Education:

Professional experience

  • 5 years of relevant professional experience, especially in the field of rule of law and good governance.

  • Extensive working experience with external stakeholders in the justice sector at local and national level.

  • Working experience in bi-lateral project(s) will be an considered as an asset.

Other knowledge, additional competences

  • Knowledge and understanding of the criminal justice sector.

  • In-depth understanding of the development issues, particularly those affecting the governance sector and rule of law.

  • Strong communication and inter-personal skills

  • Excellent writing and editing skills

  • Proven ability in self-organised and independent work, work under pressure and deliver task on time

  • Fluent in English and Bangla (oral and written)

  • Proficiency in Microsoft Office Suite, hands-on experience with digital data systems, and familiarity with various communication tools and modern IT systems

  • Ability to work effectively in an intercultural environment.



Responsibilities & Context:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ in Bangladesh is currently seeking applications for the position of “Advisor- Legal Affairs and Good Governance” under Access to Justice for Women (A2J)’ project.
Contract Duration: Till March 2027 (with possibility of extension)
Band: 04
Responsibilities
The position holder is responsible for:

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.

  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.

  • Advise supervisor on all tasks when implementing GIZ rules and regulations.

  • Advise supervisor in the field of project planning, steering and monitoring.

  • Independently implement goals and requirements set by the line manager.

  • Make decisions which have a short-term effect within a limited project area/ unit.

  • Assist supervisor to identify day to day problem and suggest appropriate solution.

The position holder is responsible for the following tasks:

B. Tasks

Managing and Coordinating

  • Developing relevant strategies and yearly work plans to meet project / programme objectives.

  • Developing indicators for the project / programme to monitor project results relevant to the task

  • Undertaking regular meetings and field visits ensure effective implementation

  • Supporting and guiding partner NGOs for on boarding the Project Staff

  • Managing partner NGOs responsible for implementation of project activities in the field with a specific focus on access to justice and legal assistance.

  • Managing partnership with counterpart both in national and local level.

  • Supporting Case Management Conference Meetings in the project working areas and guiding partner NGOs to make the Judicial Conference as fully functional for achieving expected result.

  • Ensuring strong coordination among the different components of the programme for achieving aggregated result.

  • Hiring and ensuring necessary support from the external consultants where necessary

  • Organizing, Preparing and facilitating trainings, workshops, seminars and other events relevant to the programme

  • Ensuring due diligence for the partner NGOs.

Advocacy, Networking and Cooperation

  • Interacting regularly with the government counterparts for building partnership, trust and smooth working relation between project and counterpart (e.g. judiciary, legal aid organization, police, prosecution, bar association, prison, department of social welfare, universities etc.).

  • Representing the project at meetings, workshops, seminars or any other external events with other stakeholders for effective networking, dialogue and advocacy

  • Generating examples to create an appetite by the GoB for institutionalizing project approaches (e.g. Proactive legal assistance through paralegals, alternative dispute resolution through restorative justice etc.)

  • Generating evidence to initiate discussion with the justice sector for necessary reform

  • Supporting research and study activities on policy topics

Knowledge Management

  • Compiling and analyzing information and results to ensure knowledge transfer among the different components of the project.

  • Developing strategies and technical concepts including guidelines, manuals, and procedures relevant to the project

  • Prepares monthly reports, presentation, concept notes and other materials relevant to his/her component,

Other duties/additional tasks

  • Contributes to other project activities and any other tasks as required

  • Undertakes further job-related training to his position and duties, if required.
