Experience:

  • Minimum ten years of relevant professional experience, including demonstrated responsibility for coordinating or managing a complex humanitarian or development project.

  • Experience in the Rohingya refugee response, UN/ donor funded projects, private sector, production or social-enterprise operations, information management will be considered as added advantage.

Skills and Additional Job Requirements:

  • Strong project-management skills covering integrated planning, budgeting, procurement, risk management, compliance, monitoring, and reporting.

  • Demonstrated ability to lead multidisciplinary teams, delegate responsibilities, manage performance, and make timely operational decisions.

  • Excellent report-writing, presentation, facilitation, negotiation, and communication skills in English and Bangla.

  • Strong computer literacy, particularly in Microsoft Word, Excel, PowerPoint, and online collaboration tools.

  • Ability to work under pressure, manage competing priorities, and travel regularly to camps and project facilities in Ukhiya and Teknaf.

  • Commitment to safeguarding, PSEA, accountability to affected people, gender equality, disability inclusion, and non-discrimination.

  • Understanding of the local context and knowledge of relevant local languages will be an advantage.

Responsibilities & Context:

Job Nature: Full-time (Up to 31 December 2026)

Project Brief: Since 2022, the organization, with support from UNHCR, has been implementing the project Community Empowerment Promoted through Skills Development Initiatives for Rohingya refugees in Cox's Bazar. The 2026 project has three interrelated components. Skills Development and Economic Inclusion covers technical and higher-level training, English and life skills, digital and financial literacy, employment and self-employment support, business grants, and Green Innovation Hubs. Female Hygiene Materials and Social Business covers FHM and craft production, safe wage-earning opportunities, quality systems, and responsible market linkages. Information Management covers post-distribution monitoring, data quality and security, cleaned datasets, dashboards, and analytical reporting. Together, the components seek to strengthen self-reliance, economic inclusion, accountability, and community empowerment.

Part I: Job Statement

  • The Project Coordinator (PC) will lead the day-to-day management and integrated delivery of the Skills Development and Economic Inclusion, Female Hygiene Materials and Social Business, and Information Management components. Working under the overall field-level supervision of the Regional Coordinator and with guidance from the Project Focal, the PC will ensure timely implementation in line with the approved Project Work Plan, Results Plan, Financial Plan, UNHCR requirements, Government approvals, and CNRS policies and procedures.

  • The PC will coordinate the project team and maintain regular operational communication with UNHCR, government authorities, sectoral platforms, partners, and CNRS support functions, in consultation with the Regional Coordinator and Project Focal. The position will be accountable for programme delivery, quality, budget discipline, safeguarding, data protection, risk management, reporting, and achievement of the agreed outputs and indicators.

Part II: Job Responsibilities and Tasks

1. Overall Project Coordination and Delivery

  • Prepare and implement an integrated Detailed Implementation Plan, procurement plan, staffing plan, monitoring schedule, and reporting calendar covering all three project components.

  • Coordinate project activities, teams, locations, facilities, and resources to ensure timely delivery against agreed outputs, indicators, budgets, and quality standards.

  • Lead regular work-planning and progress-review meetings, assign responsibilities, follow up agreed actions, and address implementation gaps in consultation with the Regional Coordinator and Project Focal.

  • Maintain coordination with UNHCR, relevant government authorities, sectoral platforms, partners, and service providers. Represent CNRS in project-related forums when delegated by the Regional Coordinator or Project Focal.

  • Supervise project staff, review performance, provide guidance, strengthen teamwork and staff capacity, and promote coordination across the three components.

  • Identify operational and programme risks, maintain mitigation and contingency measures, and promptly escalate major issues to the Regional Coordinator and Project Focal.

  • Ensure accountability to affected people, Age, Gender and Diversity principles, safeguarding, PSEA, staff and participant safety, accessible feedback mechanisms, and timely reporting of incidents or concerns.

2. Technical and Intervention Oversight

  • Provide technical and operational oversight across the Skills Development and Economic Inclusion, FHM and Social Business, and Information Management interventions, ensuring compliance with approved standards, SOPs, and targets.

  • Oversee technical and vocational training, upskilling, English and life-skills training, digital and financial literacy, learner assessment and certification, employment and self-employment support, business grants, and Green Innovation Hubs.

  • Ensure training centres, workshops, tools, equipment, learning materials, trainers, and service facilities remain functional, safe, accessible, and adequately resourced.

  • Guide FHM and craft production planning, raw-material supply, product quality, volunteer engagement and payments, inventory, machinery maintenance, workplace safety, delivery, and responsible market linkages.

  • Ensure income, production, sales, volunteer earnings, and benefit-sharing records are managed transparently and in line with UNHCR requirements, CNRS policies, and the approved social business approach.

  • Oversee post-distribution monitoring and related information-management activities, including assessment design, sampling, digital data collection, data-quality assurance, anonymization, secure storage and transfer, and preparation of cleaned datasets and analytical products.

3. Monitoring, Reporting and Documentation

  • Monitor progress against the Project Work Plan, Results Plan, indicators, targets, budget, and agreed timelines, and initiate corrective action where performance falls behind.

  • Ensure regular field monitoring, data validation, quality review, and appropriate disaggregation of results by age, gender, disability, location, and other relevant characteristics.

  • Prepare and submit timely, accurate, and evidence-based narrative, results, management, and analytical reports in consultation with the Regional Coordinator, Project Focal, and relevant CNRS teams.

  • Guide the preparation and sharing of cleaned datasets, dashboards, PDM reports, summary tables, case studies, and other approved information products.

  • Maintain complete project records, indicator evidence, participant and volunteer information, meeting decisions, risk and action trackers, lessons, and documentation required for management review, donor monitoring, audit, and learning.

4. Financial, Administrative and General Responsibilities

  • Manage project budgets, forecasts, expenditure, and burn rate and ensure compliance with approved allocations, donor requirements, internal controls, and value-for-money principles.

  • Coordinate with finance, procurement, HR, logistics, administration, and programme teams for timely recruitment, procurement, contracting, payments, transport, facility support, and complete documentation.

  • Ensure proper custody, inventory, use, maintenance, physical verification, transfer, and return of UNHCR and project assets, including training, production, office, and information-technology equipment.

  • Support donor and management visits, audits, physical verifications, monitoring exercises, and compliance reviews, and ensure timely completion of agreed corrective actions.

  • Keep the Regional Coordinator and Project Focal informed of major programme, financial, compliance, staffing, safeguarding, and operational matters requiring guidance or decision.

  • Perform other relevant duties assigned by the Regional Coordinator, Project Focal, Director, or Executive Director in support of project delivery and organizational priorities.

Safeguarding and Ethics: The Project Coordinator must uphold the organization's safeguarding, PSEA, child-protection, anti-harassment, fraud-prevention, and ethical-conduct requirements and ensure protection of children, refugees, and other vulnerable groups from abuse, exploitation, discrimination, and harm.
