Experience:
Graduation in any discipline, preferably in Social Science, Nutrition, and Agriculture.
Minimum 3 years of professional experience in project implementation, monitoring, and supervision with 2 years of working experience in the field of health, family planning, food security, and nutrition.
Good understanding of community health systems, management hierarchy, services delivery platforms, and coordination mechanisms at the sub-national level. Strong communication, report writing, and presentation skills both in Bangla and English.
Demonstrated skill in data collection, quality control, monitoring, and assessment using digital tools and methods, e.g., ODK, ONA, KoBo.
Good team building, coaching, and counseling skills.
Skilled in computer literacy, internet, and email communication.
Good understanding of and commitment to promoting Gender, Equity, and Diversity Inclusion (GEDI) related concepts, ideas, and best practices.

SAINT-Bangladesh (2001) is a National local humanitarian, development and non-governmental organization with NGO Buro registered value-based, non-profit, and participating in the survival strategies of the coastal poor. SAINT-Bangladesh implemented different projects on child protection, education, health, women empowerment, income-generating activities, DRR, WASH, and Rohingya emergency response activities. SAINT-Bangladesh intends to recruit suitable positions of Upazilla Coordinator for an upcoming donor funded project. The project will be implemented in the Coastal Region of Barguna and Pirojpur districts under Barishal Division.
Under the Project will work with different departments of the ministries, especially the Health and Nutrition of at the national, regional, and local levels, to reduce preventable deaths and improve health and nutrition outcome for women, newborn and in project supported districts by improving life-saving maternal, newborn, child health and nutrition services. The Project will work in join implementation plans (JIPs) to document co-planning, co-investment by partner, private sector, multiple levels of local government institutions and government of Bangladesh (GoB). The project will facilitate developing solutions emerging from communities, government departments, and the private sector. Digital solutions related to health and Family planning services are key strategies for improving Health & Nutrition area at Coastal Belt Barguna and Pirojpur district of Bangladesh.
SAINT-Bangladesh is a local partner of this project implementation, is hiring Upazilla Coordinator. The Upazilla Coordinator will be responsible for the overall implementation of the project activities in the respective Upazila as per plan. Under the guidance of the District Coordinator, S/he will work closely with government health and family planning service providers, frontline supervisors, and Upazila managers, as well as will provide adequate facilitation support, supportive supervision, monitoring, and mentoring to the Union Supervisor(s) and volunteers for smooth and timely implementation of project activities
II. Specific Roles and Responsibilities: %
Responsibility # 01: Implementation of project activities as per standards 30%
Plan, implement, and monitor the project activities in the respective Upazila as per the guidance of the District Coordinator.
Make sure that activities implementation follows projects and coordinate support from the technical teams and consortium to make it operational.
Guide and mentor union facilitators and volunteers to ensure quality implementation of project activities.
Adopt and execute new initiatives in the respective Upazila in the context of geographical dynamics, innovation, action research, documentation, and learning.
Responsibility # 02: HR management and administrative support 25%
Implement the project activities in a cost-effective manner, within the budget framework, record keeping and monitoring project activities, and providing feedback to the project team and management.
Facilitate the requirement process of volunteers with guidance from project management and ensure their capacity building through formal and informal training, mentoring, and supportive supervision.
Promote Equitable, women-friendly, gender-sensitive work environment and practices among team members.
Responsibility # 03: Coordination with government and other relevant stakeholders 20%
Maintain strong communication and coordination with the government and other relevant stakeholders.
Participate in coordination meetings, including NGO coordination / UDCC / UNCC / Health / FP / CHCP, update progress, and represent the project team.

The Upazila Coordinator is based on the Upazila Health level of respective Upazila under the project, with approximately 80% of the time in the field.
