Project Summary

AVAS is implementing the ECO-RESOLVE project in Bhola district, one of Bangladesh's most climate-exposed coastal districts, in partnership with Plan International Bangladesh. The 10-month project (September 26 to June 2026) aims to reduce climate and disaster-induced risks for vulnerable communities by strengthening locally led, ecosystem-based adaptation (EbA) systems. The project works across three interlinked outcomes: (1) establishing community- and youth-led institutional platforms for EbA - including EbA Action Groups (EAGs), school-based MetClubs and youth DRR volunteers - at union and school level; (2) supporting households to adopt diversified, climate-resilient and biodiversity-positive livelihood practices such as organic sack gardening, integrated fish-fruit-vegetable-duck (2FVD) models, vermicomposting, biochar and bio-digesters, alongside entrepreneurship and market linkage support; and (3) strengthening local disaster risk governance - Union and Upazila Disaster Management Committees (UDMC/UzDMC) - to integrate EbA into Community Risk Assessments (CRA) and Risk Reduction Action Plans (RRAP), early warning systems and cyclone shelter rehabilitation. The project places strong emphasis on MEAL, community accountability, safeguarding and gender-responsive, youth-centred programming, anchored within Plan Bangladesh's Programme Quality and Innovation (PQI)/PMERL system.

Position Summary

The Technical Officer - Climate-Resilient Livelihood will lead implementation of the project's household-level, ecosystem-based livelihood interventions. The role covers promotion of climate-resilient agricultural practices, circular and low-carbon technologies, entrepreneurship and market linkages, and community-led ecosystem restoration (afforestation), working closely with the Department of Agricultural Extension (DAE) and other relevant government departments.

Experience

• Minimum 4-6 years of experience in agriculture, climate-resilient livelihoods, or natural resource management programming.

• Demonstrated experience promoting climate-smart agriculture, homestead/organic gardening, integrated farming models, or value chain/market linkage interventions.

• Experience working with DAE, DLS, DoF, or similar government extension departments is highly desirable.

Academic Qualifications

• Master's degree in Agriculture, Agricultural Extension, Environmental Science, or a related discipline.

Technical Competencies

• Strong technical knowledge of climate-resilient and ecosystem-based agricultural practices (organic farming, integrated farming systems, biochar, bio-digesters).

• Understanding of value chain development, entrepreneurship promotion, and market linkage facilitation.

• Familiarity with demonstration plot management, input/grant disbursement verification, and farmer field school approaches.

• Knowledge of ecosystem restoration/afforestation practices is an advantage.

Key Duties and Responsibilities

1. EbA Livelihood Promotion

• Facilitate household adoption of organic sack gardening, the integrated Fish-Fruit-Vegetable-Duck (2FVD) model, vermicomposting, bio-pesticide preparation, and short-duration/diversified crop varieties.

• Coordinate training and input support for agricultural demonstration farmers in collaboration with DAE, including verification of cash grant utilization against agreed milestones.

2. Circular & Low-Carbon Technologies

• Support installation and uptake of zero-energy cooling units, bio-digesters, and household-level biochar production units.

• Provide technical follow-up to ensure proper use and maintenance of these technologies by beneficiary households.

3. Entrepreneurship & Market Linkage

• Deliver business skills and market linkage training to potential entrepreneurs and organize match-making events connecting producers with market actors.

• Support beneficiaries to access input, output and financial market opportunities for climate-resilient products.

4. Ecosystem Restoration

• Lead community-led afforestation activities, including sapling distribution, fencing support, site selection and maintenance planning.

5. Training, Monitoring & Reporting

• Coordinate closely with the Union Supervisor and Technical Officer (MEAL) to monitor uptake, quality, and results of livelihood interventions.

• Contribute technical inputs, case studies and evidence on livelihood outcomes for donor reporting and knowledge products.
