Job Context:
∎ German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced "Project Manager/Coordinator" (male/female) for their Cox`sBazar Office.
∎ Purpose:
∎ GRC in partnership with Bangladesh Red Crescent Society (BDRCS) is supporting three projects in Cox`s Bazar covering the sectors of WASH, Disaster Risk Reduction (DRR), Livelihood (LLH) and National Society Development (NSD). A team of 24 local staff is based in Cox`s Bazar with project offices established through the Population Movement Operation and BDRCS Cox`s Bazar Unit including programs, finance and logistics.
∎ The overall responsibility of the PM/C is to manage the GRC field office in Cox`s Bazar, oversight management of GRC programming and support to implementation of DRR, LLH and NSD projects in camps, host communities and school level, as outlined in the proposals of these projects and within the framework of the Population Movement Operation (PMO) and BDRCS Cox`s Bazar unit. The incumbent will also have budget holder responsibility of one project.
Job Responsibilities:
∎ Overall :
∎ Manage the GRC field office in Cox's Bazar including enforcing and monitoring compliance to policies and procedures on financial, human resource, security, and logistics.
∎ Lead the preparation and development of new project proposals for Cox's Bazar.
∎ Ensure communication, coordination and reporting to the GRC Office in Dhaka.
∎ Lead Cox's Bazar related media/press activities (including preparation for internal and external communication materials and press visits).
∎ Supervise and support the local project team in knowledge within GRC and with BDRCS, IFRC and Partner National Societies (PNS)
∎ Ensure and support the timely and quality implementation of GRC's BMZ UH funded project and provide oversight management support to other GRC projects in CXB funded through the PPP and GP1.
∎ Produce monitoring and project reports according to BDRCS/IFRC, GRC and donor requirements for BMZ UH project.
∎ Carry out close financial monitoring and management including budget control for BMZ UH project as per donor and GRC guidelines.
∎ Provide technical and monitoring and evaluation support in the implementation of BMZ UH project activities.
∎ Support and contribute to capacity building of BDRCS whenever feasible.
∎ Represent GRC in different technical meetings, seminars, workshop and maintain close relation with RCRC Movement Partners.
∎ Prepare and timely submission of regular and ad hoc reports as needed by GRC Head of Office for review and finalization.
∎ Specific duties and responsibilities in coordination matters:
∎ Provide regular updates to and consultation with GRC Head of Office and point out actions to be taken.
∎ Ensure regular and effective coordination with BDRCS, IFRC and PNS project counterparts and represent GRC in internal coordination meetings.
∎ Represent GRC in external and internal events (including donor engagement) as required.
∎ Any other job that might deemed necessary by the GRC Head of Office.
∎ Lateral relationships:
∎ Establish and ensure effective working relationships with GRC and BDRCS project colleagues.
∎ Ensure effective working relationships with involved BDRCS PMO team (e.g, Senior Management, DRR, LLH, Communications, CEA, M&E, HR, Finance, Administration, Security, etc.), BDRCS Cox's Bazar Unit (ULO), when required, with donor representatives and other humanitarian and development partners in Cox's Bazar.
∎ Duties Applicable to All Staff:
∎ Actively work towards the achievement of the Federation Secretariat's goals and the agenda for renewal.
∎ Abide by and work in accordance with the Red Cross and Red Crescent principles.
∎ Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Additional Requirements:
∎ Minimum of 10 years work experience in a related field.
∎ Experience of working for a humanitarian aid organisation.
∎ Strong project management and proven coordination skills.
∎ Skill & Knowledge:
∎ Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous.
∎ Mobility and flexibility, willing to work in the multi-cultural team.
∎ Negotiation and diplomatic qualities
∎ Oral and written fluency in English and Bangla.
∎ Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels.
∎ Strong interpersonal skills and good understanding of the global organization
∎ High level of attention to details in all aspects of work responsibilities.
∎ Training, report writing and presentation skill.
∎ Ability to priority multiple tasks and meet deadlines.
∎ Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards.
∎ Disposition:
∎ Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition.
∎ Ability to work independently on own initiative and also to contribute as part of a team.
∎ Ability to understand and work with Government Law/Ministries
∎ Willingness and ability to learn, flexibility and adaptability.
∎ Ability to get on well with a wide variety of people.
∎ Excellent team player and gender sensitive.
∎ Integrity and high standards of personal conduct.
