Association of Voluntary Actions for Society (AVAS) is a national non-profit, rights-based development organization working since 1998 to improve the lives of vulnerable and marginalized communities across Bangladesh. AVAS implements programs in health, gender equality, child protection, climate resilience, livelihood development, education and humanitarian response through strong community engagement and partnerships with government and international development agencies. Project Summary

Project 1 - Climate Resilience, Livelihoods and Local Governance Project (CRS Signature Programme): AVAS is implementing this 48-month project in four unions (Nilganj, Dhulasar, Latachapoli and Dalbuganj) of Kalapara Upazila, Patuakhali District, with support from Christian Aid. The project addresses the compounding impacts of cyclones, tidal surges, salinity intrusion and erratic rainfall on climate-vulnerable coastal communities, especially women, smallholder farmers, fisherfolk and persons with disabilities. It works across three interlinked outcomes: (1) strengthening climate-resilient, diversified and equitable livelihoods through climate-adaptive agriculture, renewable energy livelihoods, women-led producer groups and market linkages; (2) building locally led early warning, preparedness and shock-responsive support systems to help communities anticipate, withstand and recover from climate-induced disasters; and (3) strengthening inclusive climate governance so that communities, particularly women, can influence Loss & Damage advocacy, climate finance and local governance platforms.

Project 2 - Transforming Women's Economic Lives in Kalapara (WTE Programme): AVAS is implementing this 4-year project (August 2026 - July 2030) across Mohipur and Latachapoli unions of Kalapara Upazila, under Christian Aid's Women Transforming Economies (WTE) Asia Multi-Country Cooperation programme. The project responds to the precarious, informal and gender-unequal working conditions of an estimated 1,000 women and adolescent girls working in the fish Arat (commission agents' shop) economy of Mohipur and Alipur. It works across three outcomes aligned with the WTE Theory of Change: (1) diversified and dignified livelihoods with increased women's control over income and assets, delivered through Women's Economic Hubs, financial literacy and microgrants; (2) safe, fair and gender-responsive working conditions in the Arat economy, through Women Workers' Circles, employer-worker dialogues and a Decent Work Pledge; and (3) strengthened women's collective voice in local and national economic governance and policy processes.

Position Summary

The MEAL Officer will lead implementation of the project's Monitoring, Evaluation, Accountability and Learning (MEAL) system. The role ensures high-quality data collection, verification, analysis and reporting against the project's outcome and output indicators, manages the project's community accountability mechanism, and supports evidence-based, adaptive management and learning across the four intervention unions.

Experience

•Minimum 3-5 years of progressive experience in MEAL within donor-funded livelihoods, resilience or governance programmes.

•Demonstrated experience in survey design, quantitative and qualitative analysis, and indicator tracking.

•Experience managing complaint/feedback and community accountability mechanisms.

Academic Qualifications

• Bachelor's/Master's degree in Statistics, Development Studies, Social Science, or a related discipline.

• Formal training in Monitoring & Evaluation or data analytics preferred.

Requirements

Technical Competencies

• Strong knowledge of logframes, results-based management and performance monitoring frameworks.

• Proficiency in MS Excel and digital data collection platforms (KoboToolbox, ODK, or similar).

• Strong analytical writing and evidence-based reporting skills.

Key Duties and Responsibilities

1. Monitoring & Results Management

• Operationalize the project MEAL Plan aligned with the approved outcomes and outputs.

• Maintain the indicator tracking system and ensure systematic tracking of output, outcome and impact indicators.

• Design data collection tools and reporting templates; conduct routine data quality checks.

• Conduct field monitoring visits covering livelihood groups, early warning systems, and climate governance activities.

2. Evaluation & Research

• Support baseline, mid-term and endline surveys, coordinating with external consultants as required.

• Ensure ethical standards, informed consent, and safeguarding compliance in all data processes.

• Document success stories and case studies from participants and communities.

3. Accountability to Affected Populations (AAP)

• Establish and manage the project's gender-responsive Complaint Response Mechanism (CRM).

• Ensure community feedback is documented, analyzed, and responded to within defined timelines, escalating safeguarding concerns as appropriate.

4. Reporting & Compliance

• Contribute to high-quality donor reports (monthly, quarterly, annual) with robust data analysis and evidence.

• Ensure compliance with donor visibility, documentation and audit requirements.

5. Learning & Knowledge Management

• Facilitate quarterly reflection and learning sessions with the project team.

• Document good practices, case studies and lessons learned for management decision-making.
