Experience:

• Bachelor`s/Master`s preferably in Civil Engineering, Water Resources Engineering, or Environmental Engineering. Candidates with a Master`s/Bachelor`s in Environmental Science, water resource and Environment, or Development Studies with strong hands-on water/civil engineering experience will also be considered.

• At least 7 years
• The applicants should have experience in the following business area(s): NGO

• Age At least 29 years

• Strong knowledge of climate change adaptation, climate-smart agriculture, resilient livelihoods, water security, nature-based solutions, and community-based adaptation.

• In-depth technical expertise in Rainwater Harvesting Systems (RWHS), including design, installation, operation, and drinking water supply at household and institutional levels.

• Strong communication, negotiation, stakeholder engagement, and partnership-building skills with government agencies, LGIs, communities, and development partners.

• Excellent report writing, technical documentation, data analysis, and knowledge management skills.

• Strong skills in budget management, procurement, resource planning, and oversight of civil and water infrastructure works.

• Strategic, results-oriented leadership with strong accountability, collaboration, and decision-making skills.

Experience :

• Minimum 7 years of progressive professional experience in water resource management, WASH, or water/civil engineering within the NGO or development sector.

• Atleast 3 years in a senior technical/managerial role. Proven experience working with municipalities and community institutions.

• Minimum 3 years of relevant experience in project operations, programme implementation and monitoring. NGO/INGO, development, climate adaptation, resilience, or environmental sector.

Position: Regional Manager, Technical (Water Resource Management); Climate and Environmental Innovation Programme (CEIP).

Project Location: Morrelganj, Bagerhat

Contract Duration: The initial contract will be from joining date to June 30, 2027. The contract may be extended subject to satisfactory performance and availability of budget.

Job Purpose:

To provide senior technical leadership in the planning, design, implementation, and supervision of household- and institution-level Rainwater Harvesting Systems (RWHS) for safe drinking water, as well as surface water restoration works, including canal and pond excavation and re-excavation for agriculture, livestock, and biodiversity. The position will responsible for field implementation of integrated water resource management interventions across coastal and other climate-affected areas of Bangladesh, ensuring technical quality, sustainability, community ownership, and effective coordination with government agencies and local stakeholders

Key Responsibilities:

• Lead and oversee the Regional Adaptation Clinic, ensuring efficient, high-quality, results-oriented operations and effective use of infrastructure, equipment, vehicles, digital tools, and other resources.

• Provide senior technical leadership for the planning, design, implementation, and supervision of Rainwater Harvesting Systems (RWHS), pond/canal restoration, and other climate-resilient water infrastructure.

• Lead technical assessments, feasibility studies, engineering designs, specifications, BoQs, procurement support, and construction supervision, ensuring quality, cost-effectiveness, sustainability, and compliance with standards.

• Identify and prioritize integrated water resource management interventions based on community needs, climate vulnerability, technical feasibility, environmental considerations, and programme priorities.

• Develop and oversee regional work plans, budgets, procurement plans, implementation schedules, monitoring, quality assurance, MIS reporting, and evidence generation.

• Build and maintain partnerships with government agencies, LGIs, research institutions, development partners, and other stakeholders, and facilitate knowledge sharing, learning, innovation, and climate adaptation planning.

• Ensure compliance with organisational policies, donor requirements, safeguarding, environmental and social standards, GESI, and financial controls, while preparing quality reports, technical briefs, case studies, and management updates.

Safeguarding Responsibilities:

• Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
