Responsibilities & Context

Association of Voluntary Actions for Society (AVAS) is a national non-profit, rights-based development organization working since 1998 to improve the lives of vulnerable and marginalized communities across Bangladesh. AVAS implements programs in health, gender equality, child protection, climate resilience, livelihood development, education and humanitarian response through strong community engagement and partnerships with government and international development agencies. The organization is committed to accountability, safeguarding, inclusion and sustainable community development.

Project Summary

AVAS is implementing the ECO-RESOLVE project in Bhola district, one of Bangladesh's most climate-exposed coastal districts, in partnership with Plan International Bangladesh. The 10-month project (September 26 to June 2026) aims to reduce climate and disaster-induced risks for vulnerable communities by strengthening locally led, ecosystem-based adaptation (EbA) systems. The project works across three interlinked outcomes: (1) establishing community- and youth-led institutional platforms for EbA - including EbA Action Groups (EAGs), school-based MetClubs and youth DRR volunteers - at union and school level; (2) supporting households to adopt diversified, climate-resilient and biodiversity-positive livelihood practices such as organic sack gardening, integrated fish-fruit-vegetable-duck (2FVD) models, vermicomposting, biochar and bio-digesters, alongside entrepreneurship and market linkage support; and (3) strengthening local disaster risk governance - Union and Upazila Disaster Management Committees (UDMC/UzDMC) - to integrate EbA into Community Risk Assessments (CRA) and Risk Reduction Action Plans (RRAP), early warning systems and cyclone shelter rehabilitation. The project places strong emphasis on MEAL, community accountability, safeguarding and gender-responsive, youth-centred programming, anchored within Plan Bangladesh's Programme Quality and Innovation (PQI)/PMERL system.

Contract Duration: Fixed-term (Project-Based), September 26 to June 2027,

Position Summary

The Project Manager will provide overall leadership, strategic direction and day-to-day management of the ECO-RESOLVE project. S/he will be responsible for ensuring integrated delivery across all three project outcomes - community and youth-led EbA platforms, climate-resilient livelihoods, and local disaster risk governance - while managing the project team, budget, government and donor relationships, and ensuring compliance with AVAS and Plan International Bangladesh's programme quality, safeguarding and accountability standards.

Experience

• Minimum 8-10 years of progressive experience in development project management, with at least 4 years in a leadership role.

• Demonstrated experience managing donor-funded climate resilience, DRR, EbA/CCA or livelihoods programmes.

• Proven experience managing multi-disciplinary teams, project budgets, and donor/INGO partnership compliance.

• Experience working with government departments (DAE, DLS, DoF, BMD, DDM) and local government institutions (UDMC/UzDMC/Union Parishad) is highly desirable.

Academic Qualifications

• Master's degree in Development Studies, Environmental Science, Disaster Risk Management, Social Science or a related discipline.

• Formal training in project/programme management, results-based management (RBM) or climate change adaptation preferred.

Technical Competencies

• Strong understanding of ecosystem-based adaptation (EbA), climate-resilient livelihoods, and disaster risk governance systems.

• Sound knowledge of project cycle management, logframes, budgeting, and donor compliance requirements.

• Experience with government liaison and multi-stakeholder coordination at union, upazila and district level.

• Familiarity with MEAL systems, safeguarding frameworks, and gender-responsive programming.

Key Duties and Responsibilities

1. Project Leadership & Management

• Provide overall strategic and operational leadership for the ECO-RESOLVE project across all three outcomes.

• Develop and oversee implementation of annual work plans, procurement plans, and budgets in line with the approved proposal and logframe.

• Ensure integrated, quality delivery of EbA institutional platforms, climate-resilient livelihood interventions, and disaster risk governance strengthening activities.

• Lead risk management, problem-solving and adaptive management throughout the project cycle.

2. Technical Oversight & Quality Assurance

• Provide technical guidance and quality oversight to the Technical Officers (MEAL, CCA/DRR, Climate-Resilient Livelihood) and Union Supervisor.

• Ensure activities such as EbA Action Group formation, MetClub establishment, CRA/RRAP processes, and livelihood interventions are implemented to a high technical standard.

• Champion the integration of gender equality, social inclusion, and safeguarding across all project components.

3. Government & Stakeholder Coordination

• Build and maintain strong working relationships with DAE, DLS, DoF, BMD, DDM, UDMC, UzDMC and Union Parishads.

• Represent AVAS and the project in coordination meetings, policy dialogues, and the EbA Conference in Bhola.

• Liaise closely with Plan International Bangladesh on technical, financial and programmatic matters.

4. Financial & Budget Oversight

• Oversee project budget utilization, working closely with the Finance and Admin Officer to ensure sound financial management.

• Review and approve expenditures, including cash grant disbursements to demonstration farmers, in line with AVAS and donor financial policies.

• Support timely and accurate financial and narrative reporting to the donor.

5. MEAL, Reporting & Compliance

• Ensure a functional MEAL system is in place, including the IPTT, PMERL data uploads, and quarterly reflection and learning sessions.

• Review and approve high-quality donor reports (monthly, quarterly, annual) prepared with the Technical Officer (MEAL).

• Ensure the project's Complaint, Feedback and Response Mechanism (CFRM) is functioning and safeguarding concerns are escalated appropriately.

6. Team Management & Capacity Building

• Recruit, supervise, mentor and appraise project staff, fostering a collaborative and high-performing team culture.

• Identify capacity-building needs of the team and facilitate relevant training and coaching.
