Bachelor’s/Graduate degree in environmental science/BSc in Civil Engineering from public/government-recognized university or 4 years Diploma in Medical Faculty.

Professional Experience:

• Minimum of 3 years’ experience in WASH with a focus on WASH in community, Health & School in Cox`s Bazar.

• Expertise in Medical Waste Management is an advantage

• Emergency response, Disaster Preparedness/ Disaster Risk Reduction (DRR), climate change & adaptation is considered an added advantage.

Professional Requirements:

• Maintain strong coordination with local government authorities and other implementing agencies at the field level.

• Demonstrate knowledge of and practical experience with PRA tools, techniques, KoBo tools and participatory approaches.

• Possess strong facilitation skills and expertise.

• Prior knowledge and experience in humanitarian contexts, particularly in Cox’s Bazar, will be considered an advantage.

• Strong understanding of WASH infrastructure, Hygiene Promotion, Water quality and quality monitoring will be regarded as an asset.

• Strong commitment and demonstrated attitude and skills to mainstreaming gender, diversity and inclusion.

• Data collection and report writing skills

Language:

• English language skills good (written, spoken and reading).

• Understand/fluency of Cox’s Bazar’s local dialect is an asset.

Contract type: Part-time – 62.5% Employment (25 hours/week)

Coordinates with: WASH teams

Main Responsibilities And Tasks:

• Planning and Implementation

  • Support the Project Supervisor/Program Manager and Field Promoters (FPs), Site Engineer in developing and facilitating work plans for WASH activities in communities, Healthcare Facilities (HCFs), and targeted schools in line with the project proposal, logical framework, annual targets, and organizational procedures.

  • Conduct field assessments to identify WASH infrastructure requirements, gaps, risks, and priority needs at community, school, and HCF levels.

  • Identify suitable locations and beneficiaries for WASH hardware interventions in consultation with communities, HCFs, schools, government authorities, and relevant stakeholders.

  • Support to prepare technical drawings, designs, specifications, Bill of Quantities (BoQ), cost estimates, and other technical documents for WASH infrastructure interventions as required.

  • Provide technical support and guidance for construction, rehabilitation, renovation, repair, and maintenance of WASH infrastructure in communities, HCFs, and schools.

  • Ensure UHCs, FWCs, Community Clinics (CCs), UHSCs, schools, and community facilities implement project activities according to approved designs, specifications, standards, and agreed timelines.

  • Work closely with the Field Promoters, contractors, suppliers, masons, carpenters, and other relevant personnel to ensure quality implementation.

  • Supervise and monitor all WASH intervention example: community session, planning session, construction, rehabilitation, repair, and maintenance work and identify technical issues requiring corrective measures.

  • Support the preparation of monthly implementation plans and periodically review progress with the line manager.

  • Ensure timely and resource-efficient implementation of project activities according to approved budgets and work plans.

  • Support beneficiary selection and community engagement processes for WASH infrastructure and hygiene interventions.

  • Provide technical support to field teams for implementation of WASH activities following relevant standards, WASH FIT, Sphere, Sector and organizational procedures.

  • Support the preparation of IPC materials, MHM kits, hygiene kits, and other necessary materials, including procurement, distribution, record keeping, and monitoring of appropriate utilization.

  • Coordinate with Logistics and Finance teams in identifying suitable suppliers and ensuring procurement of materials that meet required technical specifications and quality standards.

  • Collaborate with Gender, MEAL, Finance, Logistics, and other departments to ensure timely and integrated project implementation.

  • Integrate disaster risk reduction (DRR), climate-resilient, gender-sensitive, disability-inclusive, and child-protection approaches throughout the project management cycle.

  • Support emergency WASH needs assessments, planning, and implementation when required.

• Monitoring, Reporting, and Documentation:

  • Conduct and document field assessments and prepare assessment reports and proposed infrastructure intervention reports within the stipulated timeframe.

  • Lead data collection, record keeping, data verification, and regular updating of the project database to track progress against planned activities and targets.

