Association of Voluntary Actions for Society (AVAS) is a national non-profit, rights-based development organization working since 1998 to improve the lives of vulnerable and marginalized communities across Bangladesh. AVAS implements programs in health, gender equality, child protection, climate resilience, livelihood development, education and humanitarian response through strong community engagement and partnerships with government and international development agencies. Project Summary

AVAS is implementing the ECO-RESOLVE project in Bhola district, one of Bangladesh's most climate-exposed coastal districts, in partnership with Plan International Bangladesh. The 10-month project (September 26 to June 2026) aims to reduce climate and disaster-induced risks for vulnerable communities by strengthening locally led, ecosystem-based adaptation (EbA) systems. The project works across three interlinked outcomes: (1) establishing community- and youth-led institutional platforms for EbA - including EbA Action Groups (EAGs), school-based MetClubs and youth DRR volunteers - at union and school level; (2) supporting households to adopt diversified, climate-resilient and biodiversity-positive livelihood practices such as organic sack gardening, integrated fish-fruit-vegetable-duck (2FVD) models, vermicomposting, biochar and bio-digesters, alongside entrepreneurship and market linkage support; and (3) strengthening local disaster risk governance - Union and Upazila Disaster Management Committees (UDMC/UzDMC) - to integrate EbA into Community Risk Assessments (CRA) and Risk Reduction Action Plans (RRAP), early warning systems and cyclone shelter rehabilitation. The project places strong emphasis on MEAL, community accountability, safeguarding and gender-responsive, youth-centred programming, anchored within Plan Bangladesh's Programme Quality and Innovation (PQI)/PMERL system.

Position Summary

The Technical Officer (MEAL) will lead implementation of the project's Monitoring, Evaluation, Accountability and Learning (MEAL) system, anchored within Plan Bangladesh's PQI/PMERL platform. The role ensures high-quality data collection, verification, analysis and reporting against the logframe across all three outcomes, manages the project's community accountability mechanism, and supports evidence-based, adaptive management and learning.

Experience

• Minimum 4-6 years of progressive experience in MEAL within donor-funded climate resilience, DRR, or livelihoods programmes.

• Experience managing MEAL systems for institutional/INGO donors, including PMERL or similar platforms.

• Demonstrated experience in survey design, quantitative and qualitative analysis, and evaluation management.

Academic Qualifications

• Master's degree in Statistics, Development Studies, Environmental Science, Social Science, Demography or a related discipline.

• Formal training in Monitoring & Evaluation, Results-Based Management (RBM), or data analytics preferred.

Requirements

Technical Competencies

• Strong knowledge of Logframe, Theory of Change, RBM and performance monitoring frameworks.

• Advanced proficiency in MS Excel and data analysis software (SPSS, STATA, R, or similar).

• Experience with digital data collection platforms (KoboToolbox, ODK, CommCare) and PMERL or comparable donor reporting platforms.

• Strong analytical writing and evidence-based reporting skills.

Key Duties and Responsibilities

1. Monitoring & Results Management

• Operationalize the project MEAL Plan aligned with the approved logframe and results framework across all three outcomes.

• Maintain the Indicator Performance Tracking Table (IPTT) and ensure systematic tracking of output, outcome and impact indicators.

• Design data collection tools and reporting templates, and upload field-level data to the PMERL system on a quarterly basis.

• Conduct field monitoring visits and routine Data Quality Assessments (DQA) covering EAGs, MetClubs, livelihood interventions and UDMC/UzDMC processes.

2. Evaluation & Research

• Support baseline, midline, endline and KAP surveys, and coordinate external consultants for evaluations as required.

• Develop Terms of Reference (ToR) for evaluations and ensure ethical standards, informed consent, and safeguarding compliance in all data processes.

• Document Stories of Change from youth, women, and community leaders.

3. Accountability to Affected Populations (AAP)

• Establish and manage the project's gender-responsive Complaint, Feedback and Response Mechanism (CFRM).

• Ensure community feedback is documented, analyzed, and responded to within defined timelines, escalating safeguarding concerns as appropriate.

4. Reporting & Compliance

• Contribute to high-quality donor reports (monthly, quarterly, annual) with robust data analysis and evidence.

• Ensure compliance with donor visibility, documentation and audit requirements, and maintain organized MEAL documentation.

5. Learning & Knowledge Management

• Facilitate quarterly reflection and learning sessions and After-Action Reviews (AAR) with the project team.

• Document good practices, case studies and lessons learned, and support dashboard/data visualization for management decision-making.
