Responsibilities & Context:
∎ 1. Design and Planning:
∎ o Develop technical designs, BoQ and estimates for resilient housing and WASH infrastructure.
∎ o Ensure compliance with cyclone-resilient construction standards and gender-inclusive designs.
∎ o Conduct site surveys to identify suitable locations and assess technical requirements.
∎ 2. Supervision and Implementation:
∎ o Oversee on-site construction, ensuring adherence to timelines, quality standards, and safety protocols.
∎ o Coordinate with contractors, local workers, and stakeholders to ensure smooth execution of activities.
∎ o Provide technical inputs during the procurement process for construction materials and equipment.
∎ 3. Capacity Building:
∎ o Train community members and local laborers on resilient construction techniques and safety practices.
∎ o Conduct awareness sessions on maintaining infrastructure and sustainable practices.
∎ 4. Monitoring and Reporting:
∎ o Monitor the progress and quality of all infrastructure-related activities.
∎ o Prepare regular reports detailing project progress, challenges, and mitigation measures.
∎ o Address any technical issues promptly to avoid project delays.
∎ 5. Stakeholder Coordination:
∎ o Collaborate with community leaders, local government representatives, and partner organizations.
∎ o Advocate for the integration of climate-resilient practices in local development policies.
∎ Job Context:
∎ SAINT-Bangladesh is a value based independent, non-profit and Non-Government Organization (NGO), participating in survival strategies of coastal poor. It believes in integration of right based approach in striving for people centered sustainable development initiatives, maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect to human rights and dignity principles in management. SAINT-Bangladesh is a project: “Advancing Gender-Responsive Climate Actions for Urban Resilience in Barishal City Corporation.” supported by “Climate Bridge Fund-CBF”, Co-funded by KfW (Kreditanstalt für Wiederaufbau). The project will be implemented in Barishal City from January 2025. Note that this requirement will depend on the availability of donor fund.
∎ Position Overview:
∎ The Technical Officer (WASH) will be responsible for overseeing all technical aspects of infrastructure-related activities under the project. The role entails designing, supervising, and ensuring the implementation of cyclone-resilient housing repairs and WASH facilities in alignment with project goals and compliance with national and international standards.
∎ The Technical Officer (WASH) will coordinate with field teams, community members, and local authorities to ensure the use of climate-resilient materials, inclusive designs, and cost-effective solutions. They will play a crucial role in conducting technical assessments, preparing detailed plans, and managing contractors or local laborers during construction phases.
∎ The ideal candidate will have a deep understanding of climate change, disaster resilience, gender issues, strong leadership and communication skills, and a proven track record in project management. They will be committed to creating a positive impact in the lives of climate migrants and addressing the challenges they face in their slum communities. This role involves coordinating with stakeholders, design-drawing, planning, supervises of the constructions, ensuring compliance with CBF/KfW and SAINT-Bangladesh’s guidelines, and facilitating community engagement and capacity-building initiatives.