  • Act as a resource person for project-related data and information management at field level.

  • Conduct regular field visits and monitor project implementation, quality, progress, and compliance with approved standards and specifications.

  • Support periodic MEAL visits, monitoring exercises, progress reviews, and follow-up actions in coordination with MEAL teams, line managers, site Engineers, & FPs.

  • Document field-level findings, challenges, lessons learned, and corrective actions and share them with the relevant team members.

  • Prepare and submit weekly, monthly, need-based, bi-annual, and annual reports as required.

  • Provide accurate information and technical inputs for project proposals, donor reports, case studies, success stories, and other organizational reporting requirements.

  • Track project targets versus achievements and identify implementation gaps for timely corrective action.

  • Ensure proper documentation of construction progress, technical assessments, BoQs, drawings, monitoring findings, and completion records.

  • Support water quality testing, monitoring, and documentation in targeted facilities.

• Capacity Strengthening:

  • Assess the technical capacity of Field Promoters, Community Mobilizers, and other internal staff and develop appropriate capacity-building plans.

  • Provide continuous mentoring, coaching, and technical guidance to field staff on WASH infrastructure, construction quality, operation and maintenance, hygiene promotion, and relevant technical standards.

  • Establish and strengthen Operation and Maintenance (O&M) groups for WASH facilities through focus group discussions, demonstrations, orientations, and training.

  • Lead and facilitate technical training and orientation sessions for beneficiaries, WASH committees, contractors, masons, carpenters, healthcare workers, and other relevant stakeholders.

  • Support the design and implementation of capacity-building initiatives for health service providers, school committees, teachers, students, and community representatives.

  • Organize practical demonstrations on appropriate construction, operation, maintenance, hygiene, and safe use of WASH facilities.

  • Promote innovation, knowledge sharing, best practices, and community ownership to improve sustainability of WASH interventions.

  • Encourage government representatives and relevant stakeholders to take ownership of WASH initiatives and support long-term sustainability.

• PSEAH and other:

  • Strictly comply with HEKS/EPER's Code of Conduct, PSEAH, safeguarding, protection, and confidentiality requirements.

• Organizational Compliance:

  • Maintain strict confidentiality of all personal and household Data of Beneficiaries

  • Do not share respondent information, photographs, recordings, case details, or data with unauthorized people.

  • Do not collect unnecessary personal or sensitive information.

  • Immediately report any safeguarding, PSEA, fraud, misconduct, or confidentiality concern through the approved reporting mechanism.

  • Ensure that all interactions with women, children, persons with disabilities, and other vulnerable groups are conducted safely and respectfully.

  • Proactively support organization commitments to gender equality, child protection and disability sensitivity:

    i) Implement all work-related activities with a gender, disability and child protection lens, considering the different needs, concerns and ideas of our staff and beneficiaries

    ii) Ensure the incorporation of gender equity principles in all policies and activities

    iii) Encourage the participation of all genders in meeting and on committees

    iv) Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

  • Provide timely incident report to the line manager as needed.

  • Incident takes place, encourage others to do so.

• General

  • Deliver high quality results in line with the terms of reference agreed in advance to do this in a way which maintains the reputation of the Humanitarian Department.

  • Ensure WASH facilities meet minimum standards for safety, accessibility, inclusiveness, gender sensitivity, and disability friendliness.

  • Ensure construction and WASH interventions comply with approved technical designs, specifications, BoQs, organizational standards, and relevant sector guidelines.

  • Apply relevant standards and guidelines, including Sphere Standards, Core Humanitarian Standards (CHS), WASH FIT guidelines, healthcare waste management SOPs, and applicable government/sector standards.

  • Ensure quality, quantity, durability, functionality, and appropriate use of WASH infrastructure and materials.

  • Identify technical and implementation risks and recommend appropriate corrective measures.

  • Ensure construction sites are properly managed and maintained in accordance with health, safety, and environmental requirements.

  • To perform such other responsibilities as agreed with your line management.
