Education:

  • Minimum 4–5 years of professional experience in financial management, accounting, and grant compliance within national or international NGOs.

  • At least 2 years of direct experience managing sub-grant finances and reporting for institutional donor-funded projects (DFAT, USAID, FCDO, or UN agencies).

  • Experience working in the Cox’s Bazar Rohingya Humanitarian Response framework is highly desirable.

Technical & Software Skills

  • Advanced proficiency in accounting software (e.g., Tally Prime, QuickBooks, or ERP systems) and Microsoft Excel (advanced formulas, pivot tables, and financial modeling).

  • Strong understanding of Bangladeshi tax laws, VAT structures, labor laws, and NGO Affairs Bureau (NGOAB) financial procedures.

  • Solid understanding of sub-grant compliance, cost-allocation methods, and donor audit standards.

Interpersonal & Language Skills

  • Excellent written and verbal communication skills in both English and Bengali.

  • High integrity, transparency, and detail-oriented analytical skills.

  • Ability to work effectively in a multi-partner consortium environment under tight reporting deadlines.



Responsibilities & Context:

Project Title: Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar
Job Context: Nari Maitree (NM), a well-established women-led NGO with 43 years of experience in Bangladesh, dedicated to empowering women, children, and marginalized communities through human rights, gender equality, disaster resilience, and health initiatives. As a key consortium partner of IRC in the DFAT-funded program "Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar," Nari Maitree leads the consortium's thematic technical domain on GBV Prevention & Response, Gender Equality, and Gender-Inclusive GEDSI (Gender Equality, Disability, and Social Inclusion).
Duty Station: Ukhiya and Teknaf (Camp-based in Rohingya Refugee Camps and Host Communities)
Reports To: Project Coordinator / Director -Finance
Position Summary: The Finance Officer will manage financial management, budgeting, sub-grant compliance, bookkeeping, and financial reporting for Nari Maitree’s component of the DFAT-funded Consortium.Working under the programmatic framework led by IRC as the Prime Agency, the Finance Officer ensures that all project expenditures comply with DFAT rules, IRC sub-grant agreement terms, and Nari Maitree’s financial policy. This role collaborates closely with the Consortium’s Project Management Unit (PMU), IRC Finance Partnership Managers, and internal project staff to uphold high standards of financial accountability, value for money, and audit readiness.

Key Responsibilities & Essential Functions

  • Sub-Grant Financial Management & DFAT Compliance

    • Maintain day-to-day accounting, voucher verification, and financial record-keeping in accordance with Nari Maitree’s financial manual and DFAT/IRC sub-grant guidelines.

    • Ensure all expenditures are correctly coded to specific project budget lines, funding source codes, and cost centers under the DFAT project agreement.

    • Verify procurement documents, bills, invoices, logbooks, and travel claims to guarantee proper approval trails, value for money, and strict adherence to threshold limits before payment processing.

    • Ensure full compliance with National Tax (AIT) and VAT regulations of Bangladesh, ensuring timely deduction at source and deposit to the government treasury.

  • Financial Reporting, Audit & PMU Coordination

    • Prepare monthly, quarterly, and annual financial reports, budget variance analyses (BVA), and fund reconciliation statements for submission to IRC and the PMU.

    • Coordinate with IRC’s Finance Partnership Manager during routine sub-grant reviews, financial verifications, and compliance monitoring visits.

    • Lead preparation for internal, external, and donor-mandated project audits (DFAT/IRC), ensuring all physical vouchers, bank statements, and supporting documentation are complete and readily accessible.

    • Monitor burn rates and forecast monthly cash flow requirements to ensure smooth operational delivery in Cox's Bazar camp and host community interventions.

  • Internal Controls, Risk Management & Anti-Fraud

    • Enforce robust internal financial controls to prevent fraud, mismanagement, double-dipping, or misallocation of project funds.

    • Maintain complete, organized, and secure digital and physical financial archives for all project transactions.

    • Assist project leadership in updating financial risk registers and implementing financial risk mitigation measures in alignment with PMU directives.

  • Capacity Support & Operational Synergy

    • Work closely with the Project Coordinator, Gender Advisor, and procurement team to ensure alignment between technical work plans and financial spending plans.

    • Provide financial guidance and orientation to field staff on petty cash management, field advance settlements, and travel expense documentation.



Job Other Benifits:
    • Consolidated Tk. 55,000/- (BDT) per month and other admissible benefits as per organization rules. (Inclusive of all applicable taxes as per the law of Bangladesh)
