Experience:
Bachelor's or Master's degree in Law, Social Science, Development Studies, Gender Studies, Human Rights, International Relations, Public Administration, Social Work, Psychology, or a relevant discipline.
Must have Professional training or certification in PSEA, safeguarding, child protection, gender, investigation, humanitarian standards, or complaints handling.
Minimum 5-7 years of relevant professional experience in a similar or comparable role.
Must have experience in Gender, PSEA, Child Safeguarding, Protection, Safeguarding, Accountability, Compliance, Investigation, or related areas.
Experience working with an INGO, humanitarian organization, development organization, or donor-funded programme.
Practical experience in handling safeguarding complaints, sensitive cases, investigations, and follow-up actions.
Proven experience in preparing detailed investigation reports, management reports, incident reports, case summaries, and recommendations.
Experience in donor communication, donor reporting, due diligence, assessments, compliance reviews, and safeguarding requirements.
Experience in communicating with donors, UN agencies, INGOs, government authorities, partners, and other stakeholders.
Must have Experience working in Cox's Bazar and/or FDMN/Rohingya response programmes.

Job Summary
The Specialist – Gender, PSEA & Child Safeguarding will be responsible for strengthening and supporting CODEC's Gender, PSEA, Child Safeguarding, complaints handling, investigation, reporting, and safeguarding systems.
The position will provide technical guidance to programme teams, support safeguarding and PSEA investigations, prepare professional reports and documentation, coordinate with management and relevant stakeholders, and support donor assessments and compliance requirements.
The position will also maintain professional communication with donors, UN agencies, INGOs, government authorities, partners, and other relevant stakeholders on safeguarding and PSEA matters.
Key Responsibilities:
Lead and coordinate Gender, PSEA and Child Safeguarding activities within CODEC programmes.
Provide technical support to project teams and safeguarding/PSEA focal points.
Strengthen the implementation of safeguarding, PSEA, Gender and Child Safeguarding policies and procedures.
Support complaint and feedback mechanisms and ensure safeguarding concerns are appropriately recorded, referred, followed up, and documented.
Handle complaints and cases with strict confidentiality, neutrality, impartiality, and professionalism.
Support and coordinate detailed safeguarding, PSEA, Gender and Child Safeguarding investigations.
Assist in investigation planning, evidence review, interview planning, documentation, analysis, findings, conclusions, and recommendations.
Provide technical guidance to investigators and support investigation teams in maintaining quality and professional standards.
Prepare high-quality investigation reports, incident reports, case summaries, management briefs, action plans, and follow-up reports.
Provide management with objective and evidence-based findings and recommendations.
Monitor the implementation of corrective and preventive actions arising from investigations, complaints, assessments, and monitoring.
Prepare regular reports on safeguarding, PSEA, complaints, investigations, training, monitoring, and related activities.
Maintain proper and confidential records of complaints, investigations, donor communications, assessments, and safeguarding activities.
Communicate and coordinate professionally with donors, UN agencies, INGOs, government authorities, partners, and other stakeholders.
Prepare donor communications, reports, assessment responses, safeguarding questionnaires, action plans, and follow-up documents.
Support CODEC in donor due diligence, safeguarding assessments, PSEA capacity assessments, compliance reviews, and other related processes.
Participate in relevant coordination and sector meetings and represent CODEC when assigned.
Develop and facilitate training, orientation, and awareness sessions on Gender, PSEA, Child Safeguarding, Code of Conduct, complaints mechanisms, and related subjects.
Conduct field visits and monitor safeguarding practices at project level.
Identify safeguarding risks and recommend appropriate corrective and preventive measures.
Support the review and development of safeguarding, PSEA, investigation, complaint handling, and related policies, procedures, tools, and guidelines.
Maintain a daily work journal and submit periodic reports to management.
Perform any other relevant responsibilities assigned by CODEC management.
Job Location
Ukhiya, Cox's Bazar, with regular field visits and travel to other CODEC programme locations nationwide as required.
