  • Minimum 3–5 years of professional experience in MEAL roles within humanitarian or emergency contexts, with at least 2 years in Cox’s Bazar (Rohingya Response).

  • Proven experience working within a multi-partner consortium framework or sub-grant management structure.

Technical Expertise

  • Strong practical knowledge of mobile data collection platforms (KoboToolbox, ODK, CommCare) and data visualization tools (Excel, PowerBI).

  • Familiarity with GEDSI intersectionality, GBV information management standards, and safe handling of sensitive protection data.

  • Demonstrated experience establishing survivor-centered Accountability to Affected Populations (AAP) systems and feedback mechanisms in refugee camp setups.

  • Understanding of DFAT MEAL standards and Rohingya Response coordination platforms (RCP, Sectors, Working Groups) is a strong advantage.

Language & Soft Skills

  • Fluency in written and spoken Bengali and English.

  • Working knowledge of Chittagonian and/or Rohingya dialect is required for field-level accountability work.

  • Strong analytical skills, attention to detail, and ability to work collaboratively in a multi-agency setting.



Responsibilities & Context:

Project Title: Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar
Job Context: Nari Maitree (NM), a well-established women-led NGO with 43 years of experience in Bangladesh, dedicated to empowering women, children, and marginalized communities through human rights, gender equality, disaster resilience, and health initiatives. As a key consortium partner of IRC in the DFAT-funded program "Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar," Nari Maitree leads the consortium's thematic technical domain on GBV Prevention & Response, Gender Equality, and Gender-Inclusive GEDSI (Gender Equality, Disability, and Social Inclusion).
Duty Station: Ukhiya, CoxsBazar, Bangladesh (with frequent field visits to Rohingya camps and host communities)
Reports To: Project Coordinator
Position Summary: The MEAL Officer will lead the execution of all monitoring, evaluation, accountability, and learning functions for Nari Maitree under the DFAT-funded Consortium. This role ensures that Nari Maitree’s field activities—particularly in GBV prevention, response, and gender-diverse inclusion—are backed by robust, disaggregated data, survivor-centered accountability channels, and continuous learning systems. The MEAL Officer will actively represent Nari Maitree in the Consortium’s MEL Community of Practice (CoP) and collaborate closely with the Project Management Unit (PMU) to ensure data quality, harmonized reporting, and localized accountability across all project interventions.
Key Responsibilities & Essential Functions

  • Monitoring & Data Collection (GEDSI & Disaggregated Systems)

    • Implement Nari Maitree’s project monitoring framework in alignment with the Consortium-wide MEAL strategy.

    • Develop, digitize, and deploy data collection tools (using KoboToolbox / ODK) capturing GEDSI-disaggregated indicators (age, gender, disability, diversity status).

    • Conduct regular field visits to Rohingya camps and host community sites to verify activity progress, monitor service quality, and conduct spot-checks on routine data.

    • Ensure data integrity, privacy, and safe handling of sensitive GBV and protection data following international protection principles and information-sharing protocols.

  • Accountability to Affected Populations (AAP) & Feedback Channels

    • Establish, manage, and maintain accessible, safe, and confidential community feedback and complaint mechanisms (FCM) tailored for women, girls, gender-diverse individuals, and marginalized groups.

    • Coordinate with the PMU and IRC’s AAP Lead to track partner-led responses to community feedback and escalate critical safeguarding or protection issues immediately.

    • Conduct regular satisfaction surveys and FGDs with affected communities to evaluate the safety, accessibility, and dignity of services provided.

  • Learning, Adaptation & Consortium CoP Engagement

    • Actively participate in quarterly meetings and tasks of the Consortium MEL Community of Practice (CoP), contributing Nari Maitree’s field insights to harmonized learning across all 7 partners.

    • Facilitate monthly/quarterly internal reflection and learning sessions with field teams to review monitoring findings and drive adaptive management.

    • Document success stories, case studies, best practices, and lessons learned—particularly regarding gender-diverse inclusion and localized GBV programming.

  • Reporting & Quality Assurance

    • Prepare high-quality monthly, quarterly, and annual MEAL progress reports, donor dashboard inputs, and indicator tracking tables (ITT).

    • Support the Project Coordinator and PMU in compiling data for bi-annual Consortium Partners’ Forum (CPF) reviews and DFAT reporting cycles.

    • Participate in baseline, mid-term, and endline evaluations, working alongside external evaluators and consortium technical advisors.

Assignment Duration: Tentative 27 months



Job Other Benifits:
    • Consolidated Tk. 55,000/- (BDT) per month and other admissible benefits as per organization rules. (Inclusive of all applicable taxes as per the law of Bangladesh)
