Education:
  • Bachelor’s degree in Marine Biology, Environmental Science, Natural Resource Management, Fisheries, Forestry or a closely related field. Having a Masters in same discipline will be preferred.

Professional Experience

  • 8 years of relevant professional experience in marine conservation, protected area management, biodiversity conservation, fisheries or coastal resource management.

  • Strong and established professional network within BFD and DoF, with proven experience working directly with both institutions.

  • Experience in government advisory, institutional capacity development and inter-agency coordination.

  • Experience working with coastal or fishing communities and local governance structures.

  • Experience with biodiversity monitoring tools will be considered as an asset.

Other knowledge, additional competences

  • Good knowledge of MPA management, biodiversity conservation and/or fisheries management.

  • Familiarity with MPA management tools, participatory approaches and marine zoning.

  • Strong communication, coordination, stakeholder management and report-writing skills.

  • Knowledge of GIS and remote sensing (e.g. QGIS).

  • Knowledge of relevant marine and biodiversity laws, policies and conventions.

  • Fluency in Bengali and English (both oral and written)

  • Ability to work well under pressure and must be a strong team player

  • Proficiency in Microsoft Office Suite, hands-on experience with digital data systems, and familiarity with various communication tools and modern IT systems

  • Ability to work effectively in an intercultural environment



Responsibilities & Context:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ in Bangladesh is currently seeking applications for the position of “Advisor- Biodiversity (Protected Area Management)" under ‘Better protection of mangroves, swamp forests and marine areas (CONNECT)’ project.

Contract Duration: 06 months (with possibility of extension)

A. Responsibilities

The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.

  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.

  • Advise supervisor on all tasks when implementing GIZ rules and regulations.

  • Advise supervisor in the field of project planning, steering and monitoring.

  • Independently implement goals and requirements set by the line manager.

  • Make decisions which have a short-term effect within a limited project area/ unit.

  • Assist supervisor to identify day to day problem and suggest appropriate solutions.

B. The position holder is responsible for the following tasks

Tasks

  • Provide technical and process advice to government authorities on MPA management, biodiversity conservation and NBSAP implementation.

  • Facilitate inter-agency coordination, particularly between the Bangladesh Forest Department (BFD), Department of Fisheries (DoF) and relevant environmental authorities, including support to a national MPA working group.

  • Support the planning and implementation of Blue Carbon and biodiversity assessments in MPAs, including related monitoring and data collection.

  • Support the development and implementation of MPA management plans, zoning schemes and regulations in coordination with relevant government authorities.

  • Strengthen institutional capacities through training and technical support on monitoring, remote sensing, GIS, spatial planning and gender-responsive MPA management.

  • Facilitate stakeholder engagement with government authorities, local communities, fishers, scientists and other relevant stakeholders to promote effective and sustainable MPA management.

  • Maintain strong working relationships with BFD, DoF and other key government institutions, leveraging established professional networks to support coordination and implementation.

  • Prepare technical inputs, progress reports and knowledge products and contribute to biodiversity surveys, research and reporting to national and regional MPA networks.
