Experience
Experience
At least five (5) years of relevant professional experience in food security, humanitarian assistance, development programmes, or project management.
Demonstrated experience in managing and implementing Food Security programmes, preferably within a General Food Assistance (GFA) Programme.
Experience working with WFP-funded or WFP-supported programmes will be considered a distinct advantage.
Experience in managing field-based teams and coordinating multi-sectoral programme activities is highly desirable.

The Society for Health Extension and Development (SHED), a national NGO dedicated to serving communities in Cox's Bazar, is currently looking for experienced professionals. We invite applications from suitable candidate for the following position for implementing the “General Food Assistance Programme” supported by WFP at Camps of Teknaf Upazila in Cox’s Bazar District, up to December 31, 2026.

Job Purpose
The Programme Manager – GFA will provide overall leadership, strategic direction, and management oversight for the effective implementation of the General Food Assistance (GFA) Programme. The position is responsible for ensuring that programme activities are implemented efficiently, effectively, and in compliance with organizational policies, donor requirements, WFP standards, applicable government regulations, and approved programme guidelines.
The Programme Manager will ensure timely and high-quality delivery of assistance to eligible beneficiaries, effective coordination with relevant stakeholders, sound programme management, and continuous improvement of programme performance and accountability.
Key Duties and Responsibilities
Programme Leadership and Management
Provide overall leadership, strategic direction, and management oversight for the implementation of the GFA Programme.
Ensure the timely, effective, and high-quality delivery of GFA assistance in line with programme objectives, WFP requirements, and organizational commitments.
Lead the development, review, and implementation of programme work plans, strategies, and operational plans.
Oversee the day-to-day implementation of programme activities across all GFA outlets and operational locations.
Ensure that programme activities are implemented in accordance with approved Standard Operating Procedures (SOPs), guidelines, agreements, and organizational policies.
Monitor programme performance against approved targets, indicators, work plans, and implementation schedules.
Identify operational gaps and develop practical measures to improve programme efficiency, effectiveness, and quality.
Ensure that lessons learned and good practices are documented and integrated into programme planning and implementation.
Team Leadership and Staff Management
Provide overall supervision, technical guidance, and support to programme and field teams.
Ensure effective management and coordination of MEAL, Community Feedback Mechanism (CFM), Outlet Supervisors, Outlet Management Team Leaders (OMTLs), Community Mobilizers, and other relevant programme personnel.
Ensure that programme staff receive appropriate orientation, coaching, mentoring, capacity building, and technical support.
Review staff performance and provide constructive feedback to strengthen individual and team performance.
Promote a professional, collaborative, accountable, and results-oriented working environment.
Ensure adequate staffing and appropriate deployment of personnel across programme locations.
Programme Quality, Monitoring, and Accountability
Monitor beneficiary access to GFA assistance and identify operational barriers affecting effective and equitable service delivery.
Ensure the proper implementation of beneficiary entitlement, redemption, and e-voucher-related activities.
Oversee the effective functioning and compliance of Fresh Food Corners (FFC) and other relevant programme components.
Review monitoring findings and ensure that timely and appropriate corrective actions are implemented.
Review programme data, dashboards, reports, and field monitoring findings to support evidence-based decision-making.
Ensure that programme documentation, records, databases, and supporting evidence are properly maintained, updated, and accessible.
Promote accountability, transparency, inclusion, protection, and safeguarding principles throughout programme implementation.
Coordination and Stakeholder Engagement
Ensure effective coordination and collaboration with WFP, relevant government authorities, sector partners, community representatives, and other stakeholders.
Represent the GFA Programme in relevant coordination meetings, workshops, technical forums, and stakeholder engagements.
Maintain effective professional relationships with beneficiaries, community representatives, partners, and other relevant stakeholders.
Ensure effective coordination during WFP monitoring missions, evaluations, assessments, audits, and field visits.
Coordinate the preparation and availability of required documents, datasets, reports, and supporting evidence for monitoring and evaluation exercises.
Risk Management, Compliance, and Safeguarding
Lead coordination and follow-up regarding programme incidents, operational risks, compliance issues, and safeguarding concerns.
Ensure the timely identification, assessment, mitigation, and management of operational risks across GFA activities.
Ensure compliance with organizational policies, donor requirements, WFP standards, approved agreements, and applicable government regulations.
Promote strong internal controls and accountability mechanisms to ensure the transparent and responsible implementation of programme activities.
Escalate significant programme risks, incidents, and compliance concerns to senior management in a timely manner.
Reporting, Information Management, and Communication
Ensure that accurate, timely, and high-quality programme reports are prepared and submitted to senior management and WFP, as required.
Prepare regular management updates, briefing notes, presentations, situation reports, and other programme-related communications.
Ensure timely communication of programme decisions, policy changes, operational instructions, and other relevant information to programme teams.
Ensure effective information management and appropriate use of programme data for planning, monitoring, and decision-making.
Resource and Operational Management
Coordinate closely with Logistics, Finance, Human Resources, Procurement, IT, and other support functions to ensure the smooth implementation of programme activities.
Ensure that adequate staffing, resources, equipment, and operational arrangements are available at programme locations.
Support programme budget planning, expenditure monitoring, and the efficient and accountable utilization of programme resources.
Ensure that operational requirements are identified and addressed in a timely manner to avoid disruptions to programme implementation.
Duty Station
Teknaf, with regular travel to programme locations and field sites as required.

Supervises: Relevant GFA Programme and Field Staff, including MEAL, CFM, Outlet Supervisors, OMTLs, Community Mobilizers, and other assigned personnel.
