Job summary: The Monitoring, Evaluation, and Learning (MEL) Manager leads the tracking, measurement, and learning functions of the Oporajita Collective Impact Initiative. The role works closely with partner organizations to monitor progress, measure results, improve data quality, and support evidence-based decision-making. The position manages shared reporting systems, coordinates evaluations and learning activities, analyzes program data, and provides insights to strengthen program performance. The MEL Manager also supports partners in building their monitoring capacity, ensures effective data management and protection, and contributes to donor and program reporting.
Main duties and responsibilities

• Lead the design, implementation, and continuous improvement of the Monitoring, Evaluation, and Learning (MEL) framework for The Asia Foundation as the backbone organization, ensuring effective tracking of key performance indicators, outcomes, and overall initiative performance.

• Provide technical guidance and capacity support to approximately ten implementation partners in strengthening logical frameworks, indicators, monitoring methodologies, and tools, aligned with project proposals, Oporajita's Common Agenda, and Shared Measurement System.

• Lead the development, implementation, and maintenance of the Shared Measurement System, including common indicators, reporting protocols, and performance tracking mechanisms through the M&E Working Group comprising MEL focal points from partner organizations.

• Build the capacity of backbone and partner organization staff on shared measurement tools, MEL best practices, and data use for decision-making, while maintaining regular engagement with partners to provide strategic and technical support.

• Manage project monitoring databases and dashboards; conduct quantitative analysis of MEL data; and generate regular analytical reports in collaboration with project teams, consultants, and partner organizations.

• Coordinate with external evaluation and research partners to design, implement, and strengthen MEL frameworks, methodologies, learning processes, and evidence-generation activities.

• Serve as the primary liaison between evaluation agencies, program teams, and implementation partners, facilitating technical reviews, consolidating stakeholder feedback, and ensuring the timely utilization of evaluation findings and lessons learned.

• Design and facilitate learning and reflection workshops to support collective learning, knowledge sharing, and documentation of experiences across all partners.

• Support the Program Coordinator in preparing bi-monthly and semi-annual progress reports, and contribute to the development of consolidated biennial reports capturing the overall performance and achievements of the Collective Impact Initiative.

• Coordinate and oversee the work of the independent Collective Impact Evaluation Agency, including support for evaluation design, stakeholder engagement, implementation coordination, and dissemination of collective learning from baseline, midline, and end-line evaluations.

• Conduct periodic analysis of performance indicators and emerging trends to generate insights for the Steering Committee and strengthen knowledge on the application of the Collective Impact approach in Bangladesh.

• Lead the development and implementation of data governance mechanisms, including data-sharing agreements, standard operating procedures, and data protection protocols among The Asia Foundation, implementation partners, and funders.

• Develop and strengthen data collection, data-sharing, and analytics systems to improve data quality, operational efficiency, evidence-based decision-making, and data security.

• Perform any other duties and responsibilities as assigned to support the successful implementation of the initiative.
