities and other agencies
- Support to PM-WASH to organize learning-sharing and advocacy workshops at both sub- district, district and national levels.
- Establish, strengthen, and maintain relationships with Government Administration at the Upazila and District levels, ensuring they were regularly updated on project progress, challenges, and necessary support requirements.
- Facilitate the active engagement of Government Administration in project planning and encourage their participation in various events, including training sessions, workshops, inaugurations, monitoring and other key activities.
- Provide support in preparing and submitting documentation for project approvals and clearance certificates, while conducting necessary follow-ups to ensure timely processing.
- Maintain effective liaison and communication with government departments, WASH sectors, WASH agencies, and other relevant stakeholders.
- Where assigned by PM, represent the organization in meetings, seminars, training sessions, and visits, fostering collaboration and partnership opportunities.
- Engage in consistent communication with facility-based healthcare staff, including medical doctors, healthcare providers, IPC focal persons, nurses, and waste management focal persons, to identify and address potential areas for improvement.
Logistics
- Ensure timely preparation and submission of purchase requests and procurement plans by following agreed budget and protocols.
- Coordinate with logistics, admin, and finance team to ensure quality products procurement, and storage, management, and accounting.
Safety and Security
- Provide timely incident reports to the line manager as needed.
- Practice, promote and endorse the issues of the safeguarding policy among team members and ensure the implementation of safeguarding for establishing a safe working environment.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
General
- Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
