Required Qualifications

  • Additional professional training in WASH Engineering, Water Supply Systems, Climate-Resilient Infrastructure, Environmental Engineering, Disaster Risk Reduction, or Construction Management will be considered an added advantage.

Experience

  • Minimum 3-5 years of professional experience in WASH, civil infrastructure, or climate-resilient infrastructure projects.
  • Experience in supervising construction and rehabilitation works funded by development partners or NGOs.
  • Experience working with local government institutions, contractors, and community-based organizations.
  • Experience in climate adaptation, disaster risk reduction, or resilient infrastructure projects will be considered an advantage.

Skills and Competencies

  • Strong knowledge of WASH engineering principles and construction supervision.
  • Ability to prepare BoQs, technical specifications, cost estimates, and work plans.
  • Knowledge of climate-resilient infrastructure design and disaster risk reduction approaches.
  • Good understanding of construction quality assurance and contractor management.
  • Strong report writing, documentation, and analytical skills.
  • Proficiency in Microsoft Office and engineering software (e.g., AutoCAD will be an advantage).
  • Excellent communication, facilitation, and stakeholder coordination skills.
  • Ability to travel extensively to project sites and work in remote communities.
  • Strong commitment to accountability, safeguarding, inclusion, and environmental sustainability.


Responsibilities & Context:

Job Context:

Breaking the Silence (BTS) is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037; Date: 17 October 2000) and the NGO Affairs Bureau (NGOAB) (Registration No. 1642; Date: 20 May 2001). The organization works to promote and protect child rights, prevent child abuse and child sexual abuse, eliminate child marriage, strengthen child-friendly governance, improve the quality of primary and pre-primary education, prevent violence against women, and empower children and women. BTS is implementing a project titled "RISE-Responding to Climate Challenges in Satkhira through Inclusive WASH, Sustainable Livelihoods, and Empowerment" with the support of the Terre des hommes Foundation (Tdh Foundation). To support the implementation of this project, BTS is seeking to recruit a Sustainable Infrastructure & WASH Supervisor. The duty station for this position will be at Satkhira Municipality, Satkhira District.

Job Purpose

The Sustainable Infrastructure & WASH Supervisor will provide technical leadership for the planning, implementation, supervision, and quality assurance of climate-resilient WASH and small-scale infrastructure interventions. The position will ensure compliance with engineering standards, donor requirements, environmental and social safeguards, and strengthen community ownership through capacity building of WASH Committees and local stakeholders.

Key Responsibilities

Coordination & Communication

  • Coordinate all WASH and climate-resilient infrastructure activities with Terre des hommes (Tdh), Satkhira Municipality, DPHE, contractors, consultants, suppliers, and relevant government agencies.
  • Maintain effective communication with project management, field teams, community WASH Committees, and local stakeholders.
  • Facilitate site coordination meetings, technical review meetings, and progress review sessions.
  • Ensure close collaboration with MEAL, Procurement, Finance, and Administration teams to ensure timely implementation of infrastructure activities.
  • Support coordination with community representatives to ensure participation, ownership, and sustainability of project-supported infrastructures.

Project Implementation

  • Lead the planning, supervision, quality assurance, and timely implementation of all WASH and climate-resilient infrastructure activities.
  • Supervise construction and rehabilitation of project-supported infrastructure, including:
  • Climate-resilient gender and disability-inclusive latrines;
  • Solar-powered Reverse Osmosis (RO) water purification systems;
  • Deep tube wells;
  • Drainage rehabilitation;
  • Handwashing facilities;
  • Community WASH infrastructure.
  • Review engineering designs, BoQs, specifications, drawings, and construction schedules before implementation.
  • Conduct regular field supervision to ensure construction quality, compliance with technical standards, environmental safeguards, and occupational health and safety requirements.
  • Verify work progress, certify completed works, and recommend contractor payments according to project procedures.
  • Ensure infrastructure is climate-resilient, gender-responsive, disability-inclusive, environmentally sustainable, and aligned with donor requirements.
  • Support establishment and capacity building of Community WASH Committees for operation and maintenance (O&M) of project-supported infrastructure.
  • Monitor construction risks and recommend timely corrective measures.

Technical Planning and Implementation

  • Lead the technical planning, design, and implementation of WASH and climate-resilient infrastructure activities.
  • Prepare technical specifications, drawings, Bills of Quantities (BoQ), and cost estimates where required.
  • Ensure all construction and rehabilitation activities comply with approved engineering standards and project specifications.
  • Provide technical guidance throughout the implementation process.

Construction Supervision and Quality Assurance

  • Supervise construction, rehabilitation, and installation of WASH facilities and community infrastructure.
  • Conduct regular site inspections to ensure quality workmanship and adherence to technical standards.
  • Verify construction materials, contractor performance, and work progress.
  • Ensure timely completion of infrastructure works according to approved work plans.

Climate-Resilient Infrastructure

  • Ensure that all infrastructure interventions incorporate climate-resilient and disaster-risk reduction principles.
  • Promote environmentally sustainable construction practices and resource-efficient technologies.
  • Identify technical risks and recommend appropriate mitigation measures during implementation.
  • Support innovative approaches for resilient community infrastructure.

Operation and Maintenance (O&M)

  • Develop and implement operation and maintenance plans for completed WASH facilities.
  • Support communities in establishing maintenance mechanisms and sustainability plans.
  • Conduct periodic monitoring of completed infrastructure to ensure proper functionality.
  • Recommend corrective measures for damaged or underperforming facilities.

Capacity Building

  • Organize and facilitate training sessions for WASH Committees, community volunteers, and local stakeholders.
  • Build the technical capacity of community members on facility operation, maintenance, hygiene promotion, and climate-resilient practices.
  • Provide technical mentoring to project field staff involved in WASH interventions.

Community Engagement and Coordination

  • Coordinate closely with local government institutions, DPHE, Union Parishads, community leaders, and relevant technical agencies.
  • Facilitate community consultation during infrastructure planning and implementation.
  • Promote community ownership and participation in infrastructure development and maintenance.

Monitoring, Documentation and Reporting

  • Monitor progress of infrastructure activities against approved work plans and technical indicators.
  • Prepare regular technical progress reports, site visit reports, and completion reports.
  • Maintain technical documentation, drawings, quality assurance checklists, photographs, and completion certificates.
  • Document lessons learned, best practices, and technical success stories.

Procurement and Contract Management

  • Provide technical inputs for procurement of construction materials and WASH equipment.
  • Review technical specifications submitted during procurement processes.
  • Verify contractor invoices and certify completed work prior to payment processing.
  • Support procurement committees with technical evaluations where required.

Safeguarding and Compliance

  • Ensure compliance with BTS policies, donor requirements, engineering standards, environmental safeguards, and occupational health and safety procedures.
  • Integrate gender equality, disability inclusion, accessibility, child safeguarding, and environmental sustainability into all infrastructure interventions.
  • Ensure all facilities are safe, inclusive, and accessible for women, children, older persons, and persons with disabilities.

Job Other Benifits:
    Gross: Taka 41,500.00 (Taka Forty-One Thousand Five Hundred) Per Month 2-day weekend Bonus (One-month equivalent salary) 5% salary deduction from Basic salary for depositing the BTS Staff welfare fund. Office time, Annual Leave, Increment & other facilities will be applicable as per `Recruitment and Human Resource Management Policy` of Breaking the Silence.
